W HER EA S, economically and ecologically valuable nearshore coral reef resources are found in Florida coastal waters from Martin County to the Dry Tortugas in Monroe County, and comprise the Florida Reef Tract the only coral reef tract in the continental United States and third largest coral barrier reef system in the world; and W HER EA S, the highly-accessible Florida Reef Tract in the southeast region has experienced impacts from extremely high usage year-round, from coastal construction including dredging, and water quality degradation caused by numerous factors including: prolonged periods of exceptionally warm water temperatures; acidification; and direct human inputs such as continued operation of ocean outfalls, leaking septic systems, and fertilizer inputs; and W HER EA S, coral reefs are the first line of defense for our beaches and coastal communities, providing invaluable physical impact and storm surge protection from increasingly severe and frequent tropical storm events; and W HE R EA S, dredging activities present a potential threat to coral reefs; and W HE R EA S, prior to the initiation of the Port of Miami ("PortMiami") dredging project, environmental assessments predicted only "temporary", "localized", and "insignificant" sedimentation impacts to corals, extending to about 150m from the channel; and W HER EA S, a study conducted by the University of Miami Rosenstiel School of Marine and Atmospheric Science and the Miami Waterkeeper published findings showing significant damage to coral reefs directly adjacent to Miami Beach from the 16-month dredging operation at the PortMiami from its beginning in 2013; and W HE R EA S, the study found that areas closer to dredging experienced higher sediment trap accumulation, benthic sediment cover, coral burial, and coral mortality; and W H E R E A S , the study found that sediment buried between 50% to 90% of nearby reefs, resulting in widespread coral death; and WHEREAS, the study's results indicated that over 560,000 corals were killed within 0.5 km of the shipping channel, with impacts extending 10 km north of the channel; and WHEREAS, dredging-related impacts were not only widespread, but also long lasting, as indicated by sediment cover and depth measurements taken over two years after the dredging activities; and WHEREAS, the negative impacts described within the study demonstrate that the project exceeded the pre-construction predictions in terms of: (1) geographic area, by one to two orders of magnitude; (2) severity, with hundreds of thousands to millions of corals either partially or totally killed, including those listed as threatened on the Endangered Species Act; and (3) permanence, lasting at least two years post-dredging; and WHEREAS, the study clearly demonstrates that there were insufficient measures in place to ensure the protection of corals and coral habitat; and WHEREAS, coral reefs face increasing threats from a range of global threats, particularly climate change, and such threats do not always fall within the scope of local management actions; and WHEREAS, additional attention must be paid to protecting the corals that remain, and preventing avoidable impacts from human activities, such as dredging, which, unlike climate change, can be managed at the local level; and WHEREAS, the project officially ended in September 2015; and WHEREAS, the post-construction coral impact report was completed in November 2017;and WHEREAS, Florida Department of Environmental Protection ("FDEP") has still not completed an impact assessment to understand the impacts to area coral reefs based on best available science; and WHEREAS, FDEP has still not developed a mitigation plan to address unpermitted damage from this project. NOW, THEREFORE, BE IT DUL Y RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge the U.S. Army Corps of Engineers ("USACE"), Florida Department of Environmental Protection ("FDEP"), and Miami-Dade County to assess the impact of the PortMiami deep dredging project on coral reefs and seagrasses. and provide a mitigation plan for the restoration of the ecosystems; and direct the City Clerk to transmit this Resolution to the U.S. Army Corps of Engineers ("USACE"), Florida Department of Enviro nm ental Protection ("FDEP"), th e m em bers of the Comm ission of M iami-Dade County, and all m unicipal govern m ents w ithin Miami-D ade County.
