In 1999 the Miami International Boat Show (Boat Show)
This show has been held in Miami Beach for over 28 years.

unique challenges to the community, SMG, and City staff.

health.
In an effort to continue perfecting the performance of SMG and the City in the planning and
deliverance of the 1999 show, a meeting was held with City staff, SMG and NMMA Boat Show
representatives, at the conclusion of the 1998 Miami International Boat Show to critique the show.
The following is a summary of the plan for the 1999 Boat Show:
1. Dates and hours of 1999 Miami International Boat Show.
February 2-10, 1999: Staging-in.
Hours: 7:00 a.m. - (approximately) 7:00 p.m.
February 11, 1999: Red Carpet and Trade only.
Hours: 10:00 a.m. - 6:00 p.m.
February 12-17, 1999: Open to Public.
Hours: 10:00 a.m. - 9:00 p.m. (February 12th through 15th)
12:00 p.m. - 9:00 p.m. (February 16th)
12:00 p.m. - 7:00 p.m. (February 17th)
February 18-20, 1999: Staging-out.
Hours: 7:00 a.m. - (approximately) 7:00 p.m.

2. Staging.
The staging of boats will begin February 2, 1998. Large boats are typically transported
from West Avenue and 6th Street, after being hauled out of the water. The staging-in
will be conducted from February 2 to February 10, 1999 and the staging-out will be
conducted from February 18 to February 20, 1999.
The west side of the 17th Street lot will be used to stage boats and trailers waiting to
proceed to the north or south docks of the Convention Center. This location has been
used in the last two years for the staging and proved to be very successful. It eliminated
the use of the lot on Dade Boulevard between Meridian Avenue and Prairie Avenue. It
also eliminated the inconvenience to the residents on those avenues and the congestion
of traffic, due to the lining up of boats, on Dade Boulevard.
The Parking Department will notify the Lincoln Road merchants and patrons of
available parking in the 17th Street garage and on the east side of the 17th Street lot no
later than Monday, February 1, 1999.
3. Trailer Storage.
The lots on Indian Creek and 27th will be utilized for trailer storage. Use of the lot will
start Thursday morning, February 12, 1999 and the lot will be cleared by Saturday
afternoon, February 20, 1999.
4. Parking.
Exhibitor parking will be provided during the Boat Show dates of February 11 through
February 17, 1999 at Miami Beach Senior High.
The Parking Department will be providing a map reflecting all of the self parking and
shuttle parking areas available within the City. This information will be given to those
who cannot find parking when they arrive at the Miami Beach parking facilities. The
maps will also be made available to the hotels and at the gasoline service stations located
on 41st Street, Dade Boulevard, 71st Street, and Fifth Street where many visitors stop
to ask for directions.
Parking will be made available for Holocaust Memorial employees on Meridian Avenue
and 20th Street adjacent to the vacant lot. City of Miami Beach employee parking will
remain at the lot west of City Hall. The Lincoln Road business owners and employees
will have the use ofthe 17th Street garage and surface lots and the Lincoln Lane surface
lots on a first-come-first-serve basis.

5. Hotel Shuttle.
Michael Aller will be contacting the hotels along Collins Avenue and Ocean Drive to
provide them with information on parking and to encourage them to use the Boat Show
shuttle service for their guests.
Notification to the guests of parking information will be provided the week of Monday,
February 1, 1999.
6. Valet Parking.
Valet parking will be available from the Jackie Gleason Theater driveway. This service
was provided in the last two years and proved to be very successful. The Jackie Gleason
driveway together with the lot on Convention Center Drive immediately behind the
theater will be used for valet parking throughout the day.
The cost for valet parking is $9.00.
7 . Self-Parking.
Self-parking will be permitted in the following lots:
+ 17th Street surface lot - 565 spaces.
+ 17th Street garage - 1,460 spaces.
+ Parking lot west of City Hall- 117 spaces. (nights & weekends)
+ Lincoln Road corridor lots on a first-come-first-serve basis.
A total of 2,142 self-parking spaces will be provided at $5.00 per space. Additionally,
Miami Beach Senior High School will also be providing self parking at the school
facility, the Dade Boulevard swale and the Resnick lot. This parking provides over
1,000 spaces at $10.00 per space.
8. City of Miami Beach Park-and- Ride Program/Electrowave
+ 7th Street garage - 656 spaces. (Electrowave)
+ 12th Street garage-138 spaces. (Electrowave)
+ 13th Street garage - 279 spaces. (Electrowave)
+ 46th Street parking lot - 300 spaces.
+ 53rd Street parking lot - 159 spaces.
+ 21 Street and Collins Avenue surface lot-117 spaces.
+ 35th Street and Collins Avenue-72 spaces.
+ 34th Street and Collins Avenue-62 spaces.
This provides a total of 1,783 spaces.

Buses will provide service every 15 to 20 minutes. The shuttle operates one hour prior
to opening each morning until one hour after closing each night. The parking rate is
$10.00 per car which includes round-trip shuttle service. The projected cost of the
shuttle buses is $10,000. The number of cars parked at the Park and Ride Facilities last
year were 4,924.
9. Shuttle Service.
The Miami International Boat Show will provide free continual shuttle service between
all three show sites at the Miami Beach Convention Center, Biscayne Bay Marriott
Marina, Bayside Sailboat Show and Watson Island. (South side) This will provide an
additional 3,000 parking spaces.
All shuttle buses will unload on Washington Avenue in front of the Convention Center
and load on Meridian Avenue between 18th Street and 19th Street. The Parking
Department will bag the meters on this street.
10. Traffic Plan.
The Miami Beach Police strategic plan for the Boat Show reflects the following street
closures: Convention Center Drive from 17th Street to Dade Boulevard and 18th Street
from Meridian Avenue to Convention Center Drive
The STEP (Selective Traffic Enforcement Plan) Unit will have a total of one Sergeant
and four Officers. The STEP Officers will focus their attention on 5th Street and Alton
Road, the Julia Tuttle exit onto Alton Road South, Alton Road and North Michigan
Avenue, Collins Avenue and any other necessary location.
Traffic officers will be posted at the intersections of 17th Street and Alton Road, 17th.
Street and Meridian Avenue, 17th. Street and Convention Center Drive, and 5th Street
and Alton Road.
Traffic signals will remain on rotation unless the Officer feels the need to manually
control the intersection. In this case, the Officer will place the light on flash and
physically take control of the intersection. At the conclusion of his tour of duty, the
traffic signal will be again placed on rotation.
11. Electronic Signage.
Electronic signage information boards will be placed for east bound traffic on MacArthur
Causeway near Terminal Island, Alton Road and Michigan Avenue, Dade Boulevard and
Meridian Avenue, and on the Julia Tuttle Causeway. The approximate cost is $2,000
for the signage.

12. Barricades.
Barricades will be used in the area surrounding the Convention Center. However, they
will not be used in the area surrounding Bayshore Golf Course and the swale area of
Dade Boulevard. Instead, this area will be protected with a rope and a stake system
which is less expensive and is more aesthetically pleasing. The rope and stake system
will be placed on the Beach High swale during the staging in/out of the show.
13. Media Coverage.
Information concerning the park-and-ride shuttle program, self parking, street closing,
and the days and hours of the show will be communicated through the following media:

. Dade County cable channel. (CMB)
. Insert in The Miami Herald the weekend of the Boat Show. (MIBS)
. Homeowners & Merchant Associations. (CMB)

Parking information, show days and hours will be distributed in our Press Kit to over 500
members of the media including television, magazine, radio and newspapers.
14. Code Compliance.
The Code Compliance Department will be sending notification to residents informing
them of the prohibition of using dirt and residential lots for parking. This problem was
experienced in prior years by homeowners on Prairie Avenue, Meridian Avenue and
homes between the Dade Boulevard canal and 17th Street.
15. Yacht Brokerage Show (Pre-Owned Boat Show).
This show is located on Collins Avenue between 43rd Street and 49th Street and is
presented by Yachting Promotions, Inc. (Show Management), a separate entity not
associated with the Miami International Boat Show. Ingress and egress of boats will
occur during non-peak hours. (See attachment)

16. Garden Center.
Last year, the Garden Center was used as an ancillary Food Court, and was very
successful. This year, we plan to utilize the Garden Center and will coordinate with
Service America to minimize the damage to the facility while maximizing service,
efficiency and revenue to the Garden Center.
17. Meetings Scheduled at City Hall.
No meetings are to be scheduled at City Hall during the Boat Show that reqUlre
attendance by the public.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
Yachting Promotions, Inc. (YPI) has requested to lease the City-
owned property known as the 46th Street out-lots directly across
the street from the parking facility located on 46th Street and
Collins Avenue and just north of the Eden Roc Hotel. YPI's request
is for approximately 600 feet along the Seawall on Indian Creek to
place f~oating docks for the purpose of docking and mooring yachts
and other vessels for the 1998 Yacht Brokerage Show from January
26, 1999, through February 26, 1999, as listed below:

On December 16, 1992, the City Commission adopted Resolution
No. 92-20683 authorizing the Mayor and the City Clerk to execute a
revocable permit to YPI for the use of the subject out-lots.
On September 22, 1993, the City Commission adopted Resolu:ion 93-
20902 authorizing the Mayor and the City Clerk to execute a three
year revocable permit for the 1994, 1995, and 1996 show dates. In
1996, and in 1997, the YPI requested and the Administration
recommended that permission be granted for the respective show
dates. The City Commission concurred in each case and adopted
Resolutions No. 97-22258 and 98-22644, respectively approving same.
The following schedule details the fees paid to the City by YPI
from 1994 through the present.

ANALYSIS:
The request by YPI for use of the premises during the 1999 dates
specified above does not conflict with the terms of the City's
Agreement with the Miami International Boat Show as long as the
boats being displayed are not new (i.e., that they are used and
pre-owned). As a result of the 1998 Show, the Administration met
immediately thereafter to review both the positive and negative
aspects of that Show and to provide recommendations (see Exhibit B)
for the'1999 Show. YPI has committed to abide by the following
recommendations:
· To submit a letter stating that all of the vessels to be
displayed in the area for which the permit is requested are
used (i.e. pre-owned), prior to the City's issuance of the
permit.
· To submit the hull numbers of all vessels which will be
displayed during the show in the area for which the permit lS
requested, prior to the arrival of any vessels.

· To use and maintain the existing restroom facilities on the
46th Street Parking Lot for the shows patrons from January 26,
1998 through February 22,1998, in addition to the portable
units ("crowd pleasers"), which have been approved.
· To provide on premise off-duty police officers as recommended
by the Miami Beach Police Department and pursuant to the terms
of the Lease Agreement as follows:

CONCLUSION:
Adopting the resolution authorizing the execution of the lease
agreement, provides the City an opportunity to continue enhancing
its international reputation as a showcase for watercraft, by
hosting this pre-owned boat show which supplements the Miami Beach
International Boat Show. Additionally, said lease will result in
revenues to the City of Twenty-Two Thousand One Hundred Fifty-four
Dollars ($22,154) for the use of the premises for a thirty-two (32)
day period. The necessary plans, insurance, local, state and
federal regulatory approvals, permits and licenses required for the
operation will be provided by YPI.

Brokerage Yacht Show", for the period of January 26, 1999, through

WHEREAS, the Administration recommends authorizing this use,
and execution of the attached short-term Lease Agreement
(Agreement), for the aforementioned period of time; and
WHEREAS, The City's Marine Authority reviewed the plans for
the use authorized under the Agreement, at its meeting on July 7,
1998, and recommended approval, subject to those certain conditions
set forth in the Agreement; and
WHEREAS, the Planning Board of the City of Miami Beach, held
a public hearing on September 17, 1998, and approved Yachting
Promotions, Inc., request for a Conditional Use Permit pertaining
to the use set forth in the Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH that the Mayor and the City
Clerk are hereby authorized to execute the attached short-term
Lease Agreement, for the use of approximately 600 feet along the
seawall on Indian Creek including out-lot #7 amended plat of Indian
Beach Corporation's Sub (8-61), which is directly across from
Municipal Parking Area #19-X at 46th Street and Collins Avenue, for
the period of January 26, 1999, through February 26, 1999, for the
purpose of docking and mooring used yachts and other used vessels
during the "Brokerage Yacht Show" event.
PASSED AND ADOPTED THIS 4th day of November, 1998.
