CONSTRUCTION DOCUMENTS AS INCLUDED IN PHASE II OF TH~ APPROVED SCOPE OF WORK OF THE PROFESSIONAL SERVICE'; AGREEMENT WITH BROWN & BROWN. WHEREAS, Pursuant to Request for Proposals No. 79.95/96, the Architecture PartnenhiJ of Brown & Brown (Brown & Brown) has been retained to perform an evaluation and definitio 1 of scope of work for the roofs at the Miami Beach Convention Center and the Jackie Gleaso 1 Theater of the Performing Arts; and WHEREAS, Brown & Brown has completed its Phase I evaluation of the mot s repairs/replacements at the Miami Beach Convention Center and TOP A; and WHEREAS, the Administration has accepted the Phase I report and would he rei 1 recommend that the Mayor and City Commission accept same and further authorize Brown & Brl)w 1 to proceed with Phase II work, as provided by the Agreement, and including the preparation of 1 in: 1 construction documents. NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND CJT"1 COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Cit ( Commission herein accept the recommendations of the Architecture Partnership of Brown & Bmw 1 for the repair / replacement of the roofs of the Convention Center and Jackie Gleason Theater ofth.~ Performing Arts (TOPA), and authorize Brown & Brown to proceed with the preparation ofth.~ final construction documents, as included in Phase II of the approved scope of work of th~ Agreement with Brown & Brown. FUNDING: Funding is approved from the TCCEA general fund, Account No. 440.0442.000312. BACKGROUND: Commission Memorandum 194-96 authorized execution of a contract with the Architedu e Partnership of Brown & Brown for professional services for the replacement and/or repairs to tl e roofs of the Miami Beach Convention Center and the Jackie Gleason Theater of the Performing ,\rt5. Phase I was for Evaluation and Scope of Work Definition. Phase II was for Constru<ti( n Documents, Specifications, Final Estimates, Bidding and Construction Administration. Brown & Brown has completed Phase I and presented a report evaluating the condition o~ tIe existing roofs, estimating construction costs and recommending a scope of work. The n:pcrt identifies two options: Option I includes roof repairs and partial replacement at an estimated co;;t of $4,381,165. Option 2 includes complete replacement of all roofs at an estimated co:;t )f $6,482,746. Options 3 and 4, were subsequently identified. Option 3, excludes some repairs to die West Wrap of the Convention Center, at an estimated cost of $4,141,165. Option 4, exclud:s replacement of the roof of the West Wrap of the Convention Center, at an estimated co 5t )f $5,400,000. The TCCEA Board has agreed with the recommendations made by Brown & Brown to allow bidding on the established options. The four option~: f( r which bids will be obtained are: o Complete replacement of all roofs in both buildings o Repairs to some roofs and replacement of other roofs o Repairs to some roofs and replacement of other roofs, excluding the West Wrap of th;: Convention Center o Complete replacement of all roofs in both buildings, excluding the West Wrap of th;: Convention Center CONCLUSION: The City Commission should accept these recommendations and authorize the Architeclm;: Partnership of Brown & Brown to proceed with the preparation of final construction documents, an:! include all three options for bidding purposes.
