A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE
CITY MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE CITY MANAGER AND AMENDING RESOLUTION NO. 2018-30177,
WHICH, IN PART, APPROVED A MONTH-TO-MONTH EXTENTION OF THE
MASTER SERVICES AGREEMENT (MSA) WITH AT&T FOR
TELECOMMUNICATIONS AND WIDE AREA NETWORK SERVCIES, UNTIL
SUCH TIME AS A NEW AGREEMENT FOR THOSE SERVICES WAS
AWARDED; THIS AMENDMENT, AUTHORIZING THE CITY MANAGER TO
CONTINUE PURCHASING EXISTING TELECOMMUNICATIONS SERVICES
UNDER THE MSA, ON A MONTH-TO-MONTH BASIS, UNTIL SUCH TIME AS
ALL SERVICES HAVE BEEN TRANSITIONED TO THE NEW AGREEMENT
PURSUANT TO REQUEST FOR PROPOSALS (RFP) 2018-154-JC, IN THE
AMOUNT NOT TO EXCEED $850,000.
WHEREAS, the Information Technology Department requires telecommunications
services for the daily operation of the City's business technology requirements; and
WHEREAS, in 2015, the City of Miami Beach acquired telecommunications services
with AT&T Corporation under a Palm Beach County School District contract, Master Services
Agreement No. 150578UA ("MSA"); and
WHEREAS, the purpose of the MSA was to purchase the Services at the rates that
were competitively procured by the Palm Beach County School District, until a longer-term
solution could be identified; and
WHEREAS, on December 13, 2017, the City Commission directed City staff to prepare
a competitive solicitation for telecommunications services and authorized the Administration to
continue purchasing existing telecommunication services pursuant to the MSA, on a month-to-
month basis, until new agreements were awarded; and
WHEREAS, on February 14, 2018, the Mayor and City Commission adopted Resolution
No. 2018-30177, authorizing the Issuance of an Invitation to Bid (ITB) for telecommunications
services; and further authorized the Administration to continue purchasing exiting and new
telecommunication and WAN Services, on a month-to-month basis, until such time as new
agreements for the services were awarded; and
WHEREAS, on April 23, 2018, the Administration notified the City Commission, via LTC
216-2018, of its intent to prepare Request for Proposals (RFP) No. 2018-154-JC for
telecommunication services, instead of an ITB, based upon the Administration's belief that
doing so would result in better proposals; and
WHEREAS, on April 25, 2018, RFP 2018-154-JC was issued; and
WHEREAS, on July 25, 2018, the Mayor and City Commission adopted Resolution No.
2018-30393, awarding Request for Proposals (RFP) No. 2018-154-JC for telecommunications
services to AT&T Corporation, as the sole proposer, and authorized the Mayor and City Clerk to
execute an agreement upon conclusion of successful negotiations; and
WHEREAS, on February 22, 2019, upon conclusion of successful negotiations, the
Mayor and City Clerk executed an agreement with AT&T Corporation pursuant to RFP 2018-
154-JC; and
WHEREAS, the IT Department estimates that the transition of services to the new
agreement will be completed by the end of Fiscal Year 2020; and
WHEREAS, the City Manager recommends that the Mayor and City Commission
approve an amendment to Resolution No. 2018-3017, authorizing the Administration to continue
utilizing the 2015 AT&T Corporation MSA for telecommunication services, on a month-to-month
basis, effective, retroactively, from the contract date (February 22, 2019) until all services have
been transitioned to the new agreement pursuant to RFP 2018-154-JC.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager an amend Resolution No.
2018-30177, which, in part, approved a month-to-month extension of the Master
Services Agreement (MSA) with AT&T for telecommunications and wide area network services,
until such time as a new agreement for those services was awarded; this amendment,
authorizing the City Manager to continue purchasing existing telecommunications services
under the MSA, on a month-to-month basis, until such time as all services have been
transitioned to the new agreement pursuant to Request for Proposals (RFP) 2018-154-JC, in
the amount not to exceed $850,000.

BACKGROUND/HISTORY
The City of Miami Beach requires telecommunications services for the daily operation of the
City's business technology requirements. The City began piggybacking Palm Beach County
School District's contract for telecommunications services in 2015. In 2017, the City
Commission directed staff to prepare a competitive solicitation for these services. In the
meantime, the City Commission authorized the Administration to continue purchasing existing
telecommunication services pursuant to the Palm Beach's contract, on a month to month basis,
until new agreements were awarded. In 2018, the Mayor and City Commission awarded
Request for Proposal (RFP) 2018-154-JC for Telecommunication Services to AT&T
Corporation,the sole bidder.
ANALYSIS
Even though the contract has been awarded,the City has yet to transition all telecommunications
services from the previous agreement to the new one. IT is currently working with AT&T
Corporation to transition all telecommunication services from the previous agreement to the new
one.
CONCLUSION
Based on the foregoing, I recommend that the Mayor and City Commission hereby accept the
written recommendation of the City Manager to continue purchasing existing
telecommunications services on a month-to-month basis, per resolution 2018-30177, until such

basis, per resolution 2018-30177, until such time as all services have been transitioned to the

amount of$850,000.
