SUBJECT: NORTH BE CH POLICE ENHANCEMENTS (12 WEEK INITIATIVE)
"NEIGHBORHOODS FIRST"
This Letter to Commission is to advise the Mayor and City Commission of the Police Department's
North Beach Police Enhancement Initiative.
The Police Department is increasing its presence in North Beach effective immediately. Responding
to complaints regarding quality of life issues, gang activity, drug dealing, and traffic concerns, the
Police Department is deploying police officers from our Patrol and Criminal Investigations
Divisions, along with police officers from the Miami-Dade Multi-Agency Gang Task Force, Robbery
Intervention Detail, and agents from the Drug Enforcement Administration in an intense
concentration of uniform and plain clothes officers targeting known locations and offenses. A variety
of specialized units, including patrol and beat officers assigned to our North End Sub-Station, will
be specifically assigned over the next 12 weeks to provide an increased presence and enforcement
with the intention of enhancing the quality of life and improving the image of North Beach.,
Attached is a copy of the action plan for this initiative.
The Administration will report with statistical information as it relates to this initiative.

SUBJECT: NORTH BEACH POLICE ENHANCEMENTS - ACTION PLAN
Per our meeting on March 4, 1999, I want to initiate this effort effective immediately.
The Overtime Code is 704 with the secondary tracking information to read "North
Beach Police Enhancements". The optional tracking information is to highlight the
specific function, Le., SIU, STEP, etc. All paperwork is to be coded with a "NB"
following the Case #, Arrests #, FI #, etc. (Captain Alamo will introduce a form
specific to statistic retention for this program).
March 4, 1999:
CID proactive details assigned to Th/F/S 5:00 p.m.-
Midnight
North Beach: 2 Robbery Detectives
4 Gang Unit Detectives
(no overtime - on duty assignment thru March 13, 1999)
North District Afternoon Shift Beat Officers to cover
seven nights a week (four nights on-duty as currently
assigned and one officer on overtime - 5:00 p.m. -
midnight - a second Beat Officer assigned on overtime
to the east end of Normandy Th/F/S/S 5:00 P.M. -
midnight - Total 49 hours of overtime weekly)
North District Dayshift Beat Officer to work a 5th day -
7:00 a.m. to 3:00 p.m. 8 hours weekly)

Beat Officers and District Supervisors will coordinate an effort with homeless
outreach workers, identifying individuals, offering assistance and documenting our
contact/response.
March 8, 1999:
Afternoon Shift STEP Motors to be assigned on-duty,
Wed-Sat, for the next three weeks (no overtime). One
Day Shift STEP Motor to target parking violators,
targeting abandoned vehicles.
March 15, 1999:
Narcotics Unit (SIU) to prioritize enforcement in North
Beach, Tuesday - Friday, and work a 5th day (Sat night)
on overtime. (70 hours weekly for three weeks.)
SIU will contact GIS Brad Brown, DEA Group 8, for manpower assistance as
available.
AprilS, 1999:
Miami Beach Gang Unit to prioritize enforcement in
North Beach, Wed-Sat, and work a 5th day on overtime
(50 hours weekly for three weeks).
Gang Unit to contact Miami-Dade MAGTF for saturation assistance.
April 26, 1999:
Miami Beach Domestic Violence Detectives and
Robbery Detectives to prioritize enforcement in North
Beach and work a 5th day on overtime (84 hours for
three weeks).
Robbery Detectives to contact Miami-Dade RID-E for saturation assistance, as
well as Miami-Dade Warrants Division for possible North Beach subjects.

May 17,1999:
North District Uniform Officers, 1 Sgt./2 Patrol Officers in addition
to on-duty staffing, to work Th/F/S nights 5:00 p.m. - midnight
providing follow-up presence and maintenance. (63 hours weekly
for two weeks.)
The impact of this increased presence is to be evaluated by the District
Commander and an After Action Report prepared. All input is to be
forwarded to the NESS prior to June 7, 1999, and the final report is due
June 14, 1999. Supervisors are to ensure that all paperwork is properly
prepared, especially overtime coding, and forwarded appropriately. Major
Robbins is to coordinate the HUD Officers participation as needed. The
appropriate Division Commander will document any assistance by outside
agencies (manhours-stats)
