Resolution 2020-31512 RESOLUTION NO. 2020-31512 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER FOR THE RANKINGS OF PROPOSALS PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 2020-096-ND, FOR PROFESSIONAL ARCHITECTURAL AND ENGINEERING SERVICES IN SPECIALIZED CATEGORIES ON AN "AS-NEEDED BASIS"; AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE ARCHITECTURAL AND ENGINEERING FIRMS LISTED IN EXHIBIT A, FOR THE DISCIPLINES OF GENERAL ARCHITECTURE, PLANNING AND URBAN DESIGN ARCHITECTURE, TOWN PLANNING ARCHITECTURE, HISTORIC PRESERVATION ARCHITECTURE, INTERIOR DESIGN / SPACE PLANNING, COASTAL ENGINEERING, CONTAMINATION ASSESSMENT, REMEDIATION, AND REPORTING ENGINEERING, GEOTECHNICAL ENGINEERING, AND SURVEYING; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AGREEMENTS WITH EACH OF THE RECOMMENDED PROPOSERS UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. WHEREAS, on March 18, 2020, the City Commission approved the issuance of Request for Qualifications (RFQ) No. 2020-096-ND for Professional Architectural and Engineering Services in Specialized Categories on an "As-Needed Basis"; and WHEREAS, Request for Qualifications No. 2020-096-ND (the "RFQ") was released on April 10, 2020; and WHEREAS, a voluntary pre-proposal meeting was held on April 23, 2020; and WHEREAS, on June 5, 2020, the City received one hundred thirty-five (135) proposals; and WHEREAS, on October 27, 2020 the City Manager, via Letter to Commission No. 384- 2020, appointed an Evaluation Committee (the "Committee"), which included evaluation committee members for each of the various disciplines set forth in the RFQ; and WHEREAS, the Committee for the disciplines of landscape architecture, LEED commissioning, civil engineering, stormwater engineering, structural engineering, mechanical, electrical, and plumbing engineering, electrical engineering, plumbing engineering, mechanical engineering, and security and safety engineering have yet to convene; RECOMMENDATION The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the resolution accepting the City Manager's recommendation pertaining to the bids received, pursuant to RFQ 2020-096-ND, for professional architectural and • engineering services in specialized categories in accordance with Section 287.055, Florida Statutes. BACKGROUND/HISTORY Section 287.055, Florida Statutes outlines the process by which agencies in the state may utilize contracts with architects and engineers on a continuing basis. Maintaining continuing contracts with architects and engineers helps to expedite the award of project when the construction cost of each individual project does not exceed $4 million, for study activity if the fee for professional services for each study does not exceed $500,000. In accordance with the state law, the City maintains agreements for professional architectural Page 107 of 1707 and engineering services in specialized categories to be utilized on an"as-needed-basis". The current agreements are on a month to month term until such time as the new contracts are awarded pursuant to this RFQ. In order to establish replacement contracts, the Administration has released Request for Qualifications (RFQ) No. 2020-096-ND to solicit qualifications from architectural and engineering firms, including professional qualifications in the following specialized areas: Architecture— General;Architecture— Landscape;Architecture Planning and Urban Design; Architecture—Town Planning;Architecture— Historic Preservation; Engineering — General Environmental Services; Engineering— Mechanical, Electrical & Plumbing; Engineering — Electrical; Engineering — Plumbing; Engineering— Mechanical; Engineering—Structural; Engineering —Civil; Engineering — Geotechnical; Engineering — Coastal; Engineering — Contamination Assessment, Remediation, and Reporting; Engineering — Stormwater; Interior Design/Space Planning; LEED Commissioning; and Surveying. ANALYSIS On March 18, 2020,the Mayor and City Commission authorized the issuance of the RFQ. On April 10, 2020,the RFQ was issued.A voluntary pre-proposal conference to provide information to proposers submitting a response was held on April 23, 2020. Two addenda were issued. The Department issued bid notes to 32,493 companies utilizing www.bidsync.com website.492 prospective bidders accessed the advertised solicitation. RFQ responses were due and received on June 5, 2020. The Committees were also provided with general information on the scope of services and a copy of each proposal. The Committees were instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ. The Evaluation Committee process resulted in the ranking of proposers as indicated in Exhibit B.A summary of each top-ranked firm is available upon request. Staff from each of the departments that most use the contracts for each discipline recommended the number of proposers that should be awarded in each category based on rankings and expected usage. FINANCIAL INFORMATION The cost of the related services, determined upon successful negotiations, are subject to funds availability approved through the City's budgeting process. CONCLUSION It is important to note that the City received 303 proposals in response to the RFQ. Because of the overwhelming number of responses, the evaluation process and award recommendation will be divided into two phases. This first phase includes the award recommendation for the following categories: general architecture; planning and urban design architecture; town planning architecture; historic preservation architecture; interior design/space planning; coastal engineering; contamination assessment, remediation, and reporting engineering; geotechnical engineering; and surveying. It is anticipated that the remaining categories can be awarded at the City Commission's January meeting.
