A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
FINANCE AND CITYWIDE PROJECTS COMMITTEE AT ITS SEPTEMBER 20,
2019 MEETING TO FUND THE MIAMI CITY BALLET, INC. ON A ONE TIME
BASIS FOR FY 19/20 IN THE AMOUNT OF $199,886 TO COVER THE COSTS
ASSOCIATED WITH THE BALLET BUS PROGRAM ($128,760); THE
PROFESSIONAL COMPANY PERFORMANCES AT THE COLONY THEATRE
($58,626); AND THE LINCOLN ROAD POP UP ACTIVATIONS AND CLASSES
($12,500); AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE
A SPONSORSHIP AGREEMENT WITH MIAMI CITY BALLET, INC., IN AN
AMOUNT NOT TO EXCEED $199,866.
WHEREAS, on September 11, 2019 the Miami City Ballet, Inc. (MCB) put forward an
annual funding request in the amount of$500,000 to the Mayor and Commission; and
WHEREAS, after discussion, the Mayor and Commission determined that a decision could
not be made as the funding request had not been put through the annual budget process, and
directed the administration to evaluate one time funding options for FY 19/20 following the
approval of the annual budget; and
WHERAS, on September 27, 2019 the Tourism and Culture department met with the MCB
and outlined steps that MCB would need to take in order to substantiate and reduce its funding
request, while making it only a one time ask for FY 19/20, as the City's budget could not
accomodate such a large funding request; and
WHEREAS, in collaboration with the MCB, it was determined the following three programs
were well aligned to City's cultural initiatives, including outreach, education and professional
performance:
(1) The Ballet Bus — ($128,760.00). Entering Year 5 in 2019/20, MCB's Ballet Bus
program is a community initiative that eliminates two of the largest barriers to arts access
for students from disenfranchised communities: the cost of premiere dance training and
the challenges of securing reliable transportation. MCB provides three (3) busses for this
program and the costs above are only reflective of supporting the costs of one (1) bus;
and
(2) Professional Company Colony Theater Performance — ($58,626.00). The MCB
contracts their professional company for 39 weeks of the year with confirmed
performances as part of this contract. In order to do any additional performances, the
Miami City Ballet requires additional rehearsal time, as this performance would take place
on a different stage, with different spacial, timing, lighting and audio needs. The
$58,626.00 outlined above would cover costs to contract performers to do a public
performance at the Colony Theater, inclusive of rehearsal and performance time. Miami
City Ballet would reserve the right to sell some tickets to these performances as this costs
only represents the cost associated with contracting performers, and does not reflect the
additional costs associated with venue rental, production, audio /visual, etc. with at least
10% of the tickets to these performances free to City of Miami Beach residents, on a first
come, first served basis, with exact details of confirmation to come at a later date; and
(3) Lincoln Road Activations - $12,500.00. Tourism and Culture has worked with the
Miami City Ballet to identify pop-up performances that can take place on Lincoln Road
throughout the course of the year. Free public dance classes on Lincoln Road, taught by
faculty and dancers from the MCB with at least 6-8 classes to take place throughout the
year.
WHEREAS, on October 30, 2019, the Mayor and City Commission unanimously approved
funding in the amount of$199,886.00 to cover the costs associated with the Ballet Bus Program
($128,760.00), the professional company performances at the Colony Theater ($58,626.00) and
the Lincoln Road pop up activations and classes ($12,500.00).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Finance and Citywide Projects Committee
at its Septmeber 20, 2019 meeting to fund the Miami City Ballet on a one time basis for FY 19/20
in the amount not to exceed $199,886.00 to cover the costs associated with the Ballet Bus
Program ($128,760.00); the professional company performances at the Colony Theater
($58,626.00); and the Lincoln Road pop up activations and classes ($12,500.00); and further
authorizing the City Manager to executre a sponsorship agreement.with Miami City Ballet, in an
amount not to exceed $199, 866.
