1. Roll Call - Meeting called to order at 3:27 p.m. by 1
Vice Chairman Abe Resnick. Commissioner Abe Hirschfeld
was absent. Chairman Alex Daoud entered the meeting at
3:33 p.m. All other members were present.
2. Acceptance of Minutes of October 31, 1989. 1
3. Report of Executive Director
Executive Director submitted oral and written reports: 1
a. Block 9, Request for Proposals - The proposal
selection committee is reviewing and finalizing
their recommendations and will report to the Land
Use and Development Committee on November 20,
1989.
b. Old Police Station Development Project -
Metropolitan Dade County has passed on first
reading an amendment to the County Ordinance to
exclude businesses located in the South Pointe
Redevelopment area from the property tax abatement
option available under the State Enterprise Zone
Program. Second reading with a technical
correction will be on Nov. 21, 1989.
4. Old Business
a. Bi-Weekly Finance Report (Copy of report filed
with records of meeting.)
5. New Business 1
a. Redevelopment Agency Memo No. 89-14
87-89 Resolution adopted amending Resolution No. 81-89
adopted by the Miami Beach Redevelopment Agency on
June 21, 1989, and providing for an effective
date. (Technical changes requested by Merrill
Lynch Capital Markets, as purchaser of $7,000,000
Tax Increment Revenue Bonds, Series 1989.)
Discussion concerning tax increment financing in 2-5
response to Commissioner Shapiro's inquiries.
6. Report of Agency Attorney - None. 2,5
(Note: City Attorney Arnold Weiner gave status report
to CitymCommission regarding Carner-Mason Associates,
Ltd. (South Pointe Marina) trial which had just begun.
He estimated the trial would take about three weeks.
