SUBJECT: 17th Street Site Request for Proposals - Status Report
On November 4, 1998 the City Commission authorized the Administration to issue Request for
Development Proposals in regards to over five (5) acres of City owned property known as the" 17th
Street Site", The following is a status report of the most recent actions taken,
1, To date, the RFP has been mailed out to over 577 potential respondents via the City's
Procurement Division,
2, On December 1, 1999, Amendment No, 1 was sent to potential respondents, Amendment
No, 1 included "Exhibit G" submitted by the City's Public Works Department detailing the
underground utilities located at the 17th Street Site.
3, On January 4, 1999, J,B. Alhale & Associates, submitted an appraisal of the 17th Street Site
at $22,150,000,
4, A mandatory pre-submission conference and tour was held on January 29, 1999, Forty-four
potential respondents attended the pre-proposal conference in City Hall. In addition to the
interested respondents, City department representatives attended the meeting to answer
various questions, At the conference, Amendment No, 2 was distributed, Amendment No.
2 advised the interested respondents that the RFP was subject to the City's "Cone of
Silence" ,
5, On February 5, 1999, Amendment No, 3 was issued and mailed, The Amendment included
the sign-in sheet from the pre-proposal conference,
6, On February 11, 1999, Amendment No, 4 was mailed out. The Amendment included the
following information, additions, and exhibits that resulted from questions and requests
made at the January 29, 1999 conference,
A, Clarification to the Specifications - As a clarification to paragraph three of Section
II, A (page 4), relative to the replacement of existing public parking, the 506 parking
spaces will not be treated as excess parking and will therefore not be included in the
Floor Area Ratio (FAR) calculations.
B, Additions to the Specifications - (a) Audited Financial Statements for the last three
(3) years from each company participating in the project as a principal or from each
partner if it is a joint venture, shall be submitted with the proposal. (b) Successful
developer shall be required to excavate and remove all parking revenue control
equipment and booths located at the 17th Street Site. Successful developer shall
move all equipment to a storage facility to be determined by the City, All costs for
excavation, removal and relocation shall be borne solely by the successful developer.
(c) A checklist of the required submittal information is attached for the purposes of
confirming that the proposal is submitted in compliance with the requirements of the
Request for Proposals,
C, Additional Exhibits - (a) Aerial photograph dated 7-9-94, (b) 17th Street "As Built"
drawing No, PA93. (c) 17th Street Lot Plan drawing PA-98, (d) Appraisal report
of the 17th Street Site submitted 1-4-99,
7, The Administration is continuing to develop a list of potential consultants to assist the City
in evaluating the economic, market, and traffic analysis and other related information
provided by respondents per the requirements of the RFP,
8, The due date for submittal ofthe Request for Proposals is March 30, 1999 at 4:00 p,m,
9, A review committee will also be appointed,
