A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, TO AUTHORIZE NEGOTIATIONS RELATING TO REQUEST
FOR QUALIFICATIONS NO. 2020-161-ND, FOR PROFESSIONAL COASTAL
ENGINEERING SERVICES FOR WATERWAY DREDGING; AUTHORIZING
THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH CUMMINS
CEDERBERG, INC., AS THE TOP RANKED PROPOSER; FURTHER, IF THE
ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN
AGREEMENT WITH CUMMINS CEDERBERG, INC., AUTHORIZING THE
ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH MOFFATT &
NICHOL, INC., AS THE SECOND RANKED PROPOSER; FURTHER, IF THE
ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN
AGREEMENT WITH MOFFATT & NICHOL, INC., AUTHORIZING THE
ADMINISTRATION TO ENTER INTO, NEGOTIATIONS WITH TETRA,TECH,
INC., AS THE THIRD RANKED PROPOSER; AND FURTHER AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT UPON
CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE
ADMINISTRATION.
WHEREAS, on May 13, 2020, the Mayor and City Commission authorized the issuance
of Request for Qualifications (RFQ) 2020-161-ND for Professional Coastal Engineering Services
for Waterway Dredging; and
WHEREAS, on May 18, 2020, RFQ 2020-1-161-ND for Professional Coastal
Engineering Services for Waterway Dredging (the "RFQ")was issued; and
WHEREAS, a voluntary pre-proposal meeting was held on June 1, 2020; and
WHEREAS, on July 2, 2020, the City received a total of 7 proposals; and
WHEREAS, an Evaluation Committee (the "Committee") convened on August 24, 2020
to review and score the proposals; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information
on the scope of services and a copy of each proposal; and
WHEREAS, the Committee was instructed to score and rank each proposal pursuant to
the evaluation criteria established in the RFQ; and
WHEREAS, the Committee's ranking for the top three (3) proposals was as follows:
Cummins Cederberg, Inc., as the top ranked proposer; Moffat & Nichol, Inc., as the second
ranked proposer; and Tetra Tech, Inc., as the third ranked proposer; and
WHEREAS, after reviewing all of the submissions and the Evaluation Committee's
rankings and commentary, the City Manager concurs with the Evaluation Committee and
recommends that the Mayor and City Commission authorize the Administration to enter into
negotiations with Cummins Cederberg, Inc., as the top ranked proposer; further, if the
Administration is not successful in negotiating an agreement with Cummins Cederberg, Inc.,
authorizing the Administration to enter into negotiations with Moffat & Nichol, Inc., as the second
ranked proposer; further, if the Administration is not successful in negotiating an agreement with
Moffat & Nichol, Inc., authorizing the Administration to enter into negotiations with Tetra Tech,
Inc., as the third ranked proposer.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request For
Qualifications No. 2020-161-ND for Professional Coastal Engineering Services for Waterway
Dredging, and authorize the Administration to enter into negotiations with Cummins Cederberg,
Inc., as the top ranked proposer; further, if the administration is not successful in negotiating an
agreement with Cummins Cederberg, Inc., authorizing the Administration to enter into
negotiations with Moffat & Nichol, Inc., as the second ranked proposer; further, if the
Administration is not successful in negotiating an agreement with Moffat -& Nichol, Inc.,
authorizing the Administration to enter into negotiations with Tetra Tech; Inc., as the third
ranked proposer; and further authorizing the Mayor and City Clerk to execute an agreement
upon conclusion of successful negotiations by the Administration.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida approve the resolution accepting the City Manager's recommendation pertaining
to the bids received, pursuant to RFQ 2020-161-ND, for professional coastal engineering
services for waterway dredging.
BACKGROUND/HISTORY
The City is seeking to retain a qualified civil/environmental firm with waterway dredging
permitting and design experience. The consultant will assist with developing a dredging
prioritization list and provide permitting and design services for selected prioritized areas of
navigational concern, which include general obligation bond project#25 -waterways restoration.
Through the RFQ, the City is seeking proposals from comprehensive and multi-disciplined
professional engineering consulting teams for the required work.

On May 13, 2020, the Mayor and City Commission authorized the issuance of Request for
Qualifications (RFQ) 2020-161-ND for professional coastal engineering services for waterway
dredging. On May 18, 2020, the RFQ was issued.A voluntary pre-proposal conference to
provide information to proposers submitting a response was held on June 1, 2020. One
addendum was issued. The Procurement Department issued bid notes to 1,946 companies
utilizing www.bidsync.com website. 110 prospective bidders accessed the advertised
solicitation. RFQ responses were due and received on July 2, 2020. The City received a total
of seven (7)proposals from the following firms:
•Applied Technology and Management, I nc.
•Aptim Environmental & Infrastructure, LLC
• Coastal Systems International, Inc.
• Cummins Cederberg, Inc.
• Moffatt& Nichol, Inc.
• Stantec Consulting Services, Inc. •
• Tetra Tech, Inc.
On June 11, 2020, the City Manager appointed the Evaluation Committee via LTC #207-2020.
The Evaluation Committee convened on August 24, 2020,to consider proposals received.The
Committee was comprised of Sabrina Baglieri, Senior Capital Projects Coordinator, The Office
of Capital Improvement Projects; Ronnie Issenberg, President, Biscayne Point Homeowners
Association; John Lee, Committee Chair, Marine and Waterfront Protection; Giancarlo Pena,
Civil Engineer II, Public Works Department; Colette Satchel!, Senior Capital Projects
Coordinator, Property Management Department; and Elizabeth Wheaton, Director, Environment
and Sustainability Department.
The Committee was provided an overview of the project, information relative to the City's Cone
of Silence Ordinance and the Government Sunshine Law. The Committee was also provided
with general information on the scope of services and a copy of each proposal. The Committee
was instructed to score and rank each proposal pursuant to the evaluation criteria established in
the RFQ. The evaluation process resulted in the ranking of proposers as indicated in
Attachment A.
A summary of each top-ranked firm follows:
Cummins Cederberg, Inc.
Founded over 10 years ago, Cummins and Cederberg, Inc. (Cummins and Cederberg) is an
engineering firm that has and continues to exclusively focus on coastal and marine projects. Its
professional team is comprised of coastal engineers, marine structural engineers, marine
biologists, regulatory and policy experts, marine scientists, and surveyors with proven
experience in all facets of coastal engineering, environmental planning, and regulatory
framework. Finally, Cummins Cederberg has significant experience within the City of Miami
Beach with more than 40 waterfront projects over the last 10 years.
Moffat&Nichol, Inc.
Moffat& Nichol, Inc. (Moffat& Nichol) opened its Miami office in 2013 and is an industry leader
in coastal engineering. It is at the forefront of specialized engineering and construction
management services for dredging projects in inlets and inland waterways, harbors, the open

ocean, and coastal wetlands. Finally, its staff expertise comes from decades spent in the
industry planning, designing, and executing some of the largest, most high-profile dredging
projects to date.
Tetra Tech. Inc.
Tetra Tech, Inc. (Tetra Tech) was founded in 1966 to provide engineering services related to
waterways, harbors, and coastal areas. It has provided these services to municipal, state, and
federal clients to deliver safe travels, improved water quality, protected habits, sustainable
management, resiliency, and economic prosperity.Their firm is made up of more than 20,000
associates in 400 offices worldwide, including more than 1,000 staff in Florida who provide the
depth and breadth of expertise to complete the most complex coastal engineering services.
FINANCIAL INFORMATION
The costs of the related services are subject to funds availability approved through the City's
budgeting process. Grant funding will not be utilized for this project.
CONCLUSION
After reviewing all of the submissions and the Evaluation Committee's rankings and
commentary, I concur with the Evaluation Committee and find Cummins Cederberg, Inc. to be
the best qualified firm for the project. Cummins Cederberg has assembled a team of
professionals with specific experience and expertise to support an efficient and successful
project.This team includes former senior staff from all the environmental regulatory agencies
that will be processing and issuing permits for the proposed work, including Miami-Dade County
RER, Florida Department of Environmental Protection (FDEP), and the US Army Corps of
engineers. Moreover, the team has studied the navigable waterways identified in the RFQ and
understand each waterway's unique permitting, design, and construction challenges; which will
streamline and reduce potential costs. Finally, Cummins and Cederberg focuses on
communication. It prides itself in prompt response times and intends on providing progress
reports to the City, as needed. I also find that Moffat & Nichol, as the second-ranked firm, and
Tetra Tech, as the third-ranked firm, are also well qualified should the City be unable to finalize
an agreement with Cummins Cederberg.
For the reasons stated herein, I recommend that the Mayor and City Commission approve the
Resolution authorizing the Administration to enter into negotiations with Cummins Cederberg,
Inc., as the top ranked proposer; further, if the Administration is not successful in negotiating an
agreement with Cummins Cederberg, Inc.,authorizing negotiations with Moffat& Nichol, Inc., as
the second ranked proposer; further, if the Administration is not successful in negotiating an
agreement with Moffat & Nichol, I nc., authorizing negotiations with Tetra Tech, Inc., as the third
ranked proposer, and further authorizing the Mayor and City Clerk to execute an agreement
upon conclusion of successful negotiations by the Administration.
