Page 15 EXHIBIT 1 PROJECT DESCRIPTION BACKGROUND/DESCRIPTION OF NEED Biscayne Bay is designated an"Outstanding Florida Water"and supports extensive seagrass habitat, hardbottom assemblages, economically vital fisheries, and protected species. Miami's economy is dependent on the health of the watershed, with Bay-related recreation activities contributing over 10%to the total Miami economy, and accounting for about$12 billion and over 130,000 jobs. The Bay improves resilience by safeguarding shorelines from storm surge, minimizing erosion, and sequestering carbon. Despite its importance, basic water quality standards often go unmet and sewage spills, stormwater runoff, and toxic algal blooms severely degrade the health of Biscayne Bay. Recent studies show that nutrient loads are increasing and algal blooms, unprecedented in scale or duration, are persistent threats to the Bay. Moreover, data suggest that increasing nutrient loads, combined with development and pollution, have pushed the Bay to an ecological tipping point where it may be experiencing a"regime shift"from a seagrass dominated ecosystem to an algae-based one. There is an urgent need to increase public awareness of the importance of Biscayne Bay. PROGRAM DESCRIPTION Miami Waterkeeper's"1,000 Eyes on the Water" program is a targeted education effort designed to train participants in how to identify, document, and report pollution on our waterways. These workshops provide an opportunity for community, members to learn about water quality issues facing Biscayne Bay as well as methods of reducing pollution. We propose an expansion of this program to offer three trainings on Miami Beach, targeting the three most well attended HOAs(West Avenue, South of Fifth, Middle Beach Neighborhood Association). We anticipate the community members who participate in these trainings will have an enhanced awareness of water quality, environmental stewardship, and marine conservation in the Miami Beach area. Miami Waterkeeper staff will prepare a"presentation in a box"that includes a video of the presentation as well as annotated powerpoint slides for the remaining HOAs, landscapers, and for the City of Miami Beach as a future resource. Finally,we will conduct a strategic online campaign to support efforts to abate nutrient pollution to Biscayne Bay.We will tailor digital collateral specifically for Miami Beach related to fertilizer application, runoff, and nutrient loading on our marine ecosystems. We will work with the City of Miami Beach to provide access to educational materials and encourage adoption of Best Management Practices related to fertilizer application and other nutrient sources. LOCATION This project will target Miami Beach and surrounding communities, empowering community members to take action to address declining Bay conditions. Specifically targeting West Avenue, South of Fifth, Middle Beach Neighborhood Associations in the City of Miami Beach. GRANT ACTIVITIES (Include activity name, activity description, description of service recipients, and number of service recipients) 1,000 Eyes on the Water Training :this is a citizen led pollution monitoring program designed to create a more engaged community on local pollution issues.
