EXECUTIVE DIRECTOR'S REPORT
FEBRUARY 20, 1985
1) Status of Coast Guard Property
Based on the attached correspondence, it appears that we have successfully negotiated
an extension of the GSA's sale of the Coast Guard property until July 1985. It is our
intention to immediately begin discussions with the Florida Legislative Delegation, and
Dade County to assist us in securing adequate funds to purchase this property. In the
meantime, we will also continue negotiating with GSA to attempt to a) either obtain
the land through donation; or b) reduce the purchase price based on a redefinition of ,f
highest and best use.
2) Cheezem Development Agreement
A major ground breaking ceremony is scheduled for mid-March; Cheezem's building
permit application is through approximately 90% of the review process, and Cheezem
continues with the preloading of the site for the first condominium tower.
3) South Pointe Park
The Stables for the Police horses are approximately 60% complete; Phase I of the Park
is 45% complete; and, Phase III is approximately 15% complete. The project is on
schedule and within budget, we are still waiting for the final permit from the State of
Florida to begin construction of the Boardwalk along the dune. The old South Shore
Pier demolition is nearly complete; the exception being the pilings that must be
extracted in accordance with the permit.
4) Newman Contract
Copies of materials that have been distributed to developers/investors throughout the
country inviting them to participate in the Developer/Investor Conference scheduled
for mid-March will be forthcoming. Mr. Newman, of Stuart Newman Associates, is
having the first issue of the South Pointe Leader reprinted at his own expense,
eliminating the several typographical and type setting errors contained within that
document. A second newsletter is scheduled just prior to the Developer/Investor
Conference.
5) SSDI Lawsuit
On Thursday, February 14, 1985, the City was served with the attached document
indicating that SSDI (First Boston) is exercising their option. Agency staff and
attorneys are currently negotiating with representatives of SSDI to determine a full
and complete impact of this exercise.
6) Corridor Studies
All Consultants involved in the Corridor Studies are in attendance and will be making
their complete and thorough presentation on the draft results of the Corridor Studies.
Consultants include Goodkin Associates, Land Design/Research, Halcyon Limited, and
Freilich and Leitner.
7) Housing Authority Negotiations
The Housing Authority is currently drafting for discussion a contract which
incorporates the basic principles laid out in the Letter of Understanding that was
discussed in January 1985 with Agency members, and incorporating certain concerns
that the Marina Developer has with reference to access to the 2 piers in front of the
elderly housing projects. A contract should be ready for Agency/Commission action in

' ca early March. The contract willbe translated into a resolution for adoption by both the
Housing Authority and the City Commission. Mr. Fosmoen will request the City
Attorney's Office to also prepare a contract between the Housing Authority and the
cCity Commission reflecting the agreements in principlethat have been previously

document should be reviewed by Carner/Mason with the City in order to ensure that
their needs are adequately met.
