A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, ACCEPTING AN AMERICA THE BEAUTIFUL
URBAN AND COMMUNITY FORESTRY GRANT IN THE
AMOUNT OF$10,000,APPROPRIATING FUNDS IN THE
AMOUNT OF$10,000 PROVIDED BY THE GRANT,AND
APPROVING MATCHING FUNDING IN THE AMOUNT
OF $10,000 OF IN-KIND CITY SERVICES.
WHEREAS, the city has received a $10,000, 50/50 matching grant to be used for the completion
of a comprehensive Street Tree Master Plan for Normandy Isle; and
WHEREAS, the City wishes to appropriate the funds provided by the grant; and
WHEREAS,the City must provide matching funding in the form of in-kind city services for this grant;
and
WHEREAS, the City has established the reforesting of all public properties as a top priority.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA:
Section I: The City accepts the America the Beautiful Urban and Community Forestry Grant
from the Florida Department of Agriculture and Consumer Services.
Section 2: The City appropriates funds in the amount of$10,000 provided by the America the
Beautiful Urban and Community Forestry Grant.
Section 3: The City appropriates$10,000 worth of in-kind City services as a match to the grant
award.

SUBJECT: A Resolution of the Mayor and City Commission of the City of Miami Beach,
Florida, accepting an America the Beautiful Urban and Community Forestry
Grant in the amount of $10,000, appropriating funds in the amount of
$10,000 provided by the grant, and approving matching funding in the
amount of $10,000 of in-kind City services.
ADMINISTRATIVE RECOMMENDATIONS: The City Administration recommends that
the Mayor and the City Commission pass the attached resolution accepting an
America the Beautiful Urban and Community Forestry Grant, appropriating$10,000
provided by the grant and appropriating in-kind City services valued at$10,000 as
a match for the grant to be used to develop and implement a street tree master
plan for the Normandy Isle area that will serve as a model to be replicated in other
sections of the City.
BACKGROUND: On July 22, 1992 the Commission authorized the submission of an
America the Beautiful Urban and Community Forestry Grant application and the
City has subsequently been awarded that grant.
ANALYSIS: The goal of this grant project is to produce a comprehensive street tree
master plan for Normandy Isle. This will be accomplished by retaining an Urban
Forestry professional, on a contractual basis, to collect and analyze related
data and compile the master plan.The grant monies are to be matched on a 50/50
basis, with City in-kind services. Additional legislation is now required to
appropriate the grant funds and proposed matching in-kind City services.
In-kind City services will take the following forms:
1. The Public Works Department will:
▪ Gather and analyze base line survey information.
▪ Perform additional surveying as needed.
▪ Locate existing utility systems and produce plans for necessary
modifications to all utility systems.
Produce plans for the modification of streets and curbs.
▪ Provide assistance in developing implementation budgets for infrastructure
changes.

2. The Departments of Recreation, Culture & Parks & Planning & Zoning will:
. Coordinate all efforts of the field worker responsible for collecting additional
data required to complete the Master Plan.
. Provide professional expertise for the actual horticulture/aesthetic decisions
required.
. Provide any graphics required for the planned document & community
presentations.
. Coordinate with the local community for input and information.
. Compile information form all sources and produce the final Master Plan
document.
Estimated in-kind contribution $4,000
CONCLUSION: Passage of this resolution will permit the Administration to proceed with
the implementation of the initial efforts in establishing an Urban Forestry Master Tree Plan
for Normandy Isle that will serve as a model for other sections of the City.
