SUBJECT: FINAL STATE LEGISLATIVE PRIORITY LIST
Attached please find the Final 1999 State Legislative Priority list that was approved at the January
20, 1999, City Commission Meeting. Our State Lobbyists are working diligently to advance our
agenda and will provide us with regular updates concerning these and other issues that may impact
the City of Miami Beach.

Funding Priorities
1. Beach Restoration - a) Dade County erosion control project's funding request
for $140,000 - 70% for CMS. b) assistance with dune maintenance and plant
restoration. c) beach security.
2. Fire Department - a) seek grant funding for emergency vehicles. b) identify
funding to renovate historic fire station # 2.
3. ParkIYouth Center and Other Parks Items -a) Youth Center at North Shore
Park - $1,000,000 appropriation request. b) after school programs - identify
funding sources. c) funding for "at risk" youth, low income, senior citizens and
adult education recreation. d) additional funding for CIP of parks and
recreational facilities. e) assist with Florida Recreation and Development
Assistance Program (FRDAP) grant requests. f) $800,000 for the Miami Beach
Botanical Gardens.
4. Black Box Theater and Books - a) Miami Beach Cultural Arts Council to
determine avenues of funding to establish a Black Box Theater within the new
regional library Cultural Arts Campus in Miami Beach and other endowment
initiatives. b) seek funding for books.
5. Cleaning of Waterways - seek grant for waterways cleanup (Specifically -
Indian Creek)
6. New World Symphony - seeking appropriation from the State of Florida for
renovation to the Lincoln Theater lobby and other enhancements to their
properties.
Legislative Priorities
1. Underground of Utilities - support $500,000 for pilot program.
2. Transportation related items - a) $500,000 for electrowave operating
expenses. b) funding for multimodal center. c) review status of FOOT study of
6000 Collins (Mirabella Site).
3. Cleaning of Beaches and Waterways - seek legislation for cleaning of beaches
and waterways (pilot programs similar to undergrounding of utilities).
4. Police Issues - a) no admittance of people under 21 into alcohol only serving
establishments. b) additional funding for gang intervention in SoBe. c) pawn
shops - electronic transmittal of sales information from 2nd hand dealers.
5. Support SB 156 relating to the Beverage Law - provides that a location for
on-premises consumption of alcoholic beverages licensed after July 1, 1999,
may not be located within 500 feet of a school unless the county or municipal
government approves the location under quasi-judicial procedures used for other
zoning decisions.
6. Immobilization Fee - Amend Sections 125.0103 and 166.043, Florida Statutes;
or, adopt the standards for the maximum immobilization fee, as established by
the City of Miami Beach and Broward County.
