EXECUTIVE DIRECTOR'S REPORT
JANUARY 23, 1985
1) Status of Coastguard Property
Commissioner Weisburd and Assistant City Manager Fosmoen scheduled a series
of meetings for Friday, January 18, 1985 to meet with representatives of
Senators Hawkins, Chiles and Congressman Pepper and representatives of GSA.
We have also asked the Governor's lobbyists in Washington to attend. Our
strategy is to first, ask GSA tog
g revisit the question of a donation to the City;
second, to grant an extension to the disposal through July, 1985 so that we ma
work with State Legislature in identif in f und'n n
y g 1 g, third, reserve certain
easements including access to the Park and Baywalk areas should GSA conclude
that they must dispose of the property; and fourth, to ask for a further
extension until such time as this issue could possibly be placed on the ballot
which would permit the City to enter into a long-term purchase agreement with
GSA. g

to the Agency on the results of their meetings p
ti gs in Washington at today's meeting.
2. Cheezem Development Agreement
Cheezem is proposing to provide the necessary assurances to the Citythat any
pre-loading of the site, includingportions of
Collins1 Collin s Avenue, would not result in
any expenditures to remove the pre-loading should Cheezern fail to close on the
property by May, 1985. The final development drawings for Cheezem's Phase
One are currently under review by Development Services Department.
3. Newman Contract
In order to have more substantive material available for the Developer's
Conference, we have rescheduled the date to March 14 P
through March 16, 1985.
The South Pointe Subcommittee has reviewed these changes and
Developer invitations will be mailedconcurs.
P within the next two weeks. A "Hold the
Date Piece" is scheduled for mailing the week of January 21, 1985. The attached
represents a schedule of events and activities that will occur in March at the
Developers' Conference. The audio visual being prepared by Newman is
scheduled for completion during the first week in February. The firstuarterl

newsletter is scheduled for distribution during the week of January 21, 1985.
4. Development of Regional Impact Issues
The attached correspondence was sent to the State of Florida, Department of
Community Affairs, indicating that it is our intent to proceed with the recision
of the Development Order which was passed for the previous South Shore
Development Plan anticipating a single major developer.
5. South Pointe Park
Phase One construction consisting of parking areas, roadways with g

underground utilities, tree transplanting, irrigation feeders, park jetty
lighting,
promenade, and interior walkways is approximately twenty-five percent (25%)
complete.
Phase Two construction consisting of the amphitheater with a tinsel structure
stage covering, adjacent support building with public restrooms, a picnic shelter
and pavillion, vita course, observation towers, dune boardwalks, athletic field
lighting, irrigation systems and final landscaping is approximately five percent
(5%) complete.
The project is on schedule and within budget.

6. Corridor Studies
The team members for the Corridor Studies met for two days in Miami for an
intensive workshop. Additional meetings are underway with the consultants in
Washington on January 16th and 17th. Preliminary results of the workshops and
the consultants' efforts will be presented to the Agency at today's meeting.

Meetings will also be held during that day with representatives of the South
Pointe Subcommittee.
