1. Roll Call - Meeting called to order at 10:26 a.m. All 1
members present except Chairman Daoud and Vice Chairman
Shockett. (Mr. Arkin chaired the meeting.)
2. Acceptance of Minutes of October 18, 1989. 1
3. Report of Executive Director 1
Executive Director submitted oral and written reports:
a. Block 9 - Request for Proposal
The review committee is in process of conducting
interviews with the developers and examining the
respective proposals submitted relative to Block
9. It is anticipated that the committee will
present their recommendations to the Redevelopment
Agency prior to Friday, Nov. 10, 1989.
b. Old Police Station Development Project
A temporary setback occurred relative to the
issuance of the tax exempt bonds when bond counsel.
for the underwriters raised questions concerning
the tax abatement option available to new
businesses under the Enterprise Zone Program.
Since there is no provision in the current Dade
County ordinance to exclude businesses located in
the redevelopment area from the tax abatement
option, the Dade County Attorney' s Office is
preparing a technical adjustment to the ordinance
in order to reflect this change. It has been
referred to the County' s Nov. 7th agenda and
expected to be adopted.

a. Bi-Weekly Finance Report (Copy of report filed
with records of meeting.)

6. Report of Agency Attorney
a. Carner-Mason (Marina) lawsuit proceedings have 2
been continued to Nov. 13, 1989.
b. Mel Mendelson' s property settlement proposal 2
(Mel' s Steak House) will be considered by Cobb
Partners representatives. Hearing has been
scheduled for Dec. 11 and 12 on right-to-take
issue.
