A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MIAMI
BEACH POLICE DEPARTMENT TO PROCEED WITH THE
DEVELOPMENT OF A PUBLIC SAFETY CITIZENS ON PATROL
VOLUNTEER PROGRAM (CITIZENS VOLUNTEER PROGRAM -
"CVP"), WHICH SHALL INCLUDE THE CREATION OF A THOROUGH
VETTING PROCESS FOR POTENTIAL RECRUITS, AN EFFECTIVE
TRAINING PROGRAM AND APPROPRIATE POLICIES AND
PROCEDURES, INCLUDING DIRECTIVES PERTAINING TO
UNIFORMS, TRANSPORTATION, COMMUNICATION, AND
SUPERVISION; AND FURTHER PROVIDING THAT THE CVP SHALL
NOT COMMENCE UNTIL THE CONCLUSION OF THE COVID-19
PANDEMIC AND THE CORRESPONDING STATE OF EMERGENCY.
WHEREAS, the residents of the City of Miami Beach ("City") are in favor of initiatives
that promote community policing and encourage resident involvement; and
WHEREAS, a Citizens Volunteer Program ("CVP") will be an essential part of the
Miami Beach Police Department's Community Affairs Unit, specifically focusing on improving
community policing within our community; and
WHEREAS, in order to learn more about the concept of. a CVP, this concept was
discussed at the Police Citizen Relations Committee ("PCRC") on June 22, 2020.
Consequently, the PCRC recommended a referral of the CVP initiative to the Neighborhood
and Quality of Life Committee ("NQLC"); and
WHEREAS, the NQLC had a discussion regarding the proposed CVP on July 15,
2020, and referred the matter to the Finance and Economic Resiliency Committee ("FERC");
and
WHEREAS, the FERC discussed the proposed CVP on July 24, 2020, and
subsequently approved funding in the amount of$26,000 for the creation of the CVP; and
WHEREAS, members of the CVP will provide the Miami Beach Police Department
assistance in patrolling neighborhoods, parks, schools and commercial areas, specifically
within public spaces. The primary responsibility of CVP members would be to perform high
visibility patrols in the business corridor on foot, and perform specific tasks associated with
special events when required; and
WHEREAS, members of the CVP will be trained to report incidents such as vandalism,
graffiti or tagging, and parking violations. Additionally, members will be able to report quality
of life issues and make the appropriate notifications to departments such as Sanitation,
Public Works, Green Space or Transportation.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby authorize the Miami
Beach Police Department to proceed with the development of a Public Safety Citizens on
Patrol Volunteer Program (Citizens Volunteer Program - "CVP"), which shall include the
creation of a thorough vetting process for potential recruits, an effective training program and
appropriate policies and procedures, including directives pertaining to uniforms,
transportation, communication, and supervision; and further providing that the CVP shall not
commence until the conclusion of the COVID-19 Pandemic and the corresponding State of
Emergency.
