A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO DEVELOP A DATABASE AND REGISTRY OF
LESBIAN, GAY, BISEXUAL, AND TRANSGENDER ("LGBT") OWNED
BUSINESSES,AS CERTIFIED BY THE NATIONAL LGBT CHAMBER OF
COMMERCE ("NGLCC").
WHEREAS, the City of Miami Beach (the "City") is one of the most diverse cities
in the country with a large LGBTQ community; and
WHEREAS, the City prides itself on being a diverse and inclusive community and
has demonstrated a long history of opposing discrimination based on sexual orientation
and gender identity, among other categories; and
WHEREAS, as stated in the City's Human Rights Ordinance, which is codified in
Sections 62-31 through 62-113 of the City Code, "prejudice, intolerance, bigotry and
discrimination and disorder occasioned thereby threaten the rights and proper privileges
of its inhabitants and menace the very institutions, foundations and bedrock of a free,
democratic society"; and
WHEREAS, in view of the foregoing principles, the City's Human Rights Ordinance
prohibits discrimination in employment, public accommodations, housing, and public
services, on the basis of race, color, national origin, religion, sex, intersexuality, gender
identity, and sexual orientation, among other classifications; and
WHEREAS, ensuring the success of our small business community in the City is
vital to our growth and improving quality of life for our residents and visitors; and
WHEREAS, the City is committed to providing underrepresented business owners
equal opportunities to compete and succeed, and is committed to increasing the number
and diversity of supplier options; and
WHEREAS, the City is seeking to better understand the LGBT owned business
community by creating a database and registry of these businesses and to track usage
of LGBT owned and certified businesses in the procurement of goods and services; and
WHEREAS, the National .LGBT Chamber of Commerce ("NGLCC") is the
exclusive, third-party certification body that verifies that eligible businesses are majority-
owned by LGBT individuals, and subsequently grants Certified LGBT Business
Enterprise® designation to such businesses as part of its LGBT Supplier Diversity
Initiative; and

WHEREAS, in order to qualify as an LGBT-owned business, at least 51% of the
business must be owned, operated, managed, and controlled by LGBT person or persons
who are either U.S. citizens or lawful permanent residents; and
WHEREAS, by becoming a Certified LGBT business, such businesses are able to
build relationships with America's leading corporations, generate prospective business
and clients, and collectively team with each other for contracting opportunities; and
WHEREAS, the NGLCC and/or NGLCC's affiliate or partner has committed to
providing independent scholarship programs, mentorship and leadership training,
networking opportunities, and other business development tools to further support LGBT
business entities in Miami Beach with the support of the Miami-Dade Gay & Lesbian
Chamber of Commerce; and
WHEREAS, the NGLCC has offered certification for LGBT businesses since 2009
and now has more than 1,200 businesses across the country with such designation; and
WHEREAS, according to a 2016 report from the NGLCC, LGBT-owned
businesses contribute about $1.7 trillion annually to the U.S. economy; and
WHEREAS, Miami Beach already adheres to several non-discrimination,
affirmative action, and equal employment opportunity (EEO) policies that includes LGBT
individuals with regards to individual hiring practices and public accommodations; and
WHEREAS, the City is already seeking to better understand the LGBTQ owned
business community by surveying its existing vendor pool and welcoming the LGBTQ
owned firms to participate in city economic development, education, and training
programs.
WHEREAS, as such, the Mayor and City Commission take the following actions:
1. Recognition of LGBT Owned Business Entity Certification. The City's
Procurement Department will develop a database and registry of LGBT owned
businesses as those that are owned by 51% or more by LGBT individuals. The
City will recognize the National LGBT Chamber of Commerce ("NGLCC") as the
certifying organization. All processes related to the application for and certification
of and LGBT business entity shall be handled directly by NGLCC. Documentation
of certification of any LGBT business entities headquartered and/or operating in
Miami Beach shall be provided directly to Miami Beach from NGLCC. Decision to
apply for certification with NGLCC will be completely voluntary and will not affect
the Procurement Department's evaluation of any vendors or businesses; and
2. Monitor and Track Usage of LGBT Owned Business Entities. The City will
monitor and track usage of LGBTQ+ owned and certified businesses in the
procurement of goods and services for the City.

3. Professional Development for LGBT Owned Business Entities. NGLCC
and/or an NGLCC affiliate or partner shall also provide independent scholarship
programs, mentorship and leadership training, networking opportunities, and other •
business development tools to further support LGBT business entities in Miami
Beach with the support of the local NGLCC affiliate, Miami-Dade Gay & Lesbian
Chamber of Commerce, in the Miami Beach region.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to develop a database and registry of
Lesbian, Gay, Bisexual, and Transgender("LGBT")owned businesses, as certified by the
National LGBT Chamber of Commerce ("NGLCC").
