REVIEW SERVICES; AUTHORIZING THE ADMINISTRATION TO ESTABLISH
A POOL OF PREQUALIFIED CONSULTANTS FOR SPECIFIC TASKS
RELATING TO FUTURE CONSTRUCTABILITY CONSULTING SERVICES;
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS
WITH PROGRAM CONTROLS INC, PMA CONSULTANTS, LLC, KCI
TECHNOLOGIES, INC, AND NOVA CONSULTING, INC; AS THE TOP
RANKED PROPOSERS; FURTHER, AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE AGREEMENTS WITH EACH OF THE FOREGOING
PROPOSERS UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY
THE ADMINISTRATION; AND, FURTHER, AUTHORIZING THE CITY
MANAGER TO EXTEND, ON A MONTH TO MONTH BASIS, THE CURRENT
AGREEMENTS WITH KCI TECHNOLOGIES, INC, U.S COST,
INCORPORATED D/B/A RIB U.S. COST AND ATANE ENGINEERS
ARCHITECTS AND LAND SURVEYORS, DPC, F/K/A HAKS ENGINEERS,
ARCHITECTS AND LAND SURVYEORS, DPC, UNTIL SUCH TIME AS NEW
AGREEMENTS CAN BE EXECUTED.
WHEREAS, on January 4, 2016, the City of Miami Beach entered into agreements with
U.S Cost, Inc. d/b/a Rib U.S. Cost, Keith and Schnars, P.A., Atane (Haks) Engineers Architects
and Land Surveyors, pursuant to RFQ 2015-160-YG for Constructability, Cost and Value
Engineering Review Services; and
WHEREAS, the initial term of the agreement was for a three (3) year term with two (2)
additional one-year renewal options; and
WHEREAS, the current agreements are scheduled to expire commencing on January
14, 2021; and
WHEREAS, on August 29, 2019 the City Manager, pursuant to Resolution No 2019-
30894, approved the assignment of contract from Keith and Schnars P.A., to KCI Technologies,
Inc.; and
WHEREAS, the City desires to establish term contracts with a pool of qualified
successful proposers, with the required expertise and personnel, in order to facilitate the
assignments for the provision of Constructability, Cost, and Value Engineering Review Services;
and
WHEREAS, the successful proposers will be assisting the City with: constructability
reviews; value engineering analysis to identify potential cost savings; technical specification
reviews; identifying alternate construction means and methods; establishing accurate project
scheduling; establishing quality assurance/quality control guidelines; meeting with the design
team and City during the development of a project; and participating in the review of bids or
proposals; and
WHEREAS, these review services will be for the various current and up-coming Right of
Way (ROW) neighborhood improvement projects, underground utility and facilities projects
under development by the City; and
WHEREAS, on October 13, 2020, the Mayor and City Commission approved to issue
Request for Qualifications (RFQ) 2021-008-WG for Constructability, Cost and Value
Engineering Review Services; and
WHEREAS, RFQ responses were due and received on November 23, 2020; and
WHEREAS, the City received proposals from the following six firms: KCI Technologies,
Inc., Michael Baker International, Inc., Nova Consulting, Inc., PMA Consultants, L.L.C., Program
Controls Inc, and Straight Ahead Construction, Inc.; and
WHEREAS, all of the proposals submitted were found to be responsive to the
requirements of the RFQ; and
WHEREAS, on November 19, 2020, the City Manager appointed Evaluation Committee
comprised of Lily Alvarez, Administrative Services Manager, Property Management Department,
City of Miami Beach, Daniel Cevallos, Capital Projects Coordinator, Department of Capital
Improvement Projects, City of Miami Beach, and Jorge Rodriguez, Capital Projects Coordinator,
Department of Capital Improvement Projects, City of Miami Beach; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law; and
WHEREAS, the Committee was also provided with general information on the scope of
services, and a copy of each proposal and was further instructed to score and rank each
proposal pursuant to the evaluation criteria established in the RFQ; and
WHEREAS, the evaluation process resulted in the proposers being ranked by the
Evaluation Committee in the following order:
1st- Program Controls, Inc.;
2nd - PMA Consultants, L.L.C.;
2nd - KCI Technologies, Inc.;
4th - Nova Consulting, Inc.;
5th - Michael Baker International, Inc.; and
6th - Straight Ahead Construction, Inc.; and
WHEREAS, after reviewing all of the submissions and the Evaluation Committee
process, the City Manager agreed with the Evaluation Committee and found that the top four
ranked proposers had vast experience in providing constructability, cost and value engineering
review services and would be the best qualified firms to be included in the prequalified pool of
consultants for future engagements relating to these services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Qualifications (RFQ) 2021-008-WG for constructability, cost and value engineering review
services; authorize the Administration to establish a pool of prequalified consultants for specific
tasks relating to future constructability consulting services; authorize the Administration to enter
into negotiations with Program Controls Inc, PMA Consultants, L.L.C., KCI Technologies, Inc.,
and Nova Consulting, Inc., as the top ranked proposers; and authorize the Mayor and City Clerk
to execute agreements with each of the foregoing proposers upon conclusion of successful
negotiations by the Administration; and, further, authorize the City Manager to extend, on a
month to month basis, the current agreements with KCI Technologies, Inc., U.S Cost,
Incorporated d/b/a Rib U.S. Cost, and Atane Engineers Architects and Land Surveyors, D.P.C.,
f/k/a Haks Engineers, Architects and Land Surveyors, D.P.C., until such time as new
agreements can be executed.

RECOMMENDATION
The Administration recommends that the Mayor and City Commission of the City of Miami
Beach, Florida approve the resolution accepting the City Manager's recommendation pertaining
to bids received, pursuant to RFQ 2021-008-WG, for Constructability, Cost and Value
Engineering Review Services
BACKGROUND/HISTORY
On January 4, 2016, the City of Miami Beach entered into agreements with U.S Cost, Inc.
D/B/A Rib U.S. Cost, Keith and Schnars, P.A., Atane (Haks) Engineers Architects and Land
Surveyors, pursuant to RFQ 2015-160-YG for Constructability, Cost and Value Engineering
Review Services. The initial term of the agreement was for a three (3) year term with two (2)
additional one-year renewal options. The present agreements are scheduled to expire
beginning January 14, 2021.
On August 29, 2019 the City Manager, pursuant to Resolution No 2019-30894, approved the
assignment of contract from Keith and Schnars P.A.,to KCI Technologies.
In light of the expiring contracts, the City desires to establish replacement contracts with a pool
of qualified successful proposers, with the required expertise and personnel, in order to
facilitate the assignments for the provision of constructability, cost, and value engineering review
services as required by City departments managing construction projects. After City
Commission award approval, the City will negotiate and establish contracts with the successful
proposers for a term of three (3)years, with options to renew for two (2)additional one (1)year
periods.

The consultants will be assisting the City with: constructability reviews, value engineering
analysis to identify potential cost savings, technical specification reviews, identifying alternate
construction means and methods, establishing accurate project scheduling, establishing quality
assurance/quality control guidelines, meeting with the design team and City during the
development of a project, and participating in the review of bids or proposals. These review
services will be for the various current and up-coming, right of way (ROW) neighborhood
improvement projects, underground utility and facilities projects under development by the City.
When professional services are required, a proposed project will be analyzed in terms of the
predominant professional specialty required, and a firm will be selected from the appropriate
specialization list.
Consultants selected to provide constructability, cost, and value engineering services for a
particular project are precluded from bidding/responding to the competitive solicitation for the
design and/or construction of the project.
ANALYSIS
On October 13, 2020, the Mayor and City Commission approved to issue Request for
Qualifications (RFQ) 2021-008-WG for constructability, cost and value engineering review
services. RFQ responses were due and received on November 23, 2020. The City received
proposals from the following six firms: KCI Technologies, Inc., Michael Baker International,
Inc., Nova Consulting, Inc., PMA Consultants LLC, Program Controls Inc, and Straight Ahead
Construction, Inc.
All of the proposals submitted were found to be responsive to the requirements of the RFQ. On
November 19, 2020, the City Manager appointed Evaluation Committee convened to consider
proposals received. The Committee was comprised of Lily Alvarez, Administrative Services
Manager, Property Management Department, City of Miami Beach, Daniel Cevallos, Capital
Projects Coordinator, Department of Capital Improvement Projects, City of Miami Beach, and Jorge

The Committee was provided an overview of the project, information relative to the City's Cone

with general information on the scope of services and a copy of each proposal. The Committee
was instructed to score and rank each proposal pursuant to the evaluation criteria established in
the RFQ.

The PMA team is comprised of experts with decades of combined experience in performing
constructability reviews as well as value engineering (VE).As a full-service program and project
management services firm, PMA possesses several distinguishing offerings from collaborative
project planning, to project risk analysis, claims avoidance, and Value Engineering, among
others.As a premier construction management services provider PMA has been instrumental in
leading numerous private and public project cost control programs that create and implement
innovative solutions to provide added value improvements at the least cost and greatest value.
In addition to PMA's wide-ranging experience, they have partnered with 305 Consulting
Engineers, LLC a Miami based engineering firm with more than 27 years' experience including
highway/bridge design and inspections, construction and contract administration, repair of
construction failures, and other general civil engineering service in various fields such as
environmental, governmental, maritime, educational, aviation, and housing. In addition, 305 fully
staffs and supplements infrastructure project management and construction engineering
inspection (CEI)teams with highly qualified and motivated personnel.

the City's various departments at a moment's notice.
KCI has maintained a long history of working with public entities, bringing beneficial projects to
completion for their clients. Many of their client relationships extend over 30 years, illustrating
their commitment to providing top quality services in the community.
Nova Consulting. Inc.
Nova brings decades of experience providing professional services to state, county and
municipal agencies in Miami- Dade County. Nova's proposed staff for this contract have worked
locally for most of their careers in the successful execution of numerous projects.
Nova's significant local civil engineering work and experience with Miami Dade County agencies
such as MDAD, DTPW, RER, MDWASD, and regional South Florida agencies such as
SFWMD has allowed them to establish local professional relationships with specialty providers
that may be required during the course of this contract including land surveying and geotechnical
services. Their local experience brings first-hand knowledge of local conditions; local
regulations, standards, processes and procedures; local permitting requirements; stakeholder
and public outreach concerns; multi-agency coordination needs; general contracting practices;
and construction methodologies specific to South Florida. Their local experience addressing
water resources engineering issues has included all types of infrastructure projects in the areas
of water,wastewater, and stormwater.
SUPPORTING SURVEY DATA
Based on the 2019 Community Satisfaction Survey,the overall quality of services provided by
the City is 68.6%. In order to continue maintaining excellent standards in this area, the City
intends to partner with qualified firms for the purpose of providing constructability, cost and value
engineering review services,which would assist in maximizing the completion of construction
projects on time and on budget.
FINANCIAL INFORMATION
The cost of the services is included in overall project budgets.
CONCLUSION
After reviewing all of the submissions and the Evaluation Committee process, I concur with the
Evaluation Committee and find Program Controls Inc., PMA Consultants LLC, KCI
Technologies, Inc., and Nova Consulting Inc., to be the best qualified firms to be included in the
prequalified pool of consultants for future engagements relating to constructability, cost and
value engineering review services. The four (4) firms have vast experience in providing
constructability, cost and value engineering review services. It is important to note that the RFQ
was not issued with any particular project in mind; rather, the purpose of the RFQ is to proactively
prequalify firms now so that proposals can be expedited when the need for constructability, cost and
value engineering review services are identified. Four firms is sufficient to handle the City's
anticipated project volume.
For the reasons stated herein, I recommend that the Mayor and City Commission approve the

the Administration to enter into negotiations with Program Controls Inc., PMA Consultants LLC,

proposers upon conclusion of successful negotiations by the Administration; and further,
