SUBJECT: MBPD ADCD Policing Plan December 2, 2020 - January 16, 2021
I am respectfully submitting this Letter to Commission to provide a cumulative summary
update of the MBPD's Art Deco Cultural District's (AOCO) Safe Plan covering
December 2, 2020 through January 17, 2021. This L TC is a report of the results of seven
weeks of an eight-week plan aimed at addressing crime and the unsafe behavior and
disregard of the COVID-19 Emergency Orders. The intent of the plan is to further enhance
our abilities to address the challenges of the AOCO by providing additional proactive
enforcement measures throughout the AOCO and include the following:
• Enhancing the current staffing plan with up to an additional 28 officers, all from
our Specialized Units and Investigations Division, that will be specifically deployed
during the AOCO on peak days, and hours, to address crime and COVID related
issues.
• MBPD Command Staff will also be working into the midnight shift hours and be
there to provide additional leadership and guidance.
The following is the cumulative update on the first seven-weeks totals for the AOCO Safe
initiative:
• Three-hundred-eighty-seven (387) arrests have been made in the AOCO over the
six-week period, an increase of sixty-one (61) arrests from Week 6.
• Thirty-two (32) of those arrested reside in Miami Beach, an increase of six (6)
arrests from Week 6.
• Fifty-one (51) of those arrested reside in Miami, an increase of eleven (11) arrests
from week 6.
• Sixty-six (66) of those arrested reside in other parts of Florida, which is an
increase of fourteen (14) arrests from Week 6.
• One hundred-sixty-two (162) arrestees reside out of the state, which is an
increase of eighteen (18) arrests from Week 6.
• Seventy-one (71) arrestees self-reported to be homeless from Miami, an increase
of twelve (12) arrests from Week 6.
• One hundred-eight (108) of the total arrests have been drug related, an increase
of ten (10) arrests from Week 6.
• Eighty-six (86) of the total arrests have been alcohol related, an increase of eight
(8) arrests from Week 6.

• There have been seventeen (17) reckless driving citations issued, an increase of
seven (7) arrests from Week 6.
• There have been a total of seven-hundred-forty-five (745) Uniform Traffic
Citations issued within the AOCO during our enhanced staffing effort, an increase
of fifty-two (52) from Week 6.
• There have been one hund red-thirty-nine (139) vehicles associated with a criminal
incident, that have been impounded during our enhanced staffing effort, an
increase of fifteen (15) from Week 6
• MBPD undercover personnel have seized twelve hundred tw enty-four (1244)
grams of marijuana, an increase of one-hundred-eighty (180) grams from
Week 6, thirty-four (34.83) grams of cocaine, and seven (7.4) grams of MOMA
during this seven-week period of enhanced staffing that occurs each week.
In addition to these law enforcement actions, during this seven-week period, the MBPD
and Code were involved in the closing of tw enty-one (21) area businesses in violation of
the ambient noise regulations or curfew/emergency order violations. Of these tw enty-
one (21) closings, sixteen (16) were for loud music and five (5) were for violating the
curfew/emergency orders. The businesses are as follows:

To date, and over the six-week period, MBPP personnel have handed out 14,470
protective masks, an incr ease of 650 from January 29, 2021, intend ed to help limit the
spread of the COVID Virus.
