Resolution 2020-31324R E S O LU T IO N NO . 2020-313 24 R E S O L U T IO N O F TH E M A Y O R A N D C ITY C O M M IS S IO N O F T H E C IT Y O F M IA M I B E A C H , FL O R ID A , A U T H O R IZ IN G FU N D IN G IN A N A M O U N T NO T T O EX C E E D $11,7 00 , FO R TH E G E N E RA L E D U C A T IO N D E V E LO P M E N T ("G E D ") A N D E N G LI S H FO R S P E A K E R S O F O T H E R LA N G U A G E S ("E S O L ") C LA S S E S FO R M IA M I B E A C H R E S ID E N T S EN R O L L E D IN FA LL 202 0 A T M IA M I B E A C H A D U L T A N D C O M M U N IT Y ED U C A T IO N C E N T E R S , W H IC H S H A LL B E A P P R O P R IA T E D FR O M T H E C ITY 'S G E N E RA L FU N D FO R FIS C A L YE A R 202 0 ; AN D FU R T H E R A U T H O R IZ IN G T H E C IT Y M A N A G E R T O EX E C U T E A N Y A N D A L L D O C U M E N T S O R A G R E E M E N T S IN C O N N E C T IO N W IT H T H E PR O G RA M W H E R E A S , the Miami Beach Adult and Community Education Center, through Miami-Dade County Public Schools, offers English for Speakers of Other Languages ("ESOL") classes as well as General Education Development ("GED") classes to Miami Beach residents; and WHEREAS, the ESOL course is designed to provide English language and literacy instruction for English language learner adults whose first language is other than English and who are non-literate or semi-literate in their home language, in order to increase their ability to communicate in English; and WHEREAS, The GED course of instruction prepares students for academic and personal success through obtaining the necessary skills required to pass the official GED test and earn a State of Florida High School Diploma; and WHEREAS, the current fee to enroll in either a GED or ESOL course at Miami Beach Adult and Community Education Center through Miami-Dade County Public Schools is $30; and WHEREAS, in the Fall 2019 semester, 390 Miami Beach were residents enrolled into ESOL and GED; and WHEREAS, in summer 2019, the enrollment for the GED and ESOL classes was equally robust with 223 Miami Beach residents availing themselves of these educational opportunities; and WHEREAS, however, following the COVID-19 pandemic and its adverse impact to Miami Beach's vulnerable residents, the enrollment in Summer 2020 dropped 69% when compared to the enrollment during Summer 2019 term; and WHEREAS, the hospitality industry in Miami Beach suffered one of the worst adverse impacts of the COVID-19 pandemic; and W H E R E A S , in order to ensure that our workforce remains on Miami Beach, as they are the backbone of our hospitality industry, removing obstacles to their ability to attain and improve basic skills like English proficiency and high school graduation equivalency, is critical; and WHEREAS, as such, the City Administration recommends that the City of Miami Beach, through an agreement with Miami-Dade County Public Schools, funds enrollment fee for up to 390 Miami Beach residents to take ESOL and GED classes for Fall 2020 at a cost not to exceed $11,700. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize funding in an amount not to exceed $11,700, for the General Education Development ("GED") and English for Speakers of Other Languages ("ESOL") classes for Miami Beach residents enrolled in Fall 2020 at Miami Beach Adult and Community Education Center, which shall be appropriated from the City's General Fund for Fiscal Year 2020; and further authorize the City Manager to execute any and all documents or agreements in connection with the program. With so many Miami Beach residents struggling to pay rent and buy food, funds for basic educational programs are unavailable. The current fee to enroll in either a General Education Development (GED) or English for Speakers of Other Languages (ESOL) course at Miami Beach Adult and Community Education Center through Miami-Dade County Public Schools is $30. The English for Speakers of Other Languages (ESOL) course is designed to provide English language and literacy instruction for English language learner adults whose first language is other than English and who are non-literate or semi-literate in their home language, in order to increase their ability to communicate in English. The instructional focus is to prepare adult learners to use English for entering the career and technical and/or postsecondary education, employment, and participation in civic life. The GED course of instruction prepares students for academic and personal success through obtaining the necessary skills required to pass the official GED test and earn a State of Florida High School Diploma. This program strives to motivate students not only to obtain the diploma but also to utilize the acquired skills in the workforce and to achieve career and job placement success.
