CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR AND ACCEPT FUNDING (INCLUDING
MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL
DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF ENVIRONMENTAL
PROTECTION, STATE FISCAL YEAR 2021/22 FLORIDA RECREATION DEVELOPMENT

MOTORCYCLE SAFETY CAMPAIGN GRANT IN THE APPROXIMATE AMOUNT OF $75,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for funding for from the
Florida Department of Environmental Protection, State Fiscal Year 2021/22 Florida Recreation
Development Assistance Program (FRDAP), in the approximate amount of $200,000 for Marjory
Stoneman Douglas Ocean Beach Park, the details of which are as follows:
• The Florida Recreation Development Assistance Program ("FRDAP") is a competitive
grant program that provides grants to local governmental entities for acquisition or
development of land for public outdoor recreation use. The Department of Environmental
Protection ("DEP") evaluates each eligible application and assigns a final score to the
application, based on the scope of work of the proposed project. DEP then prepares and
submits a Priority List to the Florida Legislature that includes all the projects that are
recommended for funding.
• The City Administration is seeking funds from the Florida Department of Environmental
Protection for Marjory Stoneman Douglas Ocean Beach Park. The project would replace
the existing children's playground with a new shaded playground, replace the lighting with
energy efficient LED "turtle-friendly" lighting, and add trees, landscaping, and picnic tables.
The project also includes the renovation of sidewalk and pathways.
• Total project cost is $400,000. The Administration is requesting $200,000 in grant funds
and the City will provide matching funds in the amount of $200,000. The source of
matching funds is account number#391-0950-069357-28-410-546-00-00-00-23619; and
WHEREAS, the City Administration requests approval to apply for funding for funds in the
amount of approximately $48,000 from the Miami-Dade County Neat Streets Miami, Fiscal Year
2020/21 Street Tree Matching Grant for the City's Reforestation Project, the details of which are
as follows:
• Neat Streets Miami is a Miami-Dade County Program dedicated to the maintenance and
beautification of transportation gateways, corridors and connections. The Street Tree
Matching Grant Program is funded by Miami- Dade County and provides funding to
municipalities, non-profits, and community organizations to plant native or Florida-friendly
trees on the County' s corridors and gateways. The goal of this program is to encourage
investment in County and local streets; and the planting of Florida-friendly trees on streets,
including corridors, gateways, bus stops, and connections to school and parks. The
Program supports the County's Million Trees Miami Campaign, which is a community-wide
effort to plant one million trees to achieve a 30 percent tree canopy cover for Miami- Dade
County.
• The City Administration is seeking funds from Miami-Dade County for the 2021 Neat
Streets Reforestation Project. This project will increase the City's tree canopy by adding
59 high quality/salt tolerant trees along local roads that currently lack sufficient canopy
coverage due to storm damage and/or unplanted planting spaces. The location of the
planting is proposed to be along Biarritz Drive from South Shore Drive to Fairway Drive
and on Fairway Drive along Fairway Park.
• The total project cost is approximately $94,450. The grant request is for $47,270 and the
City matching funds in the amount of$47,270. The source of matching funds is GO Bond
G/L account 393-0830-000342-29-402-518-00-00-00-66419; and
WHEREAS, the City Administration requests approval to apply for funds from the U.S.
Department of Homeland Security, Federal Emergency Management Agency, Fiscal Year 2020
Building Resilient Infrastructure and Communities Program ("BRIC"), in the approximate amount
of $2 million for Maurice Gibb Memorial Park. The details of which are as follows:
• Building Resilient Infrastructure and Communities (BRIC) is a new FEMA pre-disaster
hazard mitigation program to support states, local communities, tribes and territories as
they undertake hazard mitigation projects, reducing the risks they face from disasters and
natural hazards. The program aims to categorically shift the federal focus away from
reactive disaster spending and toward research-supported, proactive investment in
community resilience.
• The City Administration is seeking funding from FEMA for Maurice Gibb Memorial Park to
raise the seawall to the updated minimum height, with the top of the seawall cap to be
installed at an elevation of 5.7 NAVD, to address sea level rise. Additionally, this project
is proposed to include soil remediation and a living shoreline, incorporating natural
vegetation, native species and other green infrastructure.
• The total project cost is approximately $2 million. The grant requires a 25% match. The
grant request is for approximately$1.5 million and the City's matching funds in the amount
of approximately $500,000 is in account number # 393-0815-069357-29-410-576-00-00-
00-21919; and
WHEREAS, the City Administration requests approval to apply for funds from the Florida
Department of Transportation Fiscal Year 2020/21 Speeding and Aggressive Driving Grant in the
approximate amount of$75,000. The details of which are as follows:
• The Administration is requesting Federal Highway Safety funds from Florida Department
of Transportation's Speeding and Aggressive Driving Grant Program.
• The proposed program aims to reduce traffic fatalities and injuries by implementing
enforcement campaigns targeting speed and aggressive driving infractions. Miami Beach
Police Department will utilize resources to conduct high-visibility, zero-tolerance
enforcement operations at locations identified as "High-Risk Areas," which have a high
frequency of traffic crashes and/or fatalities to supplement existing traffic operations. The
primary focus for operations will be to identify the violators of speed and aggressive driving
laws.
• Funding is requested in the amount of $75,000 and will be used for overtime salary and
benefits, speed measuring devices and a speed trailer to implement a program to deter
speeding and aggressive driving in Miami Beach.
• This grant does not require matching funds; and
WHEREAS, the City Administration requests approval to apply for funds from the Florida
Department of Transportation Fiscal Year 2020/21 Impaired Driving Initiative Grant in the
approximate amount of$75,000. The details of which are as follows:
• The Administration is requesting funds from Florida Department of Transportation's State
Safety Office for the Impaired Driving Initiative Grant.
• Impaired driving is a serious problem in Florida, The Miami Beach Police Department
(MBPD) is requesting funds for its Overtime DUI Enforcement Program. With the proposed
funding, MBPD will be able to conduct at least 10 Saturation Patrols and 2 Checkpoints,
in addition to the 5 Saturation Patrols funded by the City.
• The Miami Beach Police Department, with assistance from the Public Information Office,
will conduct a mass media campaign through its various social media outlets to publicize
enforcement operations and to help spread the message of the "Drive Sober or Get Pulled
Over" enforcement campaign.
• The grant request, in the amount of $75,000 will fund overtime salary and benefits for
essential personnel working DUI Checkpoints and Saturation Patrols, as well as those
directly involved with the clerical functions. This grant does not require matching funds;
and
WHEREAS, the City Administration requests approval to apply for funds from the Florida
Department of Transportation Fiscal Year 2020/21 Occupant Protection and Child Passenger
Initiative Grant in the approximate amount of$60,000. The details of which are as follows:
• The Administration is requesting funds from Florida Department of Transportation's State
Safety Office for the Occupant Protection and Child Passenger Initiative.
• Ensuring that passengers wear a safety belt is the single most effective way to save lives
and reduce serious injuries in crashes. Research has found that lap and shoulder
combination safety belts, when used, reduce the risk of fatal injury to front-seat passenger
car occupants by 45% and the risk of moderate to critical injury by 50%. Seat belt usage
in passenger vehicles saved an estimated 14,955 lives in 2017. Grant funds will be used
to implement the Miami Beach Police Department's "Buckle Up" Campaign, using
countermeasures that work as detailed by the National Highway Traffic Safety
Administration.
• The City is requesting finding in the amount of $75,000 to be used for Police overtime
salary and benefits.
• This grant does not require matching funds; and
WHEREAS, the City Administration requests approval to apply for funds from the Florida
Department of Transportation Fiscal Year 2020/21 Motorcycle Safety Campaign Grant in the
approximate amount of $75,000. The details of which are as follows:
• The Administration is requesting funds from Florida Department of Transportation's State
Safety Office for the Motorcycle Safety Campaign.
• With grant funding, the Police Department will conduct High Visibility Enforcement-style
details specifically targeting motorcycle and motor scooter violations. During the
operations, officers will be on the lookout for motorcyclists and motor scooter operators
who are committing traffic violations. Officers will educate motorcycle and motor scooter
operators regarding safety equipment and procedures.
• The City is requesting finding in the amount of $75,000 to be used for Police overtime
salary and benefits.
• This grant does not require matching funds.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements retroactively approve
and authorize) the City Manager, or his designee, to apply for, accept and appropriate funding
(including matching funds and any related city expenses), and to execute any and all documents
or agreements in connection with the following grants, programs, and agreements: 1) Florida
Department of Environmental Protection, State Fiscal Year 2021/22 Florida Recreation
Development Assistance Program ("FRDAP"), in the approximate amount of$200,000; 2) Miami-
Dade County Neat Streets Miami, Fiscal Year 2020/21 Street Tree Matching Grant Program, in

ANALYSIS
1 . Florida Department of Environmental Protection. State Fiscal Year 2021/22 Florida
Recreation Development Assistance Program (FRDAP)._ in the approximate amount of
$200.000 for Marjory Stoneman Douglas Ocean Beach Park,
