A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ)
NO. 2020-009-JC, FOR CITYWIDE SECURITY ACCESS SOFTWARE SYSTEM,
AUTHORIZING THE STANDARDIZATION OF LENEL ONGUARD
ENTERPRISE SOFTWARE FOR THE CITY'S ACCESS CONTROL SYSTEM
INFRASTRUCTURE; AND AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AGREEMENTS WITH THE FOUR (4) LENEL AUTHORIZED TOP-
RANKED BIDDERS: G4S SECURE INTEGRATIONS, LLC, THE TOP RANKED
PROPOSER, JOHNSON CONTROLS SECURITY SOLUTIONS, LLC, THE
SECOND RANKED PROPOSER, AVI INTEGRATORS, INC. DBA SECURITY
101, THE THIRD RANKED PROPOSER, AND INTEGRATED SECURITY
SYSTEMS INC., THE FOURTH RANKED PROPOSER, IN ORDER TO CREATE
A POOL OF PREQUALIFIED FIRMS FOR FUTURE WORK; AND FURTHER
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE THE
AGREEMENTS UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY
THE ADMINISTRATION.
WHEREAS, presently, the City of Miami Beach (the "City") operates a citywide physical
access control security system (hereafter referred to as "access control system"); and
WHEREAS, the access control system's primary function is granting door and facilities
entry access by way of approved card credentials, thereby limiting physical access to buildings,
offices, rooms, personnel, and City assets, as well as establish access rights; and
WHEREAS, the current access control system is at the end of its useful life, and requires
replacement; and
WHEREAS, on January 15, 2020, the City Commission approved the issuance Request
for Qualifications ("RFQ") No. 2020-009-JC, for Citywide Security Access Software System ("the
RFQ"); and
WHEREAS, on January 16, 2020, the RFQ was issued; and
WHEREAS, a non-mandatory pre-proposal conference to provide information to
interested proposers was held January 29, 2020; and
WHEREAS, RFQ responses were due and received on March 12, 2020; and
WHEREAS, the City received a total of five (5) submittals from the following proposers:
G4S Secure Integrations, LLC,AVI Integrators, Inc dba Security 101, Integrated Security Systems
Inc, Johnson Controls Security Solutions, LLC, and VIP Systems, Inc.; and
WHEREAS, the four of the bidders, G4S Secure Integrations, LLC, AVI Integrators, Inc.
dba Security 101, Integrated Security Systems Inc., and Johnson Controls Security Solutions,
LLC, submitted the Lenel Onguard Enterprise Software system, and one bidder, VIP Systems,
Inc., submitted AMAG Symmetry Enterprise system, for consideration pursuant to the goal stated
in the RFQ of standardizing the City's access control system; and
WHEREAS, the Procurement Department performed due diligence and determined that
all of the proposals received were deemed responsive and responsible; and
WHEREAS, on February 21, 2020, via LTC #100-2020, the City Manager appointed the
Evaluation Committee (the "Evaluation Committee"), which convened on August 21, 2020, to
consider the proposals submitted; and
WHEREAS, the Evaluation Committee's process resulted in the following ranking: G4S
Secure Integrations, LLC, as top ranked proposer, Johnson Controls Security Solutions, LLC, as
second ranked proposer, AVI Integrators, Inc. dba Security 101, as third ranked proposer,
Integrated Security Systems Inc., as fourth ranked proposer, and VIP Systems, Inc., as fifth
ranked proposer; and
WHEREAS, G4S Secure Integrations, LLC, AVI Integrators, Inc. dba Security 101,
Integrated Security Systems Inc., and Johnson Controls Security Solutions, LLC, the bidders who
proposed the Lenel Onguard system,were ranked first through fourth, respectively, and the bidder
who submitted the AMAG Symmetry Enterprise system was the lowest ranked proposal; and
WHEREAS, after reviewing the qualifications of each firm, and having considered the
Evaluation Committee's comments and rankings, the City Manager has recommended the
standardization of the City's access control system on the Lenel Onguard Enterprise Software
solution; and
WHEREAS, the City Manager also recommends creating a pool of Lenel authorized
bidders to include the top ranked firms, G4S Secure Integrations, LLC, AVI Integrators, Inc.
dba Security 101, Integrated Security Systems Inc., and Johnson Controls Security Solutions,
LLC, which would be eligible for future work.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Qualifications (RFQ) No. 2020-009-JC, for Citywide Security Access Software System, authorize
the standardization of Lenel Onguard Enterprise Software for the City's access control system
infrastructure; and authorize the City Manager to negotiate agreements with the four (4) Lenel
authorized top-ranked bidders: G4S Secure Integrations, LLC, the top ranked proposer, Johnson
Controls Security Solutions, LLC, the second ranked proposer, AVI Integrators, Inc. dba Security
101, the third ranked proposer, and Integrated Security Systems Inc., the fourth ranked proposer,
in order to create a pool of prequalified firms for future work; and further authorize the Mayor and
City Clerk to execute the agreements upon conclusion of successful negotiations by the
Administration.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida approve the resolution accepting the City Manager's recommendation pertaining
to bids received, pursuant to Request for Qualifications (RFQ) No. 2020-009-JC, for Citywide
Security Access Software System.
BACKGROUNDIHISTORY
Presently, the City of Miami Beach (the "City") operates a citywide physical access control
security system which is at the end of its useful life, and requires replacement. The current
system is the based on Millennium Group software, which includes the primary function of
granting door and facilities entry access by way of approved card credentials, thereby limiting
physical access to buildings, offices, rooms, personnel, and City assets, as well as establish
access rights.

In order to assure the level of expertise required for the development of a competitive
solicitation and negotiations for a replacement system, the Administration contracted with Bums
& McDonnell Engineering Co. Inc. under Contract 2016-139-WG, Access Control Security
System Consultant. The Consultant provided a scope of work, technical specifications and
functional requirements for the replacement system. In addition, the Consultant provided
technical review and feedback related to questions during the solicitation process.
By way of the RFQ, the City intends to procure an access control software system that is
robust, and customizable in order to fully meet the needs of the City's security infrastructure.
Additionally, the City will eventually require routine maintenance and emergency services for the
system,which will be addressed further in subsequent phases to the RFQ.
Through this RFQ, the City intends to accomplish the following goals:
1) Select and standardize on a security access control solution (hardware & software)
that has all the functionality necessary to secure city facilities, including but not limited to:
an infrastructure for connected card readers, credentialed users, door locks, control
panels, and alarms.
2) Prequalify one or more contractors (who have been authorized by the manufacturer of
the selected system)for future implementation or maintenance work.
ANALYSIS
On January 15, 2020, the City Commission approved the issuance of the RFQ, which was
issued on the same day. The Procurement Department issued solicitation notices to
12,260 firms utilizing www.BidSync.com. 158 prospective proposers accessed the advertised
solicitation. RFQ responses were due and received on March 12, 2020. The City received a
total of five (5) proposals from the following firms,which were each deemed responsive:
G4S Secure Integrations, LLC ("G4S")-(proposing Lenel Onguard enterprise software)
AVI Integrators, Inc. dba Security 101 ("Security 101") - (proposing Lenel Onguard enterprise
software)
Integrated Security Systems Inc. ("ISS")-(proposing Lenel Onguard enterprise software)
Johnson Controls Security Solutions, LLC ("JCI") - (proposing Lenel Onguard enterprise
software)
VIP Systems, Inc. ("VIP")-(proposing AMAG Symmetry enterprise system)
On February 21, 2020, the City Manager appointed the Evaluation Committee via LTC #100-
2020. The Evaluation Committee convened on August 21, 2020, to consider the proposals
received. The Committee was comprised of the following individuals: Rocio Alba,
Administrative Service Manager, Parking Department, City of Miami Beach; Roland Aragunde,
Detective, Investigations and Technical Support Division, MBPD; Frank Garcia, Senior
Facilities Capital Projects Coordinator, Property Management Department, City of Miami
Beach; Frank Quintana, Deputy Chief Information Officer, Information Technology Department,
City of Miami Beach; and, Ramon Suarez, Human Resources Administrator II, Human
Resources Department, City of Miami Beach.
The Committee was provided an overview of the project, information relative to the City's Cone
of Silence Ordinance and the Government Sunshine Law. The Committee was also provided

with general information on the scope of services and a copy of each proposal. The Committee
was instructed to score each proposal pursuant to the evaluation criteria established in the
RFQ. Cost was not considered by the Committee in the evaluation process. The evaluation
process resulted in the ranking of proposers, on qualitative factors, as indicated in Attachment
A, in the following order.
1st-- G4S Secure Integrations, LLC (proposing Lenel Onguard enterprise software)
2nd — Johnson Controls Security Solutions, LLC (proposing Lenel Onguard enterprise
software)
3rd—AVE Integrators, Inc.dba Security 101 (proposing Lenel Onguard enterprise software)
4th— I ntegrated Security Systems Inc. (proposing Lenel Onguard enterprise software)
5th—VIP Systems, Inc. (proposing AMAG Symmetry enterprise system)
The four top-ranked firms listed below submitted proposals for the Lenel Onguard access
control solution. Below is a brief summary of each firm's proposal
G4S Secure Integrations LLC
G4S Secure I ntegration has designed, built, and maintained integrated security management
solutions for a very diverse customer base, including high-tech, aerospace, utilities, and
municipalities. Its capabilities include access control and alarm monitoring, video management,
video analytics, a wide variety of intrusion detection systems, custom interfaces and GUI
solutions, PIAM, PSI M, gunshot detection systems, and more. Paired with the experience and
expertise in the field, its team is highly qualified for the Access Control conversion project. The
G4S Secure Integration project approach is sustainable and achievable. Drawing upon
experience with other large System deployment partnerships, the approach includes clearly
defined roles and responsibilities, communication/risk management planning, quality control,
scheduling, and strong financials.
Johnson Controls Security Solutions LLC

AVI Integrators. Inc.dba Security 101
Security 101 is uniquely qualified to provide the installation and service required and has an
established track record of Enterprise level installations and maintaining similar systems, as well
as meeting strict time schedules and budget requirements. Security 101 is an IP centric
organization that focuses on Video, Access Control, Intercom and Intrusion Systems for
commercial and government entities. Security 101 has provided and installed over$100 million
in Security/ Access Control and CCTV systems and understand what is required to have a
successful deployment of a security solution. •
Integrated Security Systems. Inc.

Integrated Security Systems (ISS) is a leading systems integration company specializing in
complex, technology driven security system solutions. I SS is dedicated, dynamic and driven
company of security professionals focused on delivering cutting edge, engineered systems.
ISS employs a design build approach and provides detailed, engineered device plans and
drawings, system risers, details and point-to-point matrices for every project. ISS brings direct
experience in providing the highest quality engineering, project management, installation and IT
based support services.
Another firm, VIP Systems, submitted a proposal for the AMAG Symmetry access control
system. However, the Evaluation Committee expressed concerns about the proposal submitted
by VI P systems. Specifically, relating to the access software solution it proposed (eFusion), the
Evaluation Committee expressed concern that the solution did not meet over 40 of the system
requirements, it does not integrate with Munis and Skidata (the City's parking access control
system) and it does not allow for certain necessary customizations to login credentials. Further,
the presentation by VIP failed to address specific points necessary for consideration of such an
important system. As a result, VIP was unanimously ranked last out of the proposals received
by the Evaluation Committee. The other negative with the VIP system is that no other firm
submitted a proposal for the AMAG Symmetry system. Therefore, if VIP were to be selected,
there would be no competition possible when the City went to award future work.
FINANCIAL INFORMATION
Grant funding will not be utilized for this project.
CONCLUSION
After reviewing the submissions, the results of the Evaluation Committee process and staffs
due diligence, I concur with the evaluation committee's ranking of the Lenel Onguard system
over the eFusion system, primarily for the following reasons.
1. Lenel offers comprehensive inoperability with the City's Video Surveillance System
(Milestone). Lenel and Milestone also have a tight integration which creates an efficient
active monitoring solution with minimal training for the operators. Lenel and Milestone have
a Strategic Partnership agreement that reduces license fees between to the two
products.
2. Lenel utilizes Mercury Security (Platinum Premier Partner) hardware which is considered
non-proprietary. This will allow the City to replace Lenel with another Mercury Security
based access control system without replacing the hardware. Some of the major
competitors of Lenel employ proprietary hardware which will necessitate a complete
hardware replacement if the City decides to change systems in the future.
3. The Lenel certified integrators that submitted proposals have a local presence which
allows the city to quickly respond to installation and maintenance needs.
4. Lenel offers several features that Miami Beach could utilize in the future:
1. Mobile Credential: utilizing your cellphone as a credential (low power Bluetooth)
2. Visitor Management System: self-service, full-service with visitor pre-registration, or
full-service without visitor pre-registration
3. Mobile Monitoring: real time monitoring of alarms on mobile devices
4. Mobile Badge: enrolling cardholders at remote sites
5. Cloud Solution: ability to deploy OnGuard to Amazon Web Services
6. Smart Cards and Biometrics integration
5. Lenel OnGuard was first developed in 1995 and has continually been updated their
software with new features and versions. Lenel was the first access control system to

provide an open architecture security platform. This allows other security and information
systems to easily integrate with Lenel OnGuard.
With regard to the integrators authorized by Lenel (G4S Secure Integrations, Johnson Controls
Security Solutions, AVI Integrators dba Security 101, Integrated Security System), all are
certified by the manufacturer of the system selected. Further, the Evaluation Committee
deemed all four firms to be well qualified with each firm receiving at least one first place ranking
by the members of the committee.
Therefore, I recommend that the Mayor and City Commission approve the resolution accepting
the recommendation of the City Manager, pursuant to Request for Qualifications (RFQ) 2020-009-
JC, for citywide security access software system, authorizing the standardization of Lenel Onguard
software for the City's access control system infrastructure; and authorizing the City Manager to
negotiate agreements with the four (4) Lenel authorized top ranked bidders, G4S Secure
Integrations, the top ranked proposer, Johnson Controls Security Solutions, the second ranked
proposer, AVI Integrators dba Security 101, the third ranked proposer, and Integrated Security
System, the fourth ranked proposer, in order to create a pool of prequalified firms for future work; and
further authorizing the Mayor and City Clerk to execute the agreements upon conclusion of
successful negotiations by the Administration.
