Resolution 2021-31567 • RESOLUTION NO. 2021-31567 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA GOVERNOR TO AMEND EXECUTIVE ORDER 20-315 TO INCLUDE TEACHERS AND SCHOOL PERSONNEL IN THE PHASE ONE COVID-19 VACCINATION DISTRIBUTION PLAN PRIORITY LIST. WHEREAS, the Novel Coronavirus Disease 2019 ("COVID-19") is a severe acute respiratory illness that can spread among humans through respiratory transmission and continues to pose a public health threat to individuals across the planet; and WHEREAS, on December 23, 2020, Governor Ron DeSantis issued Executive Order 20-315 (the "Executive Order"), establishing a priority list of population groups eligible to receive the COVID-19 vaccine during Phase One of Florida's COVID-19 vaccination distribution plan (the "Vaccine Distribution Plan"); and WHEREAS, the Executive Order's Vaccine Distribution Plan does not include teachers in the first phase of the COVID-19 vaccination priority list; and WHEREAS, the Centers for Disease Control and Prevention has classified teachers and school staff as "frontline essential workers" — meaning they should be among the earliest in line to get the COVID-19 vaccine; and WHEREAS,teachers are among the most important essential workers in the State, educating our youth, providing children with essential skills to compete in the 21st century economy, and enriching and inspiring children; and WHEREAS, earlier access to vaccines for teachers and school staff will increase thelikelihood of returning to face-to-face learning, without the roller coaster of opening, closing, and reopening schools, and will promote the safety of school personnel who serve these essential roles; and WHEREAS, in-person learning is important to children's intellectual growth and social and emotional development, and indispensable to the economy; and WHEREAS, though remote learning promotes social distancing, thereby reducing the spread of COVID-19, at-home education creates hurdles for the labor market and working parents, and disproportionately affects women; and WHEREAS, in order to protect our teachers and students, the Mayor and City Commission of Miami Beach firmly believe that teachers and school personnel should be included in the Phase One Vaccine Distribution Plan priority list; and Page 2 WHEREAS, as such, the City Commission respectfully urges Florida Governor DeSantis to promptly amend Executive Order 20-315 to include teachers and school personnel in the Phase One Vaccine Distribution Plan priority list. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge Florida Governor Ron DeSantis to amend Executive Order 20- 315 to include teachers and school personnel in the Phase One Vaccine Distribution Plan priority list.
