SEEING & MEETING PEOPLE
Distances play an important role in experiencing cities

Our senses
are mainly
horizontal and

when we look
upwards.
The performance of
public spaces at eye

the starting point
of this project. This
guides our approach
to understanding
how 41st Street can
become a physically
and socially resilient

What We Did
Design should respond to how people use a space - or how they would
like to. To understand the design needs of 41st Street, we conducted a
snapshot Public Space, Public Life (PSPL) survey at five locations, at
three times of day, on a weekday.
We observed life: where people walk, bike, and spend time along
the street, and their age and gender. And we analyzed space to
understand how the built environment contributes to social activity.
We looked at how safe it is to cross, how protected one is from the sun,
and where local identity is present, among other features.
Moving forward, a comprehensive PSPL should be done on both a
weekday and weekend, along the entire street, as well as on adjacent
streets and intersections, such as 42nd and 40th Streets.

STAYING
Friday evenings, 41st is busy with people walking - dramatically more so than on other weeknights. Yet few people stop and
stay, this street is not as sticky as it could be. More can be done, there is a great opportunity to invite people walking to stop
and spend time along the street, and to see it as a public space, not just a movement corridor.

I’ve been

minutes - I’m
going to make a
run for it!
While crosswalks and mid-block crossings exist,
crosswalk waiting times on 41st are too long. People
jaywalk to shorten their journey. Shorter waiting
times and more opportunities to cross will enhance
the walking experience and reduce risky crossing
behavior.
At some crosswalks on 41st the wait time is 10
minutes! This is equivalent to adding 10 blocks to
people’s walks!

41st is a place for necessary activities, such as running errands or waiting for transit - these are
things they have to get done. Currently, there are few optional activities - activities people choose to
participate in when they have free time, such as socializing, playing, and eating and drinking outside.

The 12 Urban Quality Criteria are a way to
discuss a hierarchy of needs in a space.
Without basic protection from cars, noise, rain,
and wind, people will avoid spending time in a
space. Without elements that make walking,
standing, sitting, seeing, and conversing
comfortable, a place won’t invite people to spend
time there. Finally, a great place distinguishes
itself by including elements that invite people to
be active and make use of the positive aspects of
microclimate and human scale.
This assessment is a snapshot in time based on
existing conditions.

Walking Interrupted — Clutter
Walking space on 41st is narrow
and the street is cramped by clutter:
light posts, utility poles, and broken
sidewalks. Walking is so inconvenient
that people often drive from one
errand to the next instead of parking
once and walking the short distances
from store to store.
Hey! I’m
walking here! Narrow!

is not consistently distributed along the

from a pleasant walk and instead make
driving between places that are close
together appear more convenient.

“Pay to Stay”
seats
Seating invites people to stop and spend
time. 41st Street lacks the infrastructure to
support this.
Seating is vital to social resiliency - A
Center for Active Design study found
seating is connected to higher civic trust
and public participation.
Few Places to Sit
It’s too hot to
sit down over
there — guess
we’re riding the
bus honey!

Lighting is a key feature to feeling safe and
protected in public space. Lighting on 41st
Street is designed for cars, not people on
foot, and is inconsistently provided, creating
gaps that become deterrents to walking.

Cyclists are Sidelined
On paper, 41st Street is a well connected place to ride. In
practice, it feels unsafe and scary to travel in sharrows
alongside 5-lanes of traffic. Bike infrastructure on 41st and
adjacent streets should reflect that the street is envisioned
as major multi-modal corridor.
Designated Bike Lane
Shared Road
Proposed Lane
The Transport Masterplan identifies 41st St as a pedestrian/bicycle priority corridor

Provide Meaningful Shade
Protect people from the sun as they walk, bike, or
wait for the bus, and provide moments of refuge
where people can stop and spend time.
How To Do It
• Increase tree canopy
• Increase awning coverage
• Provide shade at bus stops
What Success Looks Like
• More people walking
• More people staying and engaged in more
‘optional activities’

Introduce Human Scale Green
Make 41st Street lush. Human scale vegetation will
make 41st feel like a livelier, more relaxing, and
comfortable place to be.
How To Do It
• Utilize hanging plants/vines
• Increase tree canopy
• Introduce planters
• Create bio-swales and planters that can support
climate adaptation and social activity on the street
What Success Looks Like
• More shade
• More green on the map
• More people staying

Create World Class Bus Stops
Capitalize on Miami Beach’s world-class bus
ridership numbers and make bus stops places that
inspire getting out of one’s car and traveling by foot,
bike, or bus.
How To Do It
• Protect riders from rain and sun at existing bus
stops
• Provide seating
• Leverage bus shelters as places that can also
provide neighborhood amenities, such as bike
parking, bike pumps, public seating, or vending
• Create playful branding
What Success Looks Like
• More people riding the bus
• Bus stops become places for people to sit and
spend time on the street
The City is currently redesigning bus stops. The recommendations in this
report should be coordinated with that effort.

The Pilot Canvas — Opportunity Areas
Land Use Committee Presentation, 11-28-18
Miami Beach 41st Street Vision 99
Invitations for people to stay and connect
Create bold, safe pedestrian crossings and invite
people to move across 41st street.
What to do?
• Turn road space into people space
• Turn parking spaces or parking lots into places
for people to sit
• Remove clutter and make existing spaces more
usable
Why this pilot?
• Promote the street as a public space, not just a
transit corridor
• Create reasons to stay, rather than be in and out
• Test how creating more space for people can
be scaled up along the entire street and what
activities are best at attracting people
Use empty lots or parking spots
to create food markets or other
vibrant destinations, with ample,
comfortable seating and shade.

Green Zones
Use trees, plants, trellises and other planting
features to create pockets of green on 41st.
What to do?
• Install a trellis to a building facade
• Install planters in curbside locations
• Provide seating in the shade
• Leverage existing green areas or install greenery
in places lacking it the most
Why this pilot?
• Green Zones create opportunities to test how
and where more green can be installed on the
street
• Explore how Green Zones can help invite people
to walk more or spend more time on the street
• Explore how Green Zones can lead to co-
benefits, such as more space for people and
blue-green infrastructure Plantings absorb water, can
create visual interest and
contribute to a lush, green
sidewalk
Enhance pedestrian
movement and comfort with
shade, with trees, trellises, or
other coverings

Play Zones
Create opportunities for families and kids to
participate in more activities along 41st Street.
What to do?
• Make more space for people - and install playful
street furniture that invites people to play
• Leverage play zones with seating and greenery
Why this pilot?
• Kids are missing from the street - give them a
reason to be there
• Kids and families can activate the street at times
when businesses are closed
• Play creates opportunities for social connections
“Play along the way” features like games on
the sidewalk or adjacent to bus stops create
opportunities to play even when parents
don’t have time to bring kids to the park
Parking lots or empty
spaces can be used for
destination play zones

Public Life Metrics
People
• More people - of all ages and backgrounds - walking, day and night
• More people - of all ages and backgrounds - spending time
• More people engaged in ‘optional activities’
• More people crossing in crosswalks (less jaywalking)
• More people riding the bus
• More people cycling - including women, elderly, and children
• Greater sense of safety
• Increased diversity of visitors (kids and families, elderly, ethnicity,
religion)
Space
• More shade
• More greenery
• More space allocated for people walking, cycling, and transit
• More public art
• Stronger local identity
Metrics can be tracked to understand if changes align with the vision of 41st as a people-space. Once
exact designs are determined, the metrics can be made more specific.
Public life data reveals insights about a place and
wisom to guide long term planning

Raw Data
Land Use Committee Presentation, 11-28-18
Miami Beach 41st Street Vision 82
The ‘hard truths’
Streets are public spaces - yet too often they operate for drivers only
There is enough space - it’s up to us to prioritize how the space is organized
How we use personal vehicles is changing - vehicular traffic on 41st St is not anticipated
to grow substantially and ride share services are growing
The only way to put people first is to put people first - we need to work from buildings out,
rather than from the roadway in
There is no parallel bike option - 41st St bridges must be crossed
Congestion is caused by people driving - and is at peak hours, not all day - moving people
more efficiently requires more choices
Climate adaptation requires social resiliency - places to meet are vital to resilient
communities
