A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, TO AUTHORIZE NEGOTIATIONS RELATING TO REQUEST
FOR QUALIFICATIONS ("RFQ") NO. 2020-062-KB, FOR PUBLIC SAFETY
CONSUL TING SERVICES FOR COMPUTER AIDED DISPATCH ("CAD") AND
RECORDS MANAGEMENT SYSTEM ("RMS"); AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH WINBOURNE
CONSUL TING, LLC, AS THE TOP RANKED PROPOSER; FURTHER, IF THE
ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN
AGREEMENT WITH WIN BOURNE CONSUL TING, LLC, AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH TSSI
CONSUL TING, LLC, AS THE SECOND RANKED PROPOSER; FURTHER, IF
THE ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN
AGREEMENT WITH TSSI CONSUL TING, LLC, AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH TUSA
CONSUL TING SERVICES, AS THE THIRD RANKED PROPOSER; AND
FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
AGREEMENT UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY
THE ADMINISTRATION.
WHEREAS, on February 12, 2020, the Mayor and City Commission authorized the
issuance of Request for Qualifications ("RFQ") No. 2020-062-KB, for public safety consulting
services for Computer Aided Dispatch ("CAD") and Records Management System ("RMS"); and
WHEREAS, on February 14, 2020, the RFQ was issued; and
WHEREAS, a voluntary pre-proposal conference to provide information to proposers
submitting a response was held on February 25, 2020; and
WHEREAS, on May 15, 2020, the City received a total of eleven ( 11) proposals; and
WHEREAS, the Evaluation Committee convened on July 23, 2020 to review and score
the proposals; and
WHEREAS, the Evaluation Committee was provided with an overview of the project,
information relative to the City's Cone of Silence Ordinance and the Government Sunshine Law,
general information on the scope of services, and a copy of each proposal; and
WHEREAS, the Evaluation Committee was instructed to score and rank each proposal
pursuant to the evaluation criteria established in the RFQ; and
WHEREAS, the Evaluation Committee's ranking for the top three (3) proposals was as
follows: Winbourne Consulting, LLC, as the top ranked proposer; TSSI Consulting, LLC as the
second ranked proposers; and Tusa Consulting Services as the third ranked proposer; and
WHEREAS, after reviewing all of the submissions and the Evaluation Committee's
rankings and commentary, the City Manager concurs with the Evaluation Committee and
recommends that the Mayor and City Commission authorize the Administration to enter into
negotiations Winbourne Consulting, LLC, as the top ranked proposer; further, if the

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, to authorize negotiations
relating to Request For Qualifications ("RFQ") No. 2020-062-KB, for public safety consulting
services for Computer Aided Dispatch ("CAD") and Records Management System ("RMS"), and
authorize the Administration to enter into negotiations Winbourne Consulting, LLC, as the top
ranked proposer; further, if the Administration is not successful in negotiating an agreement with
Winbourne Consulting, LLC, authorize the Administration to enter into negotiations with TSSI
Consulting, LLC as the second ranked proposer; further if the Administration is not successful in
negotiating an agreement with TSSI Consulting, LLC, authorize the Administration to enter into
negotiations with Tusa Consulting Services as the third ranked proposer; and further authorize
the Mayor and City Clerk to execute an agreement upon conclusion of successful negotiations
by the Administration.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida approve the resolution accepting the City Manager's recommendation pertaining
to the bids received, pursuant to RFQ No. 2020-062-KB, for public safety consulting services
for Computer Aided Dispatch (CAD) and Records Management System (RMS).
BACKGROUN D/HISTORY
The City of Miami Beach has utilized New Wor1d Systems (NWS) for Computer Aided Dispatch
(CAD) and Records Management System (RMS) for approximately 11 years. A CAD system
allows organizations to streamline the efforts required to dispatch public safety resources when
needed. The Technical Services Unit of the Police Department, in conjunction with the Public
Safety Communications Division (PSCD), Fire Department, Parking Department, and
Information Technology Department, have determined that it is in the best interest of the City to
conduct market research to gain a better understanding of CAD/RMS systems currently in the

Through this RFQ, the City of Miami Beach requested proposals from professional subject
matter expert (SME) that will assist the City in conducting and facilitating a citywide,
comprehensive needs assessment to determine the minimum requirements to be set forth in a
future competitive selection process for a Public Safety CAD/RMS that will replace the current
outdated system.
ANALYSIS
On February 12, 2020, the Mayor and City Commission authorized the issuance of Request for
Qualifications (RFQ) No. 2020-062-KB, for public safety consulting services for Computer
Aided Dispatch (CAD) and Records Management System (RMS). On February 14, 2020, the
RFQ was issued. A voluntary pre-proposal conference to provide information to proposers
submitting a response was held on February 25, 2020. Four addenda were issued. The
Department issued bid notes to over 10,000 companies utilizing www.bidsync.com website.
146 prospective bidders accessed the advertised solicitation. RFQ responses were due and
received on May 15, 2020. The City received a total of eleven (11) proposals from the following
firs:

On July 2, 2020, the City Manager appointed the Evaluation Committee via LTC # 231-2020.
The Evaluation Committee convened on July 23, 2020, to consider proposals received. The
Committee was comprised of Joseph Florio, Fire Technology Administrator, Miami Beach Fire
Department, Lazaro Guerra, Public Safety Communications Division Administrator, Miami
Beach Fire Department, Anthony Loperfido, Sergeant, Technical Operations Unit, Miami Beach
Police Department, Steven Pedroso, CAD System Administrator, Information Technology
Department, and Alberto Ventura, Senior Parking Operations Manager, Parking Department.
The Committee was provided an overview of the project, information relative to the City's Cone
of Silence Ordinance and the Government Sunshine Law. The Committee was also provided
with general information on the scope of services and a copy of each proposal. The Committee
was instructed to score and rank each proposal pursuant to the evaluation criteria established in
the RFQ. The evaluation process resulted in the ranking of proposers as indicated below:

FINANCIAL INFORMATION
The costs of the related services are subject to funds availability approved through the City's
budgeting process. Grant funding will not be utilized for this project.
CONCLUSION
After reviewing all the submissions and the Evaluation Committee's rankings and commentary, I
concur with the Evaluation Committee and find Winboume Consulting, LLC to be the best
qualified firm for the project. Winboume Consulting, LLC has extensive local experience which
includes working with Miami Dade County. Their experience with the County is important to the
interoperability between CAD systems and data sharing. When illustrating their approach and
methodology they took into consideration the City's requirements by addressing and articulating
the City's specific needs and understanding that it's a multi-faceted project and that not one
simple approach will address the City's needs. Their team is made up of staff that has New
Wor1d Systems experience, worked with accreditation in the past and staff that was able to
demonstrate the importance and requirements of ERF. Finally, they were extremely
knowledgeable about the many facets of the project and provided exceptional examples of prior
experience. The second and third ranked firms, TSSI and Tusa, respectively, are also well
qualified and should be considered, in order of rank, if the Administration is unable to finalize an
agreement with Winboume.
For the reasons stated herein, I recommend that the Mayor and City Commission approve the
resolution authorizing the Administration to enter into negotiations with Winboume Consulting,
LLC, as the top ranked proposer, further, if the administration is not successful in negotiating an
agreement with Winboume Consulting, LLC, authorizing the administration to enter into
negotiations with TSSI Consulting, LLC as the second ranked proposer; further if the
administration is not successful in negotiating an agreement with TSSI Consulting, LLC,
authorizing the administration to enter into negotiations with Tusa Consulting Services as the
third ranked proposer; and further authorizing the Mayor and City Clerk to execute an agreement
upon conclusion of successful negotiations by the Administration.
