Resolution 2020-31199 RESOLUTION NO. 2020-31199 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO INVITATION TO BID (ITB) 2020-101-WG, TO ESTABLISH AND MAINTAIN A POOL OF PREQUALIFIED CONTRACTORS FOR FUTURE CITYWIDE REHABILITATION PROJECTS IN ACCORDANCE WITH THE STATE HOUSING INITIATIVES PARTNERSHIP PROGRAM (SHIP); AND APPROVING THE INITIAL POOL OF QUALIFIED CONTRACTORS, AS SET FORTH IN EXHIBIT "A" TO THE COMMISSION MEMORANDUM ACCOMPANYING THIS RESOLUTION; FURTHER, AUTHORIZING THE CITY MANAGER TO KEEP THE ITB OPEN FOR THE PURPOSE OF PREQUALIFYING ADDITIONAL CONTRACTORS, AND DELEGATING TO THE CITY MANAGER THE AUTHORITY TO ADD CONTRACTORS TO THE POOL, PROVIDED SUCH CONTRACTORS MEET THE REQUIREMENTS OF THE ITB. WHEREAS, on January 17, 2018, the Mayor and City Commission adopted a policy governing the selection of contractors for construction projects awarded by the City pursuant to the Statewide Housing Initiatives Partnership Program (SHIP); and WHEREAS, pursuant to the policy the Administration is authorized to issue a solicitation, at a minimum, once per year, in order to establish and maintain a pool of prequalified contractors; and WHEREAS, the policy also authorized the City Manager to approve qualifications and execute agreements with the pre-qualified contractors for a project award limit authorized by the City's Local Housing Assistance Plan (LHAP); and WHEREAS, pursuant to the foregoing policy, the Administration issued Invitation to Bid (ITB) 2020-101-WG in order to establish and maintain a pool of qualified contractors for future Citywide rehabilitation projects; and WHEREAS, ITB responses were due and received on February 20, 2020; and WHEREAS, the City received proposals from the following six (6) firms: Delcons, Inc., Kalex Construction and Development Inc., Nunez Construction, Inc., HRT Construction Group, Doubleday Engineering LLC and One General Contractors, LLC; and WHEREAS, City staff has determined that Delcons, Inc., Kalex Construction and Development Inc., Nunez Construction, Inc., HRT Construction Group, Doubleday Engineering LLC and One General Contractors, LLC, are qualified to perform the work outlined in the ITB; WHEREAS, the City Manager recommends that the Mayor and City Commission approve the resolution establishing a pool of prequalified contractors for future competition of rehabilitation projects in accordance with the State Housing Initiatives Partnership Program; WHEREAS, the City recommends that qualified contractors be allowed to submit new applications to join the pool of prequalified contractors and authorize the City Manager to remove contractors from the pool at any time during the contract term at the City Manager's discretion. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve the resolution accepting the recommendation of the City Manager, pursuant to Invitation to Bid (ITB) 2020-101-WG, to establish and maintain a pool of prequalified contractors for future competition of rehabilitation projects in accordance with the State Housing Initiatives Partnership Program (SHIP); and approving the initial pool of qualified contractors, as set forth in Exhibit "A" to the Commission memorandum accompanying this resolution; further, authorizing the City Manager to keep the ITB open for the purpose of prequalifying additional contractors and delegating to the City Manager the authority to add contractors to the pool, provided such contractors meet the requirements of the ITB. RECOMMENDATION The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the resolution accepting City Manager's recommendation pertaining to bids received, pursuant to ITB 2020-101-WG, Prequalification of Bidders Pursuant to State Housing Initiatives Partnership Program (SHIP) Projects. BACKGROUND/HISTORY On January 17, 2018, the Mayor and City Commission adopted a policy governing the selection of contractors for construction projects awarded by the City pursuant to the Statewide Housing Initiatives Partnership Program (SHIP). Pursuant to the policy, the Administration was authorized to issue a solicitation, at a minimum, once per year, in order to establish and maintain a pool of prequalified contractors. The policy also authorized the City Manager to execute agreements with the pre-qualified contractors for the project award limits authorized by the City's Local Housing Assistance Plan (LHAP). Pre-qualified contractors shall compete for future projects pursuant to the State Housing Initiatives Partnership (SHIP) program for owner-occupied construction projects funded by the Florida Housing Finance Corporation (FHFC)'s SHIP program. Pursuant to the Local Housing Assistance Plan (LHAP), previously approved by the City Commission, the City may provide Page 468 of 1097 income eligible homeowners with SHIP funds in connection with repairs or improvements that are needed for safe or sanitary habitation, correction of substantial code violations, or the creation of additional living space (rehabilitation)or disaster mitigation repairs (collectively, City's Housing Rehabilitation Program). Pre-qualified contractors must maintain the licensing, insurance, and qualifications required by the City to be prequalified for future projects awarded through this procedure. ANALYSIS Pursuant to the foregoing policy,the Administration issued Invitation to Bid (ITB)2020-101-WG in order to establish and maintain a pool of qualified contractors. I TB Responses were due and received on February 20, 2020. The Procurement Department issued bid notices to 932 companies utilizing www.BidSync.com website. 45 prospective bidders accessed the advertised solicitation. The City received proposals from the following six (6) firms: Deacons, Inc., Kalex Construction and Development Inc., Nunez Construction, Inc., HRT Construction Group, Doubleday Engineering LLC and One General Contractors, LLC. FINANCIAL INFORMATION The cost associated with the projects is subject to the funds available through the SHIP Program. CONCLUSION Given that the City's staff has determined that Delcons, Inc., Kalex Construction and Development Inc., Nunez Construction, Inc., HRT Construction Group, Doubleday Engineering LLC and One General Contractors, LLC., are qualified to perform the work outlined in the ITB, I recommend that the Mayor and City Commission approve the resolution establishing a pool of prequalified contractors, as set forth herein, for future competition of rehabilitation projects in accordance with the State Housing Initiatives Partnership Program; and approving the initial pool of qualified contractors; further authorizing the City Manager to keep the ITB open for the purpose of prequalifying additional contractors and delegating to the City Manager the authority to add or remove contractor to the pool, providing such contractors meet the requirements of the ITB.
