RESOLUTION NO. 93-20804
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, ADOPTING THE
SECOND AMENDMENT TO THE CONFISCATION FUND
BUDGET, AND PROVIDING FOR THE APPROPRIATION OF
FUNDS FOR THE MIAMI BEACH POLICE ATHLETIC LEAGUE
SCHOLARSHIP PROGRAM AND SUMMER JOBS PROGRAM.
WHEREAS, Section 932 .705, Florida Statutes, addresses the
purposes and procedures to be utilized for the appropriation and
expenditures of the Police Confiscation Fund; and
WHEREAS, the Chief of Police of the City of Miami Beach has
determined that the need for expenditures and appropriation exist
and the expenditure or appropriation of forfeiture funds is in
compliance with Section 932 . 705, Florida Statutes; and
WHEREAS, such funds are available in the Police Confiscation
Fund.
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,
Section 1. That the Mayor and City Commission hereby adopt
the 2nd amendment to the FY 92/93 Police Confiscation Fund Budget
for the City of Miami Beach, in the amount of $22 , 000. 00 for
expenditures as reflected in Exhibi "A" attached hereto.

POLICE CONFISCATION TRUST ACCOUNT FOR FY 1992/93 MIAMI
BEACH POLICE DEPARTMENT-POLICE ATHLETIC LEAGUE SUMMER
JOBS PROGRAM AND THE SCHOLARSHIP PROGRAM
ADMINISTRATION RECOMMENDATION: The Administration recommends that
the Mayor and City Commission adopt the
Second Amendment to the
operating budget of the Police Confiscation Trust Account for FY
1992/93 to appropriate $22,000.00, to be used to provide funds for
the Miami Beach Police Department Police Athletic League Summer
Jobs Program and the Scholarship Program. The funds used for these
programs fully comply with the Florida Statutes regarding the use
of confiscated funds for Crime Prevention Programs, specifically
Florida Statute 932.7055(4) (c) 3 which requires a law enforcement
agency to expend or donate no less than 15% of confiscated funds
for the support or operation of any crime prevention or safe
neighborhood program.
BACKGROUND: (SUMMER JOBS PROGRAM) The Miami Beach Police Athletic
League consists of young adults sharing a common interest in law
enforcement. The Explorers get a "hands on" experience concerning
law enforcement throughtheir many functions, someof which include
traffic control, accident investigation, crime prevention,
security, field interrogation, and arrest procedures. Explorers
also participate actively in routine police patrol. The Explorers
assist the City of Miami Beach and the Police Department in many
ways. They work in the Detective Bureau, Crime Scene, Communica-
tions Bureau, Records Bureau, Crime Prevention and Patrol Division.
In addition, in past years they were involved in anti-auto theft
crime prevention programs, assisted in graffiti paint outs, and
clean-a-thons that helped to keep Miami Beach Beautiful!
(SCHOLARSHIP PROGRAM) : The Miami Beach Police Athletic League
Scholarship Program can benefit from the utilization of confiscated
funds. This program was created to assist disadvantaged youth who
are lackingin the basic resources or conditions believed to be
necessary for an equal opportunity tosucceed in life. According
to the International Association of Chief's of Police study of the
Miami Beach Police Department, "to combat crime effectively, an
agencymust establish an aggressivecrime prevention program.
Intensive public involvement is the critical element in preventing
many types of crimes. " By applying these principles, we have an
opportunity to reach out and directly influence the lives of our
young people in a positive way. Our youth are the future resources
of our community. How better can we spend monies taken from the
hands of criminals, than to put it back into the hands of our
disadvantaged youth, to educate and guide them towards a
successful( productive lifestyle. Crime Prevention through
education is the philosophy we must adopt to succeed in these
endeavors. The Scholarship Program will provide a worthy service
to the community.

ANALYSIS: SUMMER JOBS PROGRAMS) Last year, $12,0,00 was spent to
Explorers to work in the police
hire 20 members of the P.A.L. p
facility for 20 hours per week. They were paid $4.25 per hour and
worked four days a week, for ten weeks. They were assigned to various divisions within the Police Department. We spent $12,000
and saved 3, 000 hours of overtime manpowerhours at $10.00 per hour
for a Clerk and $15.00 per hour for a Police Officer. Averaging
the hourlyinrate to $12.50 per hour, wesaved approximately
$40, 000. 00 overtime.rtime. That translates to wise management.
SCHOLARSHIP PROGRAM) : In this third year of the Scholarship
(SCHOLARSHIP
the scholarships s will be presented to disadvantaged youths
involved in Police Athletic League programs whose achievements
reflect a high degree of motivation, commitment and community
concern. The primary purpose of theprogramisismultifold,
providing guidance through education. This education mandatory,
if
we are to succeed in developing our young people into mature,
responsible adults and diverting them from a road laden with
criminal opportunities.
CONCLUSION (SUMMER JOBS PROGRAM) By establishing this crime
prevention program, we have an opportunity to reachout and
directly influence the lives of our young people in a positive way.
Our youth are the future resources of our community. How better
can we spend monies taken from the hands of criminals, than to put
it back into
the hands of our disadvantaged youth, to educate and
guide them towards a successful, productive lifestyle, and away
from a road laden with criminal opportunities. Exposure to law
enforcement and proper role models through fulltime employment in
summer jobs, is a viable prevention revention method of accomplishing
this goal.
(SCHOLARSHIP PROGRAM) : It is our goal, through awarding a
scholarship, to assist youths whose well-rounded performance in
academics, athletics and other activitiesindicate an exceptional
potential to pursue undergraduate studies in a future profession of
his/her choice. These students would probably not be able to
attend college without this financial aid.
