MIAMI BEACH REDEVELOPMENT AGENCY WORKSHOP SUMMARY
APRIL 22, 1993
A Miami Beach Redevelopment Agency/South Pointe Advisory Board Workshop regarding the
general maintenance of the area was held in the City Manager's Large Conference Room
beginning at 3:24 p.m.

Area residents/interested persons
Mr. Brinkley showed slides of area conditions (broken sidewalk, unsecured abandoned building,
trash/debris/vegetation overgrowth on public right-of-way/parks, commercial vehicle repair
in public parking lot, commercial vehicles stored on public right-of-way, etc. ) . Board
members/area residents suggested the City clean up the right-of-ways, install sidewalks/curb
cuts, improve street lighting, provide garbage/trash collection, enforce codes, install trash
receptacles, increase police patrol in South Pointe Park, address problems associated with
the homeless people living in South Pointe Park, etc. , to set a standard for the area.
Messrs. Cox, Saclarides, and Thomas reported the City's efforts to address the problems.
Mr. Rubin advised that residents of South Pointe Towers and Crawdaddy's Restaurant wanted to
organize an adopt-a-park program and conduct fund-raisers for activities to mainly benefit
the children.
Commissioner Kasdin advised that there was a $5.25 million fund balance as of 9/30/92 of Tax
Increment Financing, with approximately $800,000 excess expenditures over revenues (sic) for
the area. Mr. Carlton advised the Administration needed to review the budget and eligibility
to determine funding for a dedicated crew to cut the grass and clean up the trash if that was
deemed desirable among the priorities. Commissioner Pearlson asked the Administration to
prepare a brief analysis of the authorized use of redevelopment funds.
The Board was requested to report to the Agency on the improved conditions in 40 days.
Mr. Cox advised that 30-50 new litter containers would be installed in the area south of 5th
Street within those 40 days.

Additional suggestions offered:
•City retain a full-time park manager to establish/maintain behavior/conduct standards and
assist in creating activities for neighborhood children to encourage clean-up campaigns.

•A budget be developed in this period for sidewalk repairs, lighting, trash receptacles,
litter removal, etc. , for the Commission to determine priorities. (Mr. Brinkley)
•Fines imposed against Ocean Electric be converted to a lien: against the owner.

.Commission ask the Planning Board to review the Comprehensive Plan/Zoning to determine the
desirability of commercial areas in the city and develop any amendments deemed appropriate.

City Attorney will investigate whether requested permits could be withheld until code
violations were corrected.
Vice-Mayor Gottlieb asked the Administration to determine the status of the $200,000-$300,000
designated for 2 years for capital improvements to the Ocean Beach Park.
Board adopted a resolution regarding City/Agency action to address problems, and requested
that the Agency and City Commission adopt the same resolution.
Mr. Resnick advised they would discuss excessive noise emanating from 161 Ocean Drive at the
next meeting.
