A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PERTAINING TO THE RANKING OF PROPOSALS WITH
RESPECT TO PHASE I OF THE RFP SELECTION PROCESS, PURSUANT TO
REQUEST FOR PROPOSALS NO. 2020-180-ND, FOR DESIGN/BUILD
SERVICES FOR THE 72N STREET COMMUNITY COMPLEX (THE RFP), AND
APPROVING THE SHORTLIST OF THE THREE TOP-RANKED PROPOSERS,
KAUFMAN LYNN CONSTRUCTION, INC, AS THE TOP RANKED
PROPOSER; AND PCL CONSTRUCTION SERVICES, INC. AND THE
HASKELL COMPANY AS THE TWO (2) TIED SECOND RANKED
PROPOSERS, TO BE FURTHER CONSIDERED IN PHASE II OF THE RFP
EVALUATION PROCESS
WHEREAS, on June 24, 2020, the Mayor and City Commission authorized the issuance
of RFP 2020-180-ND for design/b uild services for the 72° Street Comm unity Complex (the
RFP); the RFP was issued on June 26, 2020, with an opening date of August 10, 2020; and
WHEREAS, the RFP provides for a two-step, phased evaluation process; and
WHEREAS, the Phase I selection process, which is subject of this Resolution, relates to
the qualifications, experience, and availability of the proposers and key members of the design-
build team, including the lead designer and lead construction firm; and
WHEREAS, only those proposers short-listed during Phase I will be authorized to
proceed to Phase II of the RFP selection process, in which price and detailed technical
proposals, based on the approved Design Criteria Package (the"DCP "), will be considered; and
WHEREAS, the City received proposals in response to the RFP from the following
seven (7) firms:
• ANF Group, Inc.;
• Balfour Beatty Construction, LLC;
• Kaufman Lynn Construction, Inc.;
• KVC Constructors, Inc.;
• NV2A Group, LLC;
• PCL Construction Services, Inc.; and
• The Haskell Company; and
WHEREAS, the proposal from ANF Group, Inc. was deemed non-responsive for failure
to meet the minimum requirements of the RFP, and was not considered further; and
WHEREAS, on August 3, 2020, via L TC # 276-2020, the City Manager appointed the
Evaluation Committee (the" Evaluation Committee"), which convened on August 26, 2020 to
consider the responsive proposals submitted under Phase I; and
WHEREAS, the Phase I rankings of the Evaluation Committee are more fully set forth in
the Commission Memorandum accompanying this Resolution; and
W H E R EA S, after reviewing all the qualifications of each firm and having considered the
Evaluation Committee's comments and rankings, the City Manager has recommended that, for
Phase I of the selection process, the Mayor and the City Commission shortlist the three (3) top
ranked firms: Kaufman Lynn Construction, Inc, as the top ranked firm; and PCL Construction
Services, Inc. and The Haskell Company as the two (2) tied second ranked firms.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pertaining to the ranking
of proposals with respect to Phase I of the RFP selection process pursuant to Request for
Proposals (RFP) NO. 2020-180-ND, for Design/Build Services for 72° Street Community
Complex, and approve the shortlist of the three (3) top-ranked proposers: Kaufman Lynn
Construction, Inc, as the top ranked proposer; and PCL Construction Services, Inc. and The
Haskell Company as the two (2) tied second ranked proposers, to be further considered in
Phase II of the RFP evaluation process.

The Administra tion recommends that the Mayor and City Commission of the City of Miami
Beach, Florida approve the resolution accepting the City Manager's recommendation for Pha se
I of the evaluation process pertaining to the bids received, pursuant to RFP 2020-180-ND , for
design/b uild services for 72nd street community complex, approving the short-list for bidders to
participate in Phase 11 of the solicitation process.
BACKGROUN D/HISTORY
On Novemb er 6, 2018, Miami Beach residents approved a ballot meas ure, which auth orized the
issuance of a general obligation bond (G.O. Bond) for the design, perm itting, manufacture
installation, and construction of the 72nd Stre et Community Complex. A total of $55 million of
general obligation bon ds wer e issued to fund the project, including but not limited to the design,
perm itting, and construction. The Project includes a multi-level mixed-use parking garag e
requiring the program components of a 500 space parkin g structure, 50-meter competition pool
with support am enities, 25-m eter multi-purpose pool, 7,500 SF Miami-Dade County library,
5,000 SF commercial/retail, 7, 500 SF fitn ess center, 5,000 SF community center, 60,000 SF
of active green space, and a jogging path.
ANALYSIS

In accord ance with Section 287.055 of the Florida Statutes, the RFP provides for a two-step,
phased evaluation process. The Phase I selection process, which is the reason for this item,
relates to the qualifications, experience and availability of the proposers and key members of
the design-build team, including the lead designer and lead constructíon firm. Only those
Proposers short-listed during Phase I are authorized to proceed to Phase 11 of the RFP
selection process, in which price and detailed technical proposals based on the approved
Design Criteria Package (the "DCP") will be considered.
Phase I responses were due and received on August 10, 2020. The City received a total of
seven (7) proposals from the following firms:
• ANF Group, I ne.
• Balfour Beatty Construction, LLC
• Kaufman Lynn Construction, Inc.
• KVC Constructors, Inc.
• NV2A Group, LLC
• PCL Construction Services, Inc.
• The Haskell Company
The proposal from ANF Group, I ne. was deemed non-responsive for failure to meet the
minimum requirements of the RFP and was not further evaluated.
On August 3, 2020, the City Manager appointed the Evaluation Committee via L TC # 276-2020.
The Evaluation Committee convened on August 26, 2020, to consider proposals received
under Phase I. The Committee was comprised of Cynthia Casanova, Assistant Director, Parks
and Recreation Department; Saul Frances, Director, Parking Department; David Gomez,
Division Director, The Office of Capital Improvement Projects; Carolina Jones, Member, Parks
and Recreation Advisory Committee; Carmen Sanchez, Deputy Planning Director, Planning
Department; Daniel Veitia, Resident, North Beach; and Elizabeth Wheaton, Director,
Environment and Sustainability Department.
The Committee was provided an overview of the project, information relatíve to the City's Cone
of Silence Ordinance and the Government Sunshine Law. The Committee was also provided
with general information on the scope of services and a copy of each proposal. The Committee
was instructed to score and rank each proposal pursuant to the evaluation criteria established in
the RFP. The evaluation process resulted in the ranking of proposers as indicated in Attachment
A.

PCL Construction Services, Inc,
PCL Construction Services, Inc. (PCL) specializes in multi-faceted projects including mixed-
use, parking structures, aquatic facilities, libraries and community/recreation centers in coastal
communities. Its Florida staff of over 200 provide full service preconstruction, estimating,
purchasing, human resources, and marketing services in-house. PCL is ranked #1 contractor in
Florida by Engineering News-Record (ENR). Finally, its capability to manage a large and
complex design-build project is reflected in the firm's experience on more than 870 previous
design-build projects.

professionals to execute the 72nd Street Community Complex. This strategic team brings the

The Haskell Company
The Haskell Company (Haskell), is a global pioneer in design-build construction with over 55
years of experience. It has been working and committed to the Miami area for over 20 years,
completing such projects as the Adrienne Arsht Center for Performing Arts, three Miami Dade
College parking garages and most recently, the Norwegian Cruise Line Terminal also known as
the "Peart of Miami". With over $1B in annual revenues and over 2,500 design-build projects
completed to date, Haskell is appropriately experienced, staffed and financed to support large
and complex design-build projects that are fast-tracked and programmed with multiple
disciplines.
Partnered with Haskell is Arquitectonica, who brings a very experienced team of professionals
that have creativity and community in mind, as well as Kimley-Horn, McNamara Salvia, Weston &
Sampson, SEQUIL, SLS and Weller Pools. The team, combined with noteworthy consultants
with vast local experience, was formed for each firm's relevant field experience and
organizational excellence in order to bring the City the best design-build solution. This team,

CONCL USI ON
After reviewing the qualifications of each firm and having considered the Evaluation
Committee's rankings and commentary, I recommend that the Mayor and the City Commission
approve short-listing the three (3) top ranked firms: Kaufman Lynn Construction, I ne., as the first
top ranked firm, and PCL Construction Services, Inc. and The Haskell Company as the tied
second ranked firms. These firms demonstrated the highest degree of qualifications. The
evaluation committee scores indicate a significant drop-off in the scores awarded to the top
three firms when compared to the remaining firms. The short-listed firms 'INill be further
considered in Phase 11 of the evaluation process. Phase 11 will consider price and detailed
technical proposals for the project. Some of the highlights of the firms' qualifications, as
articulated by the Evaluation Committee, include:

• The firm put together a cohesive team with urban design and rooftop pool experience.
• The firm discussed sustainability as it relates to rainwater, harvesting, bioswales, and cisterns.
• The references and projects included in the proposal were the most relevant to the 72nd
Street Community Complex.
• The firm addressed security control as it relates to the synergy between the pool and the
fitness center.
PCL Construction Services, Inc,
• The aquatic consultant has over 50 years of experience and more than 4,000 projects across
6 continents.
• The firm has a good understanding of the site and the City's mission.
• The firm has a strong understanding of how to incorporate resilience and sustainability into the
overall design from the beginning and throughout the course of the project.
• The firm highlighted its relevant experience that directly relates to the 72nd Street Community
Complex and its specialized elements.
The Haskell Company
• The firm took into consideration resiliency beyond water management and discussed energy
use as well as how the building can be designed to utilize the natural features.
• The firm partnered with Arquitectonica, as the lead design consultant, who has designed a
number of buildings on 72nd Street and is familiar with the site and neighborhood.
• Haskell is a large, capable, and exceptionally qualified firm that has completed over 2,500
design/build projects.
• The firm's priority is the user experience.
Therefore, based on the experience and qualifications mentioned above, I recommend the
Mayor and City Commission of the City of Miami Beach, Florida accept the recommendation of
the City Manager pertaining to the ranking of proposals with respect to Phase I of the RFP
selection process pursuant to Request for Proposals (RFP) 2020-180-ND for Design/Build
