ALLISON ISLAND STREET IMPROVEMENT PROJECT

Following discussions at the March 3, 1999 Commission Meeting, I conducted an inspection of
Allison Island in the company of key City staff. Present were representatives of Public Works,
Parks, Sanitation and Property Management as well as the City Manager's office. The attached
photos depict the existing conditions on the morning of March 4, 1999 (Attachment No.1). The
photos also illustrate the present conditions of the Island upon completion of the corrective action
taken by City staff at the Island. The following summary by area, indicates what has been
accomplished (Attachment No.2):
AREA 1
A large area of trash and tree clippings was found in the median across from 6650 Allison Road.
This was removed by the Sanitation Department. A piece ofPVC conduit was also removed from
this area. Two small pieces of pipe were removed from the median across from 6550 Allison Road.
AREA 2
An empty FPL conduit was cut to grade and a section of pipe was removed from the median across
from 6444 Allison Road.
AREA 3
A medium size area of dead shrubs and tree clippings was found in the median across from 6341
Allison Road. This was removed by the Sanitation Department. Several small pieces of debris were
removed from the median in this area. The area in front of the guardhouse was graded and raked
clean. Property Management has also pressure cleaned the sidewalk and wall at the front entrance
to the Island.
GENERAL
The Parks Department raked leaves, removed rocks from the medians and trimmed the existing trees
and palms. The Public Works and Sanitation Departments swept and picked up debris left behind
from the undergrounding of the utilities. The roadway has been swept clean. All holes have been
filled and the road repaved with new asphalt. The recently installed drainage gutters were swept
clean. The areas left open for the proposed drainage structures have been filled and paved. The Parks

Department cleaned, trimmed and mulched the landscaping at the entrance.
Additionally, we have contacted Mr. Philip Grabarnick of 6480 Allison Road regarding a problem
with an outfall drainage pipe at his address. The Public Works Department will correct the problem.
A final walk-thru of the Island with representatives of the three utility companies, FPL, BellSouth
and Cablevision has been scheduled to address any remaining unfinished items. The activities listed
below describe the remaining work to bring the project to completion.
TREE REMOV AL
The removal of the existing trees will be completed in the month of March. A tree removal permit
from DERM has been obtained.
DRAINAGE IMPROVEMENTS
The drainage portion of the improvements has been advertised for bids with a bid opening date of
March 22, 1999. A permit from DERM was obtained by the City prior to the decision to advertise
the project for bids. The construction is scheduled to begin in late April or early May and be
completed in June.
LANDSCAPING
The modifications to the landscaping plans are being developed, addressing the substitution of the
Royal palms included in the current design with Medjool palms as requested by the residents and
Commission. A refund check associated with the undergrounding work performed by FPL in the
amount of$188,045.30 is available to implement these modifications. The landscaping plans will
then be advertised for bids with installation occurring in July and August.
FINAL PAVING
The final paving and the installation of a new curb around the medians will be done by City forces
in September after completion of all other components of the project.
In addition, the Code Compliance Department has visited the area and notified the neighbors to
refrain from disposing trash and/or construction debris on the medians in the future.
