W HE R EA S, the United States Constitution requires the U.S. Census Bureau to conduct
a count of the population every 1 O years; and
WHEREAS, the City of Miami Beach is committed to ensuring every resident is counted;
and
WHEREAS, a successful census program integrates federal, state and local resources
within each level of government so that a true intergovernmental partnership is achieved for a
timely and accurate count, and these efforts were hampered during the novel coronavirus
("COVID-19") pandemic causing deadlines to be amended so that an accurate count can be
obtained; and
WHEREAS, census data determines political representation to the United States House
of Representatives, state legislatures, and local governments, and the amount of funding that will
be provided by the federal government for programs as a result of the population count; and
WHEREAS, more than $675 billion per year in federal and state funding is allocated to
communities across the country based upon population, and said funding supports public health
care, community development, housing, education, transportation, social services, employment,
and public policy; and
WHEREAS, each Census Bureau employee takes a lifetime oath to protect confidentiality
and ensure that data identifying respondents, or their household will not be released or shared;
and
WHEREAS, a united voice from businesses, government, community-based and faith-
based organizations, educators, media and others should join together so that the 2020 Census
message reaches the broadest audience, providing trusted advocates who can spark positive
conversations about the 2020 Census; and
WHEREAS, the U.S. Census Bureau wishes to cease its door-to-door follow-up campaign
and complete its operations by September 30, and this will be injurious to high-growth states like
Florida, and all efforts should be made by our Congressional delegation to legislatively require
the Bureau to keep its October 31st deadline so that sufficient time exists for all persons to be
accurately counted.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby affirm support for and a partnership with federal, state, and local leaders to
ensure an accurate 2020 U.S. Census; and direct the City Clerk to transmit this Resolution to the

U.S. Senate Majority and Minority Leaders, U.S. Speaker of the House, Florida Senators Marco
Rubio and Rick Scott, and U.S. Congresswoman Donna Shalala.
