It is my pleasure to introduce to you Mr. M. Kay Randall. He has accepted the position of
Information Technology Services Division Director effective March 15, 1999.
M. Kay Randall has over 30 years of experience in the information technology field. For the past
15 years, he has been the Information Technology Director for Broward County, Fresno County, and
Salt Lake County. These positions have exposed him to a variety of governmental issues and have
given him the opportunity to acquire the knowledge base of both the technical and managerial
aspects of information systems and, most importantly, the understanding that technology is only a
tool used in the solution of the customer and client issues. One of the most exciting projects on
which he has worked was the connection of Broward County to the internet, providing County
employees with a continually expanding range of services, while, at the same time, providing the
citizens with a modernized electronic government which gave responsive and efficient access to
information and services, enabling them to exchange information with County agencies while
reducing the cost to the County.
Mr. Randall has effectively managed up to 185 employees with a $25 million budget, serving 40 job
site locations, 80 network servers, and 4,000 hardware devices. He has maintained a balance
between meeting the immediate needs of the agencies and citizens while developing and
implementing long-range automation and integration plans.

Directed and planned for major County computer, telephone, and radio systems; total staff of 185; with
an annual budget of $25 million. Responsibilities included, but were not limited to, making
presentations to internal and external advisory committees, the County Administrator and the Board
of County Commissioners. Reorganized total Office with new organizational structure, job descriptions,
titles and salary ranges.

Developed long-range automation plans for County to facilitate improved productivity and effectivess
of County organization. Developed database environment including programmer productivity and
customer support tools. Instituted regular customer meetings to assess and incorporate customer
goals and priOiities into annual planning activities. Developed customer service level agreements.
Developed foundation for long-term distributive processing over LANS and W ANS to 40 locations, 80
servers, and over 4,000 devices.
Transitioned County from mainframe concentric environment to client/server technology. Developed
and currently maintain a county-wide Technical Direction Plan with semi-annual updates. Consolidated
multiple county vendor contracts for PC, telephone PBX and data communications purchases and
maintenance, saving the County approximately $600,000 annually.
Implemented NACO and NACIO award winning Internet and Intranet technology.
Maintained capital expenditures at a constant level over the past eight years for the acquisition of all
computers, networks and client server hardware, and meeting planned customer requirements.
Currently tasked with the multi-million dollar project of integrating Broward County's judicial systems,
which encompass the agencies of the State Attorney, Public Defender, Clerk of Court, Broward
Sheriff's Office, and Court Administration.

Responsible for strategical and technical planning, direction, and coordination of all information
technololgy activities within Fresno County, with a staff of 132, and an annual budget of $14 million.
Reported to County Administrator (CAO) and was responsible for making presentation to the CAO and
the Board of County Supervisors regarding automation issues. Negotiated with County department
directors on their information needs. Reduced total automation operating budget by 1 0% the first year
and maintained status quo over the next two years without reducing customer service levels.
Significantly improved communication network response time over 300% by streamlining TP/network
operations. Developed and improved organizational structure to provide greater employee productivity,
increased customer satisfaction and reduced costs.

planning for computer hardware and software acquisition. Saved expensive computer upgrades
through consolidation of work groups and implementation of internal standards, procedures, and
quality assurance actMties. Developed a terminal network for satellite computer center and 25 remote
locations with over 600 terminals utilizing CICS and TSO. Made hardware presentations to executive
steering committee. .
