A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO INVITATION TO BID ("ITB") 2020-129-JC,
TO ESTABLISH A POOL OF PREQUALIFIED CONTRACTORS FOR WINDOW
WASHING SERVICES CITYWIDE, ON AN "AS-NEEDED" BASIS, AND
APPROVE THE INITIAL POOL OF QUALIFIED CONTRACTORS, AS SET
FORTH IN EXHIBIT "A" TO THE COMMISSION MEMORANDUM
ACCOMPANYING THIS RESOLUTION; FURTHER, AUTHORIZING THE CITY
MANAGER TO KEEP THE ITB OPEN FOR THE PURPOSE OF QUALIFYING
ADDITIONAL CONTRACTORS, AND DELEGATING TO THE CITY MANAGER
THE AUTHORITY TO ADD OR REMOVE CONTRACTORS TO THE POOL,
PROVIDED SUCH CONTRACTORS MEET THE REQUIREMENTS OF THE
ITB; AND FURTHER PROVIDING THAT ANY PURCHASE IN EXCESS OF
$100,000 SHALL BE SUBJECT TO THE PRIOR APPROVAL OF THE CITY
COMMISSION.
WHEREAS, on September 24, 2020, the City issued an Invitation to Bid 2020-129-JC
(the "ITB") to establish a contract, by means of sealed applications, with qualified contractors for
the establishment of a prequalified pool of contractors for window washing services citywide, on
an as-needed basis; and
WHEREAS, on October 23, 2020, the City received one (1) response to the ITB, which
was from People's Choice Pressure Cleaning, Inc.; and
WHEREAS, the ITB stated that following the review of applications, the responsive and
responsible bidder(s) meeting all terms and conditions of the ITB will be recommended for
award; and
WHEREAS, in its due diligence, the Procurement Department found that People's
Choice Pressure Cleaning, Inc. met the requirements of the ITB; and
WHEREAS, pursuant to the ITB, People's Choice Pressure Cleaning, Inc. has been
added to the prequalified contractors list, as set forth in Exhibit "A" to the Commission
Memorandum accompanying this Resolution; and
WHEREAS, when a need arises, the City will seek quotes from all prequalified
contractors for the services required; and
WHEREAS, for purchases up to $100,000, the approval of the City Manager or designee
will be required in accordance with the City Manager's existing delegated procurement authority
under the City Code; purchases exceeding $100,000 will be submitted to the City Commission
for its consideration; and
WHEREAS, to maximize competition among the prequalified contractors, the
Administration is recommending that the ITB remain open, to permit the City Manager to qualify
additional contractors as part of the pool, provided that such contractors meet all of the
requirements of the ITB.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Invitation to
Bid ("ITB") No. 2020-129-JC, to establish a pool of prequalified contractors for window washing
services citywide, on an "as-needed" basis, and approve the initial pool of qualified contractors,
as set forth in Exhibit "A" to the Commission Memorandum accompanying this Resolution;
further, authorizing the City Manager to keep the ITB open for the purpose of qualifying
additional contractors, and delegating to the City Manager the authority to add or remove
contractors to the pool, provided such contractors meet the requirements of the ITB; and further
providing that any purchase in excess of $100,000 shall be subject to the prior approval of the
City Commission.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida approve the City Manager's recommendation pertaining to bids received,
pursuant to ITB 2020-129-JC, for the prequalification pool of bidders for window washing
services citywide.
BACKGROUND/HISTORY
It is common for governmental organizations to establish prequalification programs in various
service areas to assure only qualified contractors are engaged and to expedite the selection of
a contractor when a need for service arises. The City has a number of prequalified pools for
service areas such as painting services, recovery of derelict vessels, Microsoft professional
services, and others.
Typically, a solicitation or call for applications is issued by organizations seeking to prequalify
contractors. The initial batch of applications received are evaluated and contractors are
prequalified as warranted. Most agencies will keep the call for applications open to continue to
allow interested contractors to submit applications after the initial batch of prequalified
contractors has been approved in order to add additional contractors to the prequalified pool

and incentivize competition.
In keeping with the foregoing, the City's practice with prequalification pools to date has been to
issue an ITB inviting contractors to submit applications for the City's consideration. The City
Commission approves the initial batch of applications, authorizes the ITB or call for applications
to remain open and delegates to the City Manager the authority to approve additional qualified
contractors or remove any contractor from the prequalified list when necessary to do so
because of performance failures.
In this case,the prequalified pool established will create a source of viable contractors from
which the City may issue requests for quotes for periodic window cleaning services to various
single and multi-story City facilities, including City parking garages, public safety buildings,
parks, and administrative buildings, as needed.
ANALYSIS
The I TB inviting contractors to submit applications was issued on September 24, 2020,with an
initial application deadline of October 23, 2020. The Procurement Department issued bid
notices to 1,443 companies utilizing www.bidsync.com website. 28 prospective bidders
accessed the advertised solicitation. However, only one (1) response was received from
People's Choice Pressure Cleaning, Inc.
The Procurement and Property Management Departments have determined that the bid
received from People's Choice Pressure Cleaning, Inc. meets the requirements of the ITB
and, therefore, the firm should be prequalified for future work. While only one response was
received by the initial deadline,the period for submitting applications will remain open and
additional contractors, with the approval of the City Manager, may be added to the list of
prequalified firms. Further, the Administration will not request quotes pursuant to this
prequalification until there are a minimum of three (3)prequalified contractors in the pool.
FINANCIAL INFORMATION
Grant funding will not be utilized for this project.
CONCLUSION
I concur with staff that it is in the best interest of the City to have a pool of prequalified
contractors for the purposes of window washing services citywide. Otherwise, redundant and
time-consuming efforts would be required to seek proposals and qualify contractors each time a
need was identified. Further, I recommend that the period for submitting applications be
continued consistent with the terms of the ITB. New applicants that meet the ITB requirements
will be added to the prequalified pool. Doing so will help to maximize competition. Contractors
that do not perform well will be removed from the pool.
Therefore, I recommend that the Mayor and City Commission of the City of Miami Beach,
Florida, approve the Resolution, accepting the recommendation of the City Manager, pursuant
to Invitation to Bid (ITB) No. 2020-129-JC, to establish a pool of contractors for window
washing services citywide on an "as-needed" basis, and approve the initial pool of qualified
contractors, as set forth in Exhibit"A" to the Commission Memorandum; further, authorizing the
City Manager to keep the ITB open for the purpose of prequalifying additional contractors, and
delegating to the City Manager the authority to add contractors to the pool, provided such
contractors meet the requirements of the ITB; and further providing that any purchase in excess
