A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, CALLING A PUBLIC
HEARING TO CONSIDER PUBLIC COMMENT
REGARDING A REQUEST FOR PROPOSALS
FOR CONVENTION HOTEL DEVELOPMENT.
WHEREAS, the Mayor and City Commission wish to receive
proposals for convention hotel development for Miami Beach; and
WHEREAS, the Administration is preparing a Request For
Proposals for this purpose; and
WHEREAS, the Mayor and City Commission wish to consider public
comment regarding the Request For Proposals prior to its issuance.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that a public
hearing to consider public comment regarding a Request For
Proposals for convention hotel development is hereby called to be
held before the City Commission in it chambers on the Third Floor
of City Hall, 1700 Convention Center Drive, Miami Beach, Florida,
on July 14 , 1993 , beginning at 11:05 a. m. and the City Clerk is
hereby authorized and directed to publish appropriate Public Notice
of the said Public Hearing in a newspaper of general circulation
within the City of Miami Beach, at which time and place all
interested parties will be heard.

SUBJECT: RESOLUTION SETTING A PUBLIC HEARING TO CONSIDER PUBLIC
COMMENT ON THE HOTELS DEVELOPMENT REQUEST FOR PROPOSALS
(RFP) FOR THE FIRST COMMISSION MEETING IN JULY, 1993.
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission set a public
hearing for the first Commission Meeting in July 1993 , at a time
certain for public comment on the Request for Proposals (RFP) for
hotels development.
BACKGROUND:
One of the most critical decisions that this City Commission will
have to make during this coming year is the selection of a
developer(s) for convention hotels. The process will be started
with a Request for Proposals which staff has been working on in
draft form. The RFP concept has also been the subject of an Urban
Land Institute panel discussion, the Minutes of which have been
forwarded to you under separate cover. Specific advice was given
to the City during that session which will be incorporated into the
ultimate document which will be presented to the City Commission as
an agenda item during the June 30, 1993, meeting*. Additionally,
the Administration will have before the City Commission at the June
30th, 1993 , meeting*, a proposal to hire a consultant to assist in
the RFP process.
ANALYSIS:
Because the RFP content will essentially determine the quality and
level of responses from the private sector, it is a document that
the Administration recommends to be circulated for public
discussion and to give the community an opportunity for comment
prior to its issuance. A public hearing on this item at the first
Commission Meeting in July, 1993, meeting is an appropriate forum
for such input.
CONCLUSION
It is recommended that the City Commission approve the attached
Resolution calling for a public hearing.
