A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, PROVIDING
FOR THE CONFIRMATION OF DEPARTMENT DIRECTOR
RAYMOND SCHAEFFER, AND THE RATIFICATION OF
TERMS OF EMPLOYMENT, PURSUANT TO THE
REQUIREMENTS OF THE CITY OF MIAMI BEACH.
WHEREAS, pursuant to the requirements of Section 13 (b) of the
City of Miami Beach Charter, wherein the City Manager shall appoint
all directors of the several departments now existing, or to be
created, with the consent of the Mayor and City Commission; and
WHEREAS, the Manager hereby submits the following Department
Directors to the Mayor and City Commission for confirmation in
compliance with said requirements of the City Charter, along with
all terms of employment as required by Resolution No. 91-20287 .
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the following

Employees Retirement System or a Defined Contribution 401A Plan;

SUBJECT: ORGANIZATIONAL STRUCTURE
Attached for your review and comments is the proposed organization
chart which refia is the structure for the administration and the
responsibilities .:or the functions of the City. The chart includes
City departments, boards and committees.
On April 24, 1992, an interim structure was presented which
provided an intermediate step from which an extensive review for
downsizing and cost reductions would be made during the budget
process. During the budget process, reductions were made to the
City Manager's Office staff and; throughout the course of the year,
other changes have transpired. The chart before you today reflects
these budget reductions as well as changes to staff.
The assignment of specific departments and committees to the
Assistant City Managers will allow goals and objectives in
functional areas of municipal service to be monitored by a single
person. As the year evolves, other departments and committees
currently assigned to me as City Manager will be delegated to the
Assistant City Managers and/or other staff members. With this in
mind, your comments regarding this organizational structure are
requested.

RATIFICATION OF TERMS OF EMPLOYMENT FOR KEVIN SMITH,
DAVID REDDICK, MAYRA DIAZ BUTTACAVOLI, RAYMOND SCHAEFFER
The purpose of this agenda item is to present for your review and
approval the employment letters of Kevin Smith, David Reddick,
Mayra Diaz Buttacavoli, and Raymond Schaeffer. Letters of this
nature are normal in the course of business and are necessary for
employees of the calibre we wish to hire to feel comfortable in
resigning from their existing jobs.
On Friday, July 9, 1993, I learned that a resolution was adopted on
May 8, 1991, prior to my employment, requiring that such letters,
as attached, may be negotiated by the City Manager, but must be
presented to the City Commission for review and approval. I was
not aware of this requirement and apologize for not bringing this
before you sooner. In the future, all such documents will be
presented to the City Commission after prior review by the City
Attorney.
It is my sincere hope that this oversight on my part does not
overshadow the fact that we have hired excellent employees at
competitive compensation packages with citizen committee input and
a strong track record of diversity.
