SUBJECT: Motions from the Police Citizen Relations Committee
January 19, 2021 Teams Phone Conference Meeting
The purpose of this Letter to the Commission (LTC) is to inform the Mayor and the
Commission of four (4) motions made by the Police Citizen Relations Commi ttee at their
January 19, 2021 Teams Teleconference Meeting.
Background:
The Miami Beach Police Department ("MBPD") continually aspires to address crime and
community concerns through innovation and positive partnerships with the community. To
support the public safety goals of MBPD, it is the purpose of the Police/Citizens Relations
Committee ("Committee") to, in part, endorse programs that will enhance the well-being of
residents and visitors. The January 19, 2021 meeting of the Police Citizen Relations
committee included an update from Chief Jones on related police issues. The following
motions were made:
Motion #1 supporting the legislative proposal of State Attorney Katherine Fernandez
Rundle regarding Stand Alone Stay Away Orders
A motion of the Police/Citizens Relations Committee:
1. Supporting the legislative proposal (page 2) of State Attorney Katherine
Fernandez Rundle that would authorize judges to issue standalone stay away
orders from victims or locations as part of criminal sentencing and without any order
of probation.
2. Providing the City Commission with data collected by John Deutzman, a
former member of the Committee and co-founder of the Miami Beach Crime
Prevention and Awareness Facebook page, showing the reduction in the number
of people arrested five (5) times or more during the same period of time during
which stay away orders were issued:

3. Recommending that the City Commission to adopt a resolution urging the
State Legislature to adopt legislation authorizing standalone stay away orders as
proposed by the State Attorney.
4. Urging the Dade Chiefs of Police to consider the legislative proposal and transmit
to its members.

Motion #2 requesting case disposition notification for the Miami B each Police
Department
A motion of the Police/Citizens Relations Committee:
1. Recommending that the City Administration request from the Clerk of Courts the
provision via email of case disposition letters for felony, misdemeanor, and
civil infraction cases involving the Miami Beach Police Department in an effort
to be better track the outcome of cases from the City of Miami Beach.
2. Urging the Dade Chiefs of Police to explore feasible methods of collaboration that
would result in the automatic provision via email of case disposition letters to law
enforcement agencies.

Motion #3 Postpone the election of a Chair and Vice Chair for the Police Citizens
Relations Committee
A motion of the Police/Citizens Relations Committee requesting a delay to next month for
the selection of the Chair and Vice Chair of the Committee so that interested candidates
can submit a one-page resume and discussions can be had prior to voting.

Motion #4 support the renewal of the Lazarus Project
A motion of the Police/Citizens Relations Committee expressing support for the renewal
of the Lazarus Project. The Police Department expressed full support of this project. This
project helps prevent crime through the provision of medical treatment to chro nically
homeless individuals within the City of Miami Beach.
