Morales, City Manager DATE: March 11, 2020 SUBJECT: Neighborhood Affairs Division Structure The purpose of this LTC is to announce the structure of the Neighborhood Affairs Division NAD.) As previously stated, the goal for creating this new division is to increase the consistency of communications within our community, along with increasing the level of collaboration between city departments — ensuring that our residents are fully informed on everything they need and may want to know. The Neighborhood Affairs Division will be integrated across all city departments. Each staff member will be responsible for a geographic area of the city and ensure extensive public outreach is met for each of the projects within their area. Neighborhood Affairs Coordinators (NACs) will be responsible for continuing to maintain relationships with all Neighborhood Associations, Homeowner Associations and community groups within their area. The team will work with residents and stakeholders daily to answer any of their questions. The division will also service city departments by acting as a resource to share information with residents. They will have a dedicated email address and phone number for city staff and residents to contact the division directly. The NAD team will proactively attend association meetings and have a strong presence at city events to meet residents and stakeholders. Bond Oversight Committee FROM: John Rebar, Parks & Recreation Director DATE: April 13, 2020 SUBJECT: GO#18 SCOTT RAKOW YOUTH CENTER (“SRYC”) REQUEST City staff is advising and requesting the following: 1. Advising of the use of savings from the Roofing sub-project to provide funds for the Pool sub-project. 2. Requesting approval to use savings from the Roofing sub-project to advance the Gym flooring project currently planned for Tranche 2. JUSTIFICATION Due to closures associated with COVID-19, the City is presented with an opportunity to address two issues (completion of the pool work and the gym flooring) sooner and with less disruption. Completing these projects as soon as possible will also likely result in lower costs, taking advantage of depressed construction costs. The Tranche 1 fund savings from the roofing sub-project can be used to complete the pool and the gym flooring. Chart 1 below explains the transfer and remaining savings. Bond Committee to move forward with the gym flooring. BACKGROUND / DETAIL Savings currently identified in the roof component of the Scott Rakow Youth Center GO Bond Project #18 are estimated to be approximately $1.1 million. The Project was split into eight (8) sub-projects, for a total of $5,088,000. One sub-project is in need of additional funding: (1) the pool filtration and pump sytem, because of unforeseen conditions. The second request is to move the basketball gym floor from Tranche 2 to Tranche 1 to address safety issues, however the Tranche 2 funding amount for the gym flooring will not need to be transferred to Tranche1. Pool The SRYC Pool sub-project includes an upgrade to the filtration and pump systems. This includes equipment in the pump room and associated filtration system to and from the pool. The pump room needs to be completely rehabilitated due to its age and the highly corrosive environment in which the equipment is housed. Additionally, the critically important leak test has identified several additional unforeseen conditions in the filtration system. As a result, underground repairs will be needed. These repairs require removing sections of the concrete pool deck to access the leaks in the filtration system. Repairing these leaks will save a tremendous amount of annual operating dollars in water and chemical costs, as well as provide clean and safe water for pool use. These additional unforeseen conditions have increased the original estimated budget for the Pool sub- project, however no part of this is additional scope. The pool sub-project has been, and remains, pump room and filtration system improvements. To date, the filtration system repairs have resulted in additional costs of approximately $40,000; immediate additional repairs are needed. The pump room repairs are estimated to cost $250,000 for new equipment. To properly address the pump and filtration system the estimated additional project budget, including contingency, is $440,000. This will increase the sub-project budget for the pool from $538,000 to $978,000. Gym Floor As indicated above, staff will also be using Tranche 1 project savings to work on the SRYC Gym Floor element (previously identified to be done in Tranche 2). The reason for using the Tranche 1 savings instead of waiting until Tranche 2 is due to safety concerns and playability. The condition of the existing gym floor has begun to deteriorate at an accelerated rate. The flooring is bubbling in several areas and continues to worsen. Residents have complained to staff about the conditions of the floor. Over time, these bubbles will become trip hazards as they continue to expand. For these reasons the gym floor needs to be repaired immediately. A preliminary investigation has revealed that underground moisture intrusion through the concrete slab may be the main cause of the floor damage. A new moisture barrier will be installed under a new flooring system. Early estimates show that the costs will be between $12.50 and $14.50 per square foot, for demolition and installation. Costs could increase GO Bond Project #18 – Scott Rakow Youth Center April 13, 2020 Page 3 of 3 depending on any environmental remediation potentially needed to address layers of older flooring materials. Additional study is needed to determine whether the environmental remediation will be necessary and, if so, what would be the cost. The estimated costs for the floor repairs, including contingency, is $300,000. These costs were originally part of the $640,000 total budget for Tranche 2, but can now be completed with the savings realized as part of the roofing project in Tranche 1. JR/mh Section VII.
