AN EMERGENCY RESOLUTION OF THE CITY COMMISSION
OF THE MIAMI BEACH CITY COMMISSION SUPPORTING
AND ENCOURAGING THE STATE OF FLORIDA AND
METROPOLITAN DADE COUNTY TO CREATE A
COMPREHENSIVE REGIONAL APPROACH FOR THE
PURPOSES OF ENSURING SAFETY OF VISITORS TO
METROPOLITAN DADE COUNTY.
WHEREAS, tourism comprises a major portion of the City of
Miami Beach, Dade County and the State of Florida ' s economy; and
WHEREAS, crime Lgainst tourists within Dade County has
increased, causing a negative image for Dade County and indirectly
Miami Beach as a to=i; t destination; and
WHEREAS, the Miami Beach City Commission believes that it is
vital for all governmental entities to work in coordination towards
developing a comprehensive regional approach for the purposes of
ensuring the safety of visitors throughout Dade County.
NOW, THEREFORE, BF IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY MIAMI BEACH, FLORIDA THAT it encourages, supports and will
join in the creation }y Dade County of a comprehensive regional
approach to ensure safety of visitors within Dade County, said
approach including but not limited to the following:
1. disseminating information to tourists especially, but not
limited to, tourists wto rent cars at Miami International Airport
and surrounding areas, as to the safest routes for travel to and
from Miami International Airport and surrounding areas;
2 . analysis and/or enhancement of tourist-assistance
programs including dissemination of visitor safety brochures,
creation of appropriately located visitor direction centers, and
the establishment of a visitor "hot-line" ;
3 . signage, traffic light synchronization and direction of
traffic to safely route tourist traffic from Miami International
Airport to tourist destinations including Key Biscayne, Sunny
Isles, Miami Beach, Coral Gables and South Dade County;
4 . enactment of mandatory jail time sentences for "smash and
grab" and similar crines against tourists;
5 . provision of additional state monies to fund a Metro-Dade
Police task force to develop solutions to the crisis;

6. provision of additional state monies for dissemination of
anti-crime information to tourists through Miami International
Airport, the Port of Miami, car rental agencies and other
appropriate outlets;
7 . direction of the Florida Department of Transportation to
work with County and municipal agencies to ensure proper signage is
placed on roads leading in and out of Miami International Airport
and the Port of Miami to direct tourists to safe routes of travel
and that all roadway lighting is operational ;
8 . countywide utilization of police resources via the
creation of an Officer-Loan Pool program targeted at overseeing the
protection of tourists, including enhancing the Metropolitan Dade
County Police Robbery Intervention Detail ;
9 . coordination with and identifying additional funding if
necessary for the Greater Miami Convention and Visitor' s Bureau for
the purposes of combating negative publicity resulting from crimes
against tourists and supporting the Bureau' s Industry Crime
Stoppers Reward Program; and
10 . implementation of any and all other administrative and/or
legal measures for the purposes of accomplishing the stated purpose
of protecting tourists within Metropolita D.de County.
