SUBJECT: RESUMPTION OF MIAMI BEACH TROLLEY SERVICE
Pursuant to the City Commission direction on January 13, 2021 (Resolution No. 2021-31563), I
am excited to announce the resumption of the Miami Beach trolley service on February 15, 2021
at 8:00 AM. The citywide trolley service will operate at a reduced service level as compared to
normal (pre-COVID) service level and with a high frequency of interior vehicle cleaning in
response to the ongoing pandemic.
Reduced Service Plan
Based upon available funding this fiscal year, the citywide trolley service will operate 15 hours a
day, from 8 AM to 11PM, 7 days a week, with 15 vehicles in daily service and 30-minute average
service frequency (passenger wait times). When developing this reduced service plan, staff
considered service span, frequency, and ridership potential based on historical data.
Vehicle Cleaning in Response to COVID-19
Ensuring the safety and health of our trolley passengers and drivers is of utmost importance. To
that end, the City will supply its trolley operator (LSF) with an Environmental Protection Agency
(EPA)-approved cleaning/disinfecting solution which trolley drivers will use to disinfect the interior
of each vehicle and high-touch surfaces after completing each loop (i.e. every 1 to 1.5 hours).
City staff will conduct periodic inspections to ensure LSF drivers are properly disinfecting vehicles
and meeting the City's expectation. Furthermore, LSF will conduct a deep cleaning of every
trolley vehicle each night using EPA-approved products. Finally, the City will provide and ensure
that a hand sanitizing solution is always available to passengers on-board all trolley vehicles.
Driver and Passenger COVID-19 Prevention Measures
LSF is required to conduct daily temperature checks of all drivers before they enter the facilities
and board the trolley vehicles. All drivers are required to wear facial masks at all times.
To allow for social distancing on-board the trolleys, vehicle capacity will be limited to 10-12
passengers at a time. Pursuant to federal law, passengers are required to wear a facial mask
over their nose and mouth when boarding, disembarking, and for the duration of travel as well as
follow social distancing guidelines. Passengers wishing to board will be instructed to wait for
passengers on-board to exit before entering the trolley vehicle. Signage will be posted outside
and inside of all vehicles advising passengers of mask/facial covering requirements (Attachment
A), limited capacity (Attachment B), and encouraging riders to conform to CDC-recommended
prevention and hygiene practices to prevent the spread of COVID-19 (Attachment C). Drivers will
be required to communicate to passengers the above requirements and guidelines and to ensure
compliance to the extent possible.
