MIAMI BEACH REDEVELOPMENT AGENCY
May 1, 1985
Regular meeting of the Miami Beach Redevelopment Agency was held in the City
Commission Chambers, City Hall, 1700 Convention Center Drive, Miami Beach,
Florida, on Wednesday, May 1, 1985, with the following members of the
Redevelopment Agency present:

THE MEETING WAS CALLED TO ORDER AT 10:07 A.M. , MR. FROMBERG IN THE CHAIR.
FROMBERG: Mrs. Baker, will you call the roll for the Redevelopment Agency

You have the minutes of the April 17th meeting for acceptance, Mr.
Chairman. (2.)
WEISBURD: I move they be accepted.
FROMBERG: It's been moved by Mr. Weisburd that the minutes of the April 17th
meeting be accepted. Seconded by Mr. Singer. Any discussion? All in favor,
signify by saying "aye". (AYE) Any opposed? Passes unanimously. (6-0)

PARKINS: Mr. Chairman and members of the Agency board, you have within the
agenda the complete report. (3.) Highlights would be that --
The GSA property - a representative of the National Park Service viewed
the property in question. A meeting is going to be held on May 1, with GSA
and the National Park Service, this week. Correspondence has been addressed
to Congressman Pepper's office. He continues to be active in helping us, and
Senator Hawkins and Senator Chiles, also.
Cheezem Development - we continue to be assured that the closing will
take place May 15, 1985. We continue to work with the representatives of
Cheezem.
South Pointe Park - 68% complete on Phase I, 25% complete Phase II.
It's on schedule and within the approved budget.
South Pointe Promotional Efforts - the second South Pointe Newsletter is
being prepared. A video of the Conference is being reviewed in order to
incorporate that into a training piece.
The SSDI Lawsuit - A meeting to begin negotiations is scheduled during
the week of May 1, with representatives of First Boston. A hearing on the
Exercise of Option has been scheduled for May 3.
Corridor Studies will be presented on May 15th.
The Housing Authority Negotiations - I believe we're still looking for

PARKINS (continued) : an opinion or a letter as to whether the language
regarding access will fulfill the City's obligations to Carner-Mason.
That will conclude our report today, unless there are any questions.
WEISBURD: Mr. Chairman. (FROMBERG: Yes, Mr. Weisburd.) First of all, on
the GSA property, I wanted to compliment Mr. Fosmoen. I think all of us got
a copy of what he sent out. It was an excellent recap of all events
concerning the GSA property and I think it stated our position very well,
that we wanted it because we felt we're properly asking for the GSA property
to be donated to the City. So, I'm very pleased with what he sent out.
On Saturday, I visited the Cheezem Development area, the rental office.
I was impressed by the number of potential customers, I guess, that were in
the rental office and the people there were very receptive to us. I did not
say I was a Commissioner, so I acted like a potential customer and as far as
they know, that's what I was, a potential customer. I was pleased with what
was happening.
The other thing is, I want to ask about these Developers' Conference, as
to what the City did as to a follow up to the Developers' Conference. Did we
contact these people since they left? (PARKINS: Yes.) What kind of
reaction did we get from them?
PARKINS: Well, they were very pleased with us. There is active follow up
going on. If you want specifics . . . Mr. Fosmoen, do you have any specifics?
FOSMOEN: Commissioner, we have been revisited, if you will, by about six of
the developers who were in attendance and we've generated a lot of interest
locally as well from some rather significant developers in the South Florida
area. I really prefer not to, in a public forum, (WEISBURD: I understand.)
and get into discussions on the particular pieces of property. I can brief
you privately, if you'd like.
WEISBURD: No, it's just that I wanted to know if there was some follow up.
FOSMOEN: Yes, a considerable amount of activity. Rogel's staff and myself
have been very busy.
WEISBURD: That's good.
PARKINS: When we talk about a "staff", let's keep in mind that's, I think,
three people. Two? Okay.
WEISBURD: Three good ones are better than 20 lousy ones.
PARKINS: One amendment, the SSDI . . . I'm of the understanding the Judge is
not available on the 3rd, so it'll be May 6th, the Agency Attorney advises
me. (3.5)
WEISBURD: Thank you.
ARKIN: Has there been a complete review of all the bills that are
outstanding and are the members of the Agency satisfied that we continue with
that? (4.a.)
PARKINS: Yes, sir. I did not have a chance to meet with Agency Member
Daoud. We talked over the telephone and he had no questions at that time.
ARKIN: I suggest that we approve payment.
FROMBERG: You're making . . .
PARKINS: They're just for .. . (WEISBURD: Yes, but that's only for .. . )
. . . information. That's okay, you don't have to approve them.
FROMBERG: Do you need a motion?
PARKINS: No, but we appreciate the fact that Agency Member and Vice Chairman
