A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER, POLICE CHIEF AND CITY CLERK TO EXECUTE A
MUTUAL AID AGREEMENT BETWEEN THE CITY OF MIAMI BEACH,
ON BEHALF OF THE MIAMI BEACH POLICE DEPARTMENT, AND
MIAMI-DADE COUNTY, ON BEHALF OF THE MIAMI-DADE POLICE
DEPARTMENT, TO ALLOW THE MIAMI BEACH POLICE
DEPARTMENT TO JOIN, AND PARTICIPATE IN, THE THREAT
MANAGEMENT TASK FORCE.
WHEREAS, Chapter 23, Part 1 of the Florida Statutes, known as the "Florida Mutual Aid
Act," authorizes law enforcement agencies to enter into mutual aid agreements to enhance
public safety; and
WHEREAS, it is the responsibility of local municipalities to ensure the public safety of
their citizens by providing adequate levels of police services; and
WHEREAS, the Miami-Dade Police Department has created the Threat Management
Task Force ("TMTF") to provide: i.) case management for individuals detained under Florida's
Baker Act statute and who have displayed violent tendencies; ii.) threat assessment and case
management involving individuals identified as a person of concern with a believed mental
condition, who have engaged in or are suspected of, non-criminal behavior that may lead to
targeted acts of violence against others; and iii.) follow-up threat assessment and case
management for individuals who have been served with a Risk Protection Order and believed to
have a mental condition; and
WHEREAS, the identification and interaction with individuals of concern (who operate
without regard to jurisdictional boundaries) should reduce the number of mental health calls for
service and serve as an interrupter to targeted acts of violence both inside and outside the City
limits; and
WHEREAS, the TMTF model of delivering wholistic wrap-around services utilizing
multiple local collaborative partners is viewed as a progressive model unique to the law
enforcement community, and is celebrated by mental health organizations; and
WHEREAS, numerous law enforcement agencies throughout Miami-Dade County
participate in the TMTF, along with federal partners, including the United States Secret Service
and the Department of Homeland Security; and
WHEREAS, the City of Miami Beach desires to enter into the Mutual Aid Agreement in
order for the Miami Beach Police Department to: assign one (1) detective, on a part-time basis,
to the TMTF, in order to ensure the Miami Beach Police Department is included in all efforts
towards detecting, managing and removing any potential threats to the City of Miami Beach;
and
WHEREAS, this Mutual Aid Agreement is separate from, and more specific in purpose
than, the "Law Enforcement Mutual Aid Agreement for Voluntary Cooperation and Operational
Assistance," entered into by the City and Miami-Dade County on June 10, 2015.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing the City Manager,
Police Chief and City Clerk to execute a Mutual Aid Agreement between the City of Miami
Beach, on behalf of the Miami Beach Police Department, and Miami-Dade County, on behalf of
the Miami-Dade Police Department, to allow the Miami Beach Police Department to join, and
participate in, the Threat Management Task Force.

SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, POLICE
CHIEF AND CITY CLERK TO EXECUTE A MUTUAL AID AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH, ON BEHALF OF THE MIAMI
BEACH POLICE DEPARTMENT, AND MIAMI-DADE COUNTY, ON BEHALF
OF THE MIAMI-DADE POLICE DEPARTMENT, TO ALLOW THE MIAMI
BEACH POLICE DEPARTMENT TO JOIN, AND PARTICIPATE IN, THE
THREAT MANAGEMENT TASK FORCE.
ANALYSIS
The City of Miami Beach Police Department("MBPD")is responsible for ensuring the public
safety of its residents and visitors and is further required to provide innovative ways to remain
ahead of potential threats to our multi-cultural,tourist destination City.
In June of 2018, the Miami-Dade Police Department launched the Special Victims
Bureau Threat Management Section(TMS). Since that time,the TMS has established a strong
footprint within Miami-Dade County(MDC). TMS has become widely recognized throughout the
State of Florida and nationally. TMS'model of delivering holistic-wrap around services utilizing
multiple local collaborative partners is viewed as a progressive model unique to the law
enforcement community and celebrated by mental health organizations
The Threat Management Task Force (TMS)on a daily basis ensures the public safety of their
citizens by providing adequate levels of police services. The TMS has the primary purpose of
conducting threat assessments, case management, and informational sharing for those
individuals identified as persons of concern. Currently, multiple agencies around Miami Dade
County participate in the TMS along with our Federal partners; United States Secret Service and
the Department of Homeland Security. It is the intent of the Miami Beach Police Department to
assign(1)one Detective on a part-time basis to the TMS to ensure our City has a place at the
table with regards to detecting, managing and removing any potential threat to our City.
The MBPD therefore requests the Mayor and the City Commission to authorize the City Manager
and City Clerk to execute this agreement between the City of Miami Beach and the Miami Dade
Police Department
