RESOLUTION NO. 93-20851 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY ADMINISTRATION TO PROCEED WITH ITS EFFORTS TOWARDS OBTAINING INCREASED RESIDENTIAL PARKING IN THE SOUTH BEACH AREA AND AUTHORIZING THE ADMINISTRATION TO OBTAIN APPRAISALS ON THE TARGETED SITES FOR PROPOSED ACQUISITION, AS WELL AS CONTACTING OWNERS FOR NEGOTIATIONS WITH REGARDS TO PURCHASE OF THEIR PROPERTIES, SAID PROPERTIES TO INCLUDE THE FOLLOWING LISTED ADDRESSES: 641 EUCLID AVENUE, 636 MICHIGAN AVENUE, 945 MICHIGAN AVENUE, 959 WEST AVENUE, 1005 8TH STREET, 1040 10TH STREET, AND 1301 13TH TERRACE. BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH: WHEREAS, the neighborhood between 6th and 16th Streets and Washington Avenue and the Bay in Miami Beach, Florida, is an area that currently has a severe shortage of residential parking; and WHEREAS, of the currently 30 vacant lots and 5 vacant buildings within the Area, the Administration has attempted to determine how many new spaces can be provided by converting some of these lots into public parking; and WHEREAS, of the lots determined suitable for off-street parking, the Administration has targeted the following vacant lots and buildings which possibly can create approximately 340 new service spaces: 641 Euclid Avenue, 636 Michigan Avenue, 945 Michigan Avenue, 959 West Avenue, 1005 8th Street, 1040 10th Street, and 1301 13th Terrace. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Administration is authorized to proceed with its efforts towards increasing residential parking in the South Beach area via the obtaining of appraisals on selected sites encompassing: 641 Euclid Avenue, 636 Michigan Avenue, 945 Michigan Avenue, 959 West Avenue, 1005 8th Street, 1040 10th Street, and 1301 13th Terrace; the Administration is further authorized to contact property owners and make any and all other efforts towards negotiating for purpose of acquiring said parcels to be used for the creation of approximately 340 new surface spaces in the targeted area. Carat City Manager SUBJECT: RESIDENTIAL PARKING IN SOUTH BEACH AREA At the initiation of Commissioner Shapiro, the Administration undertook a survey of the vacant lots and vacant buildings in the neighborhood between 6th and 16th Streets and Washington Avenue and the Bay. This is an area that currently has a severe shortage of residential parking. There are currently thirty (30) vacant lots and five (5) vacant buildings within the area. The Administration is attempting to determine how many new spaces can be provided by converting some of these lots into public parking. The Administration has rejected a number of the vacant parcels and buildings because they are currently developing plans or for other reasons that were not suitable for off-street parking (waterfront or in the middle of single family neighborhoods) . Of the remaining lots, the Administration has targeted the following vacant lots and buildings which possibly can create approximately 340 new surface spaces. 1. 636 Michigan Avenue 2. 641 Euclid Avenue 3 . 1005 Eighth Street 4 . 945 Michigan Avenue 5. 1040 Tenth Street 6. 959 West Avenue 7. 1301 Thirteenth Terrace There are currently 1,473 on-street and 762 off-street public parking spaces in the neighborhood. The Administration currently has plans to improve a vacant portion of Flamingo Park at 15th Street and Michigan Avenue into an approximately 100-space surface parking lot, along with a physical improvement of the east side of Michigan Avenue that will provide another 95 new parking spaces. The Administration has also reviewed the potential to increase available on-street parking with angle parking and believes that with a careful conversion of certain streets, the on-street supply can be increased by - at least 20% or 295 spaces. Added to the surface lots mentioned above, the new on-street spaces and the proposed Flamingo Park improvements will increase total parking in the neighborhood by 830 spaces or 37%. If the Commission approves of this approach, the Administration will come back with cost proposals.
