W H E R E A S , on March 11, 2020, the World Health Organization declared the
rapidly spreading novel coronavirus ("COVID-19") a pandemic, acknowledging what has
seemed clear for some time - the virus will likely spread to all countries on the globe;
and
WHEREAS, the rate of infection throughout the world and in the US has
accelerated rapidly, grinding most markets and businesses around the globe to a halt;
and
WHEREAS, there have been unprecedented effects of the pandemic, including
the severe disruption to societies and economies, and the devastating impact on the
livelihood of people; and
WHEREAS, on March 27, 2020, the United States Congress approved the CARES
Act, the largest economic relief package in U.S. history, allocating $2 trillion to provide
immediate assistance to individual Americans, small businesses, and major industries on
the brink of economic collapse amid the ongoing pandemic; and
WHEREAS, municipalities and counties with a population under 500,000 were left
out of targeted relief from the CARES Act; and
WHEREAS, on April 7, 2020, U.S. House of Representatives member, Joe
Neguse, introduced House Bill H.R. 6467, titled "Coronavirus Community Relief Act,"
which seeks to aid small local governments with populations under 500,000 with a $250
billion relief fund; and
WHEREAS, as of April 14, 2020, the bill was cosponsored by at least 75 members
of the U.S House of Representatives.
W H E R E A S , the City of Miami Beach currently has a population of approximately
92,000 residents; and
WHEREAS, while Florida's economy has diversified over the past 20 years and
has seen growth in areas such as infrastructure and construction, tourism still remains
the state's economic "ba ckbone"; and
WHEREAS, tourism remains the City of Miami Beach's most important economic
engine; the City hosts approximately 15 million visitors each year, and is considered one
of the world's most popular tourist destinations because of its beaches, crystal-clear blue
water, and amazing tropical environment; and
WHEREAS, it is undisputable that with closure of non-essential businesses
throughout Florida, COVID-19 is impacting, and will continue to impact the City, and the
rest of Florida, on a scale that will rival some major world events that have adversely
affected tourism and the economy in the past; and
WHEREAS, as such, the Mayor and City Commission urge President Donald
Trump and the U.S. Congress to support and enact the Coronavirus Community Relief
Act, or any other similar legislation aimed at providing aid to small local governments
across the country.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge President Trump and U.S. Congressional Leaders to support
and enact U.S. House of Representatives Bill, H.R. 6467, titled "the Coronavirus
Community Relief A ct", which would provide $250 billion in COVID-19 stabilization funds
for counties and cities with a population under 500,000; and direct the City Clerk to
transmit a certified copy of this Resolution to U.S. Senate Majority and Minority Leaders,
U.S. Speaker of the House, Florida Senators Marco Rubio and Rick Scott, and U.S.
Congresswoman Donna Shalala.
