A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, REQUESTING
THE DADE COUNTY COMMISSION TO AUTHORIZE THE
METRO-DADE TRANSIT ADMINISTRATION (MDTA) TO
CONTRACT WITH A PRIVATE BUSINESS FOR THE
OPERATION OF THE "BREEZE" SHUTTLE BUS.
WHEREAS, it is a goal of the City of Miami Beach to help expand transportation
service levels, hours and days of operation of the "Breeze"; and
WHEREAS, it is understood that it is costing MDTA in excess of $60.00 per hour
to provide the existing service; and
WHEREAS, MDTA is already contracting for transportation services in other areas
of Dade County at a cost of approximately $28.00 to $32.00 per hour including contractor
furnished vehicles; and
WHEREAS, the Miami Beach Chamber of Commerce issued a similar resolution
on May 11, 1993.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
Section 1. The City of Miami Beach, Florida, requests the Dade County
Commission to authorize the Metro-Dade Transit Administration (MDTA) to contract with
a private business for the operation of the "Breeze" shuttle bus.

SUBJECT: RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, REQUESTING THE DADE COUNTY
COMMISSION TO AUTHORIZE THE METRO-DADE TRANSIT AGENCY
(MTA) TO CONTRACT WITH A PRIVATE BUSINESS FOR THE
OPERATION OF THE "BREEZE" SHUTTLE BUS.
ADMINISTRATION RECOMMENDATION:
Recommend adoption of the attached Resolution that will enable the
Dade County Commission to authorize the Metro-Dade Transit
Administration (MDTA) to contract with private business for
operation of the "Breeze" bus service.
BACKGROUND:
MDTA operating cost for the "Breeze" is in excess of $60. 00 per
hour. This high cost is related to the exclusive weekend and
night/early hours operation of the service. The amount of service
provided is then limited further by budget allocation for this
project. Attached is a copy of the Miami Beach Chamber of Commerce
Resolution dated May 11, 1993 .
ANALYSIS:
Because of the unique service hours, private business can more
readily adapt to the needs for "Breeze" operation at a lower cost.
MDTA is contracting to private transit operators in Dade County for
$28. 00 to $32 . 00 per hour that includes contractor provided
vehicles. These vehicles are smaller modified vans, large transit
coaches are not needed for "Breeze" passenger loading. The cost
savings will allow MDTA to expand the service level with resultant
increases in patronage (ridership) .
CONCLUSION
This Resolution should provide an opportunity for MDTA to expand
services on the "Breeze" within currently defined project funding
and budget.
