Resolution 2020-31505 RESOLUTION NO. 2020-31505 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE UTILIZATION OF FUNDS FROM THE NORTH SHORE PATH AND FIELDS SUB-PROJECT (GO#13) IN ORDER TO ADVANCE THE DESIGN AND CONSTRUCTION OF THE SKATE PARK PROJECT (GO#30), SUBJECT TO THE FIRST AMENDMENT TO THE CAPITAL BUDGET FOR FISCAL YEAR 2021. WHEREAS, during the February 12, 2020 City Commission Meeting, a discussion to fund the design work for the North Beach Skatepark expansion (the "Project), sponsored by Commissioner Ricky Arriola, was referred to the Finance and Economic Resiliency Committee ("FERC"); and WHEREAS, the discussion commenced with the consideration to fund the design work in Tranche 2, so that when GO Bond money becomes available in Tranche 3, the City may immediately begin construction of the project. The total budget allocated in Tranche 3 is $750,000; and WHEREAS, at the June 12, 2020 FERC meeting, the Committee discussed an option to fund the Project sooner than projected, and it was determined that the Project should be brought to the G.O. Bond Oversight Committee to discuss the ability to move the Project to Tranche 2, and immediately fund the design portion of the project in order to advance it; and WHEREAS, the item was again discussed at the July 24, 2020 FERC meeting, wherein the Administration presented two funding options for the Skate Park project to be advanced to Tranche 1: • Option # 1 — Not Recommended by Administration Utilizing funding from the current savings of $2 million in the Parks category. This option, however, was not recommended by the Administration as it has been discussed in meetings that current savings be set aside or "parked" to be used when other larger projects may need additional funding over the life of the program due to cost increases or other unknown reasons. • Option # 2 — Recommended by Administration GO #13 North Shore Path & Fields subproject needs to be postponed from Tranche 1 to Tranche 2 since the project cannot commence until the parking garage at the 72nd Street Complex is completed in the summer of 2023. This offers the opportunity to advance the design and construction of the Skate Park Project to Tranche 1 since the budget ($750,000) is substantially less than the North Shore Park & Fields project ($3,694,000), and since both projects are within the same Bond Category (Parks); and WHEREAS, FERC members agreed that Option #2 is the preferred option in order to advance the Project and directed the Administration to proceed accordingly; and WHEREAS, the Administration's recommendation was also approved by the G.O. Bond Oversight Committee at its September 24, 2020 Committee meeting. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve the utilization of funds from the North Shore Path and Fields Sub- Project (GO#13) in order to advance the design and construction of the Skate Park Project (GO#30), subject to the First Amendment to the Capital Budget for Fiscal Year 2021.
