A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, REQUESTING MIAMI-DADE COUNTY MAYOR
CARLOS GIMENEZ TO RESTART CITI BIKE SHARING SERVICES, SUBJECT TO
APPLICABLE CDC GUIDELINES.
WHEREAS, on March 26, 2020, in the interest of public health and to help prevent the spread
of COVID-19, the City of Miami Beach suspended all trolley service; and
WHEREAS, on April 27, 2020, Mayor Gimenez issued EO No. 05-20, prohibiting any common
used moped, motorized scooter, bicycle or motorized bicycle, or any micromobility device, on any
public street or sidewalk within the limits Miami-Dade County, in order to minimize the spread of
COVID-19; and
WHEREAS, the Citi Bike program is operated by DECOBIKE LLC and is Miami Beach's bike
sharing and rental system, intended to provide residents and visitors with an additional transportation
option for getting around the City; and
WHEREAS, the City's suspension of the trolley service and the County's suspension of
common use bicycles, motorized bicycles, and scooters left many residents without proper method
of transportation; and
WHEREAS, as Miami-Dade County's emergency orders set the minimum standards
applicable county-wide, the City can only be stricter than Miami-Dade County, but otherwise the City
cannot re-start services that the County has ordered to remain closed; and
WHEREAS, re-starting Citi Bike services will provide residents with an additional option for
outdoor recreational use, and; and
WHEREAS, based on the foregoing, the Mayor and City Commission of Miami urge Mayor
Gimenez to re-start Citi Bike sharing services, subject to the social distancing requirements of Miami-
Dade County EO 21-20, and applicable CDC guidelines.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Commission hereby
request Miami-Dade County Mayor Carlos Gimenez to re-start Citi Bike sharing services, subject to
applicable CDC guidelines.
