SUBJECT: North Beach Community Redevelopment Agency Redevelopment Plan Update #2
The purpose of this Letter to Commission (LTC) is to provide information regarding the forthcoming
Redevelopment Plan for the North Beach Community Redevelopment Agency.
Following the December 15, 2020 town hall and kickoff meeting, the public was invited to
participate in a virtual community charrette. The purpose of the community charrette was to inform
the public about the future North Beach Community Redevelopment Agency (NBCRA) in general
and also to seek input to inform the preparation of the NBCRA Redevelopment Plan. The charrette
was conducted on January 11-15, 2021 and included a series of six (6) interactive public meetings.
During five (5) of the six (6) meetings, members of the public were able to participate and contribute
by asking questions, discussing concerns and sharing ideas. During the sixth meeting, audience
engagement was provided through live polling.
Prior to the charrette, the city sent a bi-lingual invitation mailer to 22,000 residential addresses and
667 commercial addresses in North Beach with additional outreach through social media, Nextdoor
and via email. The city also offered to provide in-person accommodations, by request, to residents
with limited capacity to participate virtually.

In addition to the open design studio sessions, the charrette process also included eight (8) focus
group outreach meetings. The focus group meetings sought contributions from various stakeholder
groups representing neighborhood associations, preservation advocates, business associations,
regional planning and economic development organizations, property owners and developers,
affordable housing advocates, industry groups, and city staff.
Overall, the public sessions and focus groups were well attended with over 580 participants
combined. The City’s consultant team, Daedalus Advisory Services, Dover Kohl & Partners, and
Redevelopment Management Associates, engaged participants to discuss their ideas for how the
NBCRA could improve the quality of life and economic vitality of North Beach. On the final day of
the charrette, a Work-In-Progress meeting was held to summarize the feedback gathered
throughout the week and provide an opportunity for additional audience engagement. The charette
revealed five (5) overarching concepts or ideas as follows:
1. Use the CRA/Tax Increment Financing to implement existing plans;
2. Focus on short-term successes that build confidence;
3. Increase resilience;
4. Attract investment that is transformative, but respectful of context; and
5. Build staff capacity to represent North Beach.
The charrette also highlighted the categories of projects and investments most important to
participants:
1. Community Revitalization and Economic Development;
2. Infrastructure and Resilience;
3. Transportation and Mobility;
4. Housing and Historic Preservation; and
5. Parks and Recreation.

Recent Actions and Next Steps
Miami-Dade County approved the Finding of Necessity on July 8, 2020 via Resolution No. R-619-
20 and authorized the creation of the NBCRA and preparation of a Redevelopment Plan within
one year. On January 13, 2021, the City Commission adopted Resolution No. 2021-31560
establishing the Ad Hoc North Beach CRA Advisory Committee to provide review and input with
regard to the proposed Redevelopment Plan. On February 10, 2021, the City Commission will
consider action to formally create the NBCRA.
The consultant team and city staff are currently working on the draft Redevelopment Plan. It is
anticipated that the draft Redevelopment Plan will be presented to the City Commission and CRA
Board in March 2021 and reviewed, as required by statute, by the Planning Board in April 2021. A
timeline for review of the Redevelopment Plan by the Ad Hoc North Beach CRA Advisory
Committee cannot be estimated until Committee members are appointed by the City Commission
and meetings commence. It is currently projected that in May 2021, the City Commission and CRA
Board will formally adopt and transmit the Redevelopment Plan to Miami-Dade County for approval
by the Board of County Commissioners.
