NARCOTICS AR ESTS ON JEFFERSON AVE
Date: October 16, 2003
To:
Subject:
The neighborhood between 6th and 8th streets between Jefferson and Meridian Ave has
been targeted by the undercover detectives of the Strategic Investigations Unit and uniform
patrol officers from the midnight shift to reduce the drug activity and address quality of life
issues. During the last six weeks there have been 18 narcotics arrests. In addition, Chief
De Lucca has directed the Patrol Division and the undercover detectives of the Strategic
Investigations Unit to do the following:
. Officers will investigate the area every evening during the peak activity hours of
sundown until 1 :00 or 2:00 a.m. for signs of drug activity.
. Afternoon shift Sergeants will contact the Managers of the buildings to locate
apartments in the area for use in surveillance and possible sites for drug reverses.
. Flyers will be made available to the Patrol Division identifying subjects involved in
drug sales in the area.
. There will be a consistent uniform Patrol presence in the neighborhood (when the
undercover detectives are not engaged in active operations).
. The Crime Prevention Unit will work with the Strategic Investigations Unit to secure
No Trespassing agreements in the targeted buildings. The Crime Prevention Unit
will also be contacting the Owners and/or Managers of the problem buildings to
enlist their aid in reducing this criminal activity.
This proactive activity will be incorporated into the Quality of Life task force being currently
developed to operate until the end of the year.

We have a major drug/prostitution/harassment/robbery problem around 6th to 8th street and
between Jefferson and Meridian Ave.We cannot go to the MERIDIAN market between JEFFERSON
and Meridian at 6th st. At 745 Jefferson ave apartments there is drug activity day and
night. It is unsafe to say the least. I have complained to you before (Mr.
Bermudaz..mayors office) and we still have a major drug problem. The streets belong to the
dealers and users. Crime follows.
Please help. We cannot go to the store because of all the undesirables hanging out and
selling and begging etc. We need to take back our streets and neighborhood.
It is so open, all the drug dealing day and night. Please do something. Thank you for
anything you can do. Please respond. Thank you again.
Sincerely,
Very Concerned citizen,
