MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND APPROVING
AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS
RETROACTIVELY APPROVING AND AUTHORIZING)THE CITY MANAGER,
OR HIS DESIGNEE TO APPLY FOR AND ACCEPT FUNDING (INCLUDING
MATCHING FUNDS AND ANY RELATED CITY EXPENSES) AND EXECUTE
ANY AND ALL DOCUMENTS OR AGREEMENT IN CONNECTION WITH THE
FOLLOWING GRANTS, PROGRAMS AND AGREEMENTS: 1) NATIONAL
ASSOCIATION OF VOCA ASSISTANCE ADMINISTRATORS, FISCAL YEAR
2021 NATIONAL CRIME VICTIMS' RIGHTS WEEK COMMUNITY
AWARENESS PROJECTS FUNDING OPPORTUNITY, IN THE
APPROXIMATE AMOUNT OF $5,000; 2) FLORIDA YOUTH SOCCER
ASSOCIATION, IN THE APPROXIMATE AMOUNT OF $5,000; 3) FLORIDA
DEPARTMENT OF TRANSPORTATION, SOUTH FLORIDA COMMUTER
SERVICES, IN THE APPROXIMATE AMOUNT OF $20,000; 4) UNITED
STATES CONFERENCE OF MAYORS, CHILDHOOD OBESITY
PREVENTION/ENVIRONMENTAL HEALTH AND SUSTAINABILITY
AWARDS, IN THE APPROXIMATE AMOUNT OF $175,000; 5) MIAMI-DADE
COUNTY, EMERGENCY MEDICAL SERVICES GRANT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $5,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for funding for funds, in the
amount of approximately $5,000, from the National Association of VOCA Assistance
Administrators, Fiscal Year 2021 National Crime Victims' Rights Week Community Awareness
Projects Funding Opportunity, the details of which are as follows:
• The National Association of VOCA Assistance Administrators (NAVAA), in cooperation
with the Office for Victims of Crime, is seeking proposals to promote community-wide
public awareness of the rights and available services for victims of all types of crimes
during National Crime Victims' Rights Week (NCVRW), April 18-24, 2021; The 2021
NCVRW theme is "Support Victims. Build Trust. Engage Communities."
• The Miami Beach Victims' Rights Virtual 5K will enable the Victim Services Unit, the Police
Department, and the City to engage the local and broader community; uniting people in
recognition of those who have suffered victimization, strengthening the trust and
relationship with the Police Department, empowering victims on their healing journey and
raising awareness about victims' rights and services at the local, national and international
levels.
• The City Administration is seeking approximately$5,000 in funding for promotional items
and a social media advertising campaign for the Miami Beach Police Department's "We
Run for Them!" Miami Beach Victims' Rights Virtual 5k; no matching funds are required
for this grant.
WHEREAS, the City Administration requests approval to apply for funding in the amount
of approximately $5,000, from the Florida Youth Soccer Association, the details of which are as
follows:
• The Florida Youth Soccer Association (FYSA) is the governing body that oversees Travel
Soccer for the State of Florida, established by the FYSA Board of Directors in order to
give back to the affiliates and to assist them in furthering the game of soccer in Florida;
Funding is available for scholarships that support a portion of registration fees for
disadvantaged players, with players qualifying for registration fee scholarships if they
receive free or reduced lunch during the school year.
• The City Administration is requesting funding, in the approximate amount of$5,000, which
will be used towards Travel Soccer registration fees for 22 players. No matching funds are
required for this grant.
WHEREAS, the City Administration requests approval to apply for funds, in approximate
amount of$20,000 from Florida Department of Transportation, South Florida Commuter Services.
The details of which are as follows:
• The City Administration has been approved for funding in the approximate amount of
$20,000 from Florida Department of Transportation (FDOT) to support the development
and implementation of the City's Transportation Management Initiative (TMI) Program.
• This is the third award for this program, as the City previously received funding from FDOT
in 2018 and 2019; continuing the partnership between FDOT and the City on the TMI
Program.
• South Florida Commuter Services is a program of FDOT, working in cooperation with the
City to develop the TMI, staffed by members of the South Florida Commuter Services.
• The TMI will focus on key Transportation Demand Management strategies, including, but
not limited to reducing single occupancy vehicle trips in the City and supporting the use of
alternative modes of transportation.
• The TMI program includes outreach, marketing and other activities to reduce congestion
and support alternative ways to commute.
• This project is a collaboration of FDOT District VI and FDOT District IV and requires
approximately $20,000 in matching funds, which are available in the Transportation and
Mobility Department's FY 2021 Professional Services Account #106-9615-000312-30-
403-529-00-00-00-.
WHEREAS, the City Administration requests approval to apply for grant funds, in the
approximate amount of $175,000 from the United States Conference of Mayors, Childhood
Obesity Prevention/Environmental Health & Sustainability Awards. The details of which are as
follows:
• The goal of the US Conference of Mayors 2021 Childhood Obesity
Prevention/Environmental Health and Sustainability Award is to support programs that
engage community members and promote or stimulate behavior change, in the categories
of childhood obesity prevention, environmental health and sustainability or a hybrid of
both.
• The City's program will be directed towards teenagers who attend Miami Beach Senior
High and/or participate in afterschool programs.
• The goal is to promote healthy eating habits within youth, connect our local businesses to
the community, and tie it all back to the importance of waste reduction through composting.
• The City Administration is requesting approximately $175,000 for a series of interactive
and virtual activities geared toward educating youth on healthy eating, gardening and
composting; no matching funds are required for this grant.
WHEREAS, City Administration requests approval to apply for funds, from the Miami-
Dade County, Emergency Medical Services Grant Program, in the approximate amount of$5,000,
the details of which are as follows:
• The Emergency Medical Services (EMS) grant program provides emergency medical
service providers with funds to acquire, repair, improve, or upgrade emergency medical
services systems.
• Funds must be used for the improvement and expansion of emergency medical services
within the list of eligible activities outlined by the State of Florida.
• The City Administration is requesting approximately $5,000 for emergency medical
services equipment, materials, and services needed to enhance the delivery of emergency
medical services provided by the Miami Beach Fire Rescue Department; no matching
funds are required for this grant.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements retroactively approve and authorize) the City Manager, or his designee, to apply for,
accept and appropriate funding (including matching funds and any related city expenses), and to
execute any and all documents or agreements in connection with the following grants, programs,
and agreements: 1) National Association of VOCA Assistance Administrators, Fiscal Year.2021
National Crime Victims' Rights Week Community Awareness Projects Funding Opportunity, in the
approximate amount of$5,000; 2) Florida Youth Soccer Association, in the approximate amount
of $5,000; 3) Florida Department of Transportation, South Florida Commuter Services, in the
approximate amount of $20,000; 4) United States Conference of Mayors, Childhood Obesity

BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis Section of this Agenda Item.
ANALYSIS
1. National Association of VOCA Assistance Administrators. Fiscal Year 2021 National Crime
Victims' Rights Week Community Awareness Projects Funding Opportunity. in the approximate
amount of $5.000 for promotional items and a social media campaign for the Miami Beach
Police Department's We Run for Them!Miami Beach Victims'Rights Virtual 5k

amount of $20.000 to execute a Locally Funded Agreement for the development and
implementation of a Transportation Management Initiative
The City Administration has been approved for funding in the approximate amount of $20,000
from Florida Department of Transportation (FDOT) to support the development and
implementation of the City's Transportation Management Initiative (TMI) Program. This is the
third award for this program, the City previously received funding from FDOT in 2018 and 2019;
this new award will continue the partnership between FDOT and the City on the TMI Program.
South Florida Commuter Services is a program of FDOT, working in cooperation with the City
to develop the TMI. The project will be staffed by members of the South Florida Commuter
Services. The TMI will focus on key Transportation Demand Management strategies, including,
but not limited to reducing single occupancy vehicle trips in the City and supporting the use of
